Parallel vote advocates face arrest

GOVERNMENT has warned that individuals or members of civil society organisations who will try to carry out parallel vote tabulation in this year’s tripartite elections will be arrested and prosecuted.

 

Chief government spokesperson Ronnie Shikapwasha said there is no law in the country that allows an individual or organisation to conduct parallel vote tabulation.

He said any individual or group of people that will go against the law during the elections will face arrest.

Lieutenant-General Shikapwasha said the Electoral Commission of Zambia is the only institution mandated by law to announce results during elections.

“The only institution that has the mandate and authority over all elections in Zambia is the Electoral Commission of Zambia.

“So, civil society organisations have no right to do so as there is no such law in our Constitution,” he said.

Gen Shikapwasha was speaking in an interview on March 8 in reaction to pronouncements by the Southern African Centre for the Constructive Resolution of Disputes (SACCORD) and other civil society organisations that they will apply parallel vote tabulation during the elections.

It also caused unrest in 2001 when the United Party for National Development members and supporters took to the streets to celebrate the party’s then president Anderson Mazoka’s unofficially announced victory in that year’s presidential election.

The official results showed that Mr Mazoka’s rival Levy Mwanawasa was the winner.

But Gen Shikapwasha said Government will not tolerate non-governmental organisations (NGOs) that want to fuel violence in the country.

He also said the parallel vote tabulation has proved to be a recipe for violence in countries where it has been applied.

“Just in Zimbabwe, there was confusion during the elections because some NGOs applied parallel vote tabulation, and so at the end of the day, there was confusion after the electoral body announced the official results.

“And if you also remember during the 2001 general elections, violence almost broke out in this country because the European Union and other NGOs applied the parallel vote tabulation and had announced that late UPND president, Anderson Mazoka, had won the elections when in fact it was late President Mwanawasa. So, people should desist from activities that can cause civil war in this country,” he said.

Gen Shikapwasha said it is also surprising that United States Ambassador Mark Storella is in support of the system when it does not exist in his own country.

“This system does not apply in America or any other country that I’m aware of. So, it is disappointing the ambassador can be in support of such a system.

“Let all those that have intentions of sponsoring NGOs to apply the parallel vote tabulation instead direct those funds to the Electoral Commission of Zambia so that we can strengthen this institution,” Gen Shikapwasha said.

Mr Storella was quoted by the media at the weekend as saying there is nothing wrong with the parallel system.

But Gen Shikapwasha said NGOs that want to implement the system have intentions of rigging elections.
“These institutions just want to cause confusion in this country because they want to come up with their own results and dispute official results of the Electoral Commission of Zambia,” he said.

The ECZ last week rejected the parallel vote tabulation, stating that it would cause confusion in the management of elections in the country.

To avoid suspicions please allow these NGOs to tabulate freely elections results that will be obatined on the ground. MMD is suspected of rigging elections and they must work hard to clear the house and give confidence to the voters. Most likely someone who was an MMD memebr has told someone that rigging is done during tabulation time and that is why they are restless. If you plan to arrest people, which law are you going to apply? What offence are they going to commit? Ronie Mr BIG nose, wake up please and come to your senses.

Our electoral system is transparent, all parties are allowed to place monitors at three places 1) at polling station where counting is done 2) at central place in a constituency where consolidation is done 3) at the command center and anybody is free to company results and even take photos of the results and all polling agents sign off on the results.

    Stop breeding chaos, how can you go to a football match or boxing match and say you will bring your own ref or judges?

    In any contest anywhere in the world, there can only be One referee and participants have to trust and respect the decision. I wonder why you are obsessed with rigging.

In advance because with Zambian procrastination no challenge to this statement will be made.   19. Human issues are complex and not straight forward like Engineering or Maths. No wonder there is social sciences or humanities or Chikwakwa or vikwakwa as we used to call them at UNZA.

    I see a lot of people on this blog are coming form the hard core science background where you see this issue as black or white. This is really a social technical issue and very much subjective.

    I believe Parallel Voter Tabulation has always been done in Zambia. Problem is people behind this thing presented it as an alternative to ECZ and I think this is where they got it wrong and are getting all these reactions from MMD die hards. The guys behind PVT, you need a PR person or someone with a Chikwata to retool your message.

