Government writes to UN over Zamtel

Share

Government has engaged the United Nations to seek clarification on whether the UN Security Council’s resolutions on Libya have an effect on LAP Green’s investment in Zamtel.

The UN Security council has passed a resolution to freeze asserts which are owned by individuals in the government of Libya following the uprising in the North African country.

Lap Green which holds 75 percent in Zamtel is owned by the government of Libya.

Finance and National Planning Minister Situmbeko Musokotwane has told parliament that the Ministry of Foreign Affairs has already gotten in touch with the UN on the way forward.

Dr Musokotwane says government will ensure that operations at Zamtel continue, pending response from the UN.

He says the objective of the UN Security Council resolution aim at blocking monies that may be remitted to support the violence against Libyan civilians.

He points out that Zambia has taken the stand because it wants to fully comply with the UN resolution

  1. Now let Dora explain what will happen next, i see another deal soon, this is good money, lets go guys and find another buyer for Zamtel, Henry Banda (Son to RB) where are you, Angola can give us daimond in exchange with this company, remember they were at number 3 haaa.the oil Gaddafi gave us is now drying up we need more.

  2. The freezing of ZAMTEL assets has served us.VIVA REBELS VIVA COLLISION FORCES .
OUR LEADERS HAVE BEEN CAUGHT ON THE WRONG SIDE OF HISTORY Ha Haa HA!!!

  3. Gee is that a typical Zambian idea of plush headquarters? In which century are you people living? Everything is so ugly!

  4. The Lap Green investment in Zamtel is impacted by the sanctions in so far as no new investment will be allowed from Lap green and no dividends will be paid/repatriated to the Lap Green investment fund.

From an operational perspective therefore, if Zamtel is self sufficient in terms of working capital then there should be no problem. If there are any capital investments awaiting funding from the investment fund, then these will have to stall.

The Zambian has to divest the Lap Green Investment ( i.e. give Ghadaffi his money back) or they will be in breach of UN sanctions. There is no distinction between Ghadaffi and the Libyan Soverign wealth fund. This is the approach in all countries were the fund invested e.g. UK, Pearson, Owner of Financial Times.

  5. Twalimyebele bashinka manyela ba swaini. Am expecting Dora Siliya to say sometihing over this issue. Ifyakulya ubushiku fitulikila kumalushi. More jobs to be lost elyo ninshi ninshita yama election. chochocho, checheche. Sorry Zamtel Employees nshaliko

  6. If the bid for Zamtel had been handled professionally, considerations for the Political Risk that came with the investment could have been addressed. The Zambian government should think long and hard about whether it gets investment at any cost, even from countries with very shoddy human rights and no democracy (China included!)

  7. Were is Senior citizen and his young brothers, VJ rigger and Chief bootlicker??? i would love to read their s.t.u.pid analysis on this one.

  8. We told you, but you never listened. why are you consulting the UN and yet in the first place you didn’t consult them when you where selling Zamtel.

  9. You can not handle national assets with such carelessness. The sale of Zamtel was handled with dirty hands. RB and his clan will be answerable if we lose as a country on this matter. When we spoke against this transaction some educated cadres defended it like wounded buffalo s. They are a lot of credible telecommunication companies who would have taken over Zamtel with less risk. Firstly we paid a foreign company millions of dollars to advise us on the sale. Surely, Zambia has enough CA’s and other professionals with experience to handle such transactions. Zambia is failing because the current leadership is so corrupt that they only care about what they get from the deals. One day is one day………

  10. Dont they have a UN rep to the UN do they need to write to the UN? Musokotwane failure at BOZ failure again this guy is a technocrat not an adminstrator

  11. Oh well, let us wait and see, only hope for the best in this situation, what is done is done. On a note totally unrelated to this subject, it seems “Zambian Watchdog” dug themselves in when they wrote that story about Dr. Mahtani, they seem to have disappeared, just my observation.