    People for for PVT see this issue as just tabulating or adding together the numbers printed outside the polling station ..adding them up and announcing that these are our numbers and not official , more like exit polls results. No thing wrong there. and they are right

    People against PVT see this is the setting up of a Control Command Centre with the help of Donor money to do the counting of votes,tabulate them and announce ahead of the ECZ’s announcement the winner of the elections and ask people to reject whatever the ECZ announce after they have done theirs. And that is a genuine concern

When Sata was governor of Lusaka, Lusaka was not the cleanest town in Zambia. Lets be objective. There are many new leaders that can do a better job today, move on..and new is not necessarily young.

  28. #25 Botwana is not as developed as you think and am talking about manufacturing , there is nothing there compared to Zambia. Botwsana is a resource based economy and their diamonds mines have delivered for them as we had a huge slump in copper prices for a long time while it was the opposite with diamonds.

    Another issue is population. I think there are more cows in Botswana thanPeople that is why their per Capital income is high. There are like 1.9 m people less than Lusaka alone.

    Last factor, but not vital, Botswana has been a democracy since independence and had an educated founding father who set up proper legal structures that have continued to deliver to this day

    Please avoid using terms which are subject to various interpretation such as consolidation and command. who consolidate and with what and commanding what? why? In my view consolidation has been the main source of rigging because the MMD by way of commanding ECZ have had an opportunity to either alter the figures or make additions in their favour. Therefore, PVT makes sense in that regard.

    4) Population is the greatest resource if you can harvest it.

    6) wind can also be harnest in Zambia for auxiliary power generation.

  60. The issue here is not about bringing credibility to the elections. Between ECZ and SACCORD, who do you trust? Are you saying that SACCORD cannot give false results just to mislead the public? If they did, what would happen when ECZ announces correct results?     have seen and heard what happened in Malawi when VJ was there to coordinate this act of sobatage to the Malawian democracy. and the same is what the president is doing to go to Katanga province so that the smooth transportation of people through Musangu village can come and participate in the elections. If Shikapwasha insists then there is a possibility of rigging in their favour. Why should govt threaten pipo with arrests. When parallel vote tabulation was done there was no confusion which Shikapwasha is talking. Infact he stood on UPND ticket and lost late Lackson Mapushi. Its not a hidden secret that late Andy won 2001 elections but he was dribbled with rigged votes from Luapula and some remote parts of Northen Province. The rest is now history. I urge NGOs and other stakeholders to ensure that the system is used to avoid vote rigging.

  65. #68 Freeman, In Mporokoso the ruling govt bribed the local with money and other gifts but they got those monies and figts and voted using their heart and soul. look at what happened in Malole when PF candidate won but Emmanuel Munaile was declared a winner on wrong results election officer. The results were wrong and the election officer did accept that the mistake was made. PFchallenged him and ECZ in court but the time went on because the court could not have time to decide and Munaile still remains MP. Central Kabwe the same happened. These are some of examples the not having another alternative method to check the truth of the outcome of the elections. If you had up some results they do not match up with the ‘Normal outcome.’

  68. If the MMD administration (government) had honest intentions regarding the forthcoming elections, one would have expected them to have whole-heartedly welcomed PVT. But I suspect they know their dark plans and are now afraid that they would be found out and their plans would not avail them anything. Hence Shikapwasha’s threats and jitteriness.
    Let’s call a spade a spade: very few right thinking people have trust in the present government, where dealing with the interest of the citizens (including upholding the will of the people) is concerned. That’s why it is necessary to have the PVT. We need it. If Shikapwasha wants peace for Zambia, he must not hinder PVT.

  69. The other method that should also be applied is to count the actual voters that physically entered the polling ststion to vote. The number should be equal to the final votes that will be released, this is to ensure that there is accuracy in the votes tallied. There was a situation in one of the African countries where the ballot boxes were stuffed before the votes. The first voter couldn’t even place their vote in the ballot box because the box was full to capacity, the elections were later nullified.

  71. #5 MMD Chief bootlicker, Riging doesnt happen at the polling stations, i witnessed this with my two eyes. What you MMD chaps do is that you allow all parties to have their monitors at all the stations mentioned but you never allow anyone but the shushushus to transport the ballot boxes to the so called central counting areas. Not all polling stations have their votes counted right there and then some are transported to other areas this is when the rigging happens. If you dont believe me ask Dr Kazonga MMD MP for Vubwi constituency how he won his parliamentary seat. Ballot boxes where being transported to Chadiza all the way from Vubwi for no reason! And yes i was there myself so you cant argue on this one, alot of people would testify to this.

No wonder VJ Mwaanga knew Kanishamezi Bwezani will win by 50,000 votes when Derrick Chitala called him because he was busy engineering the tabulation of votes.
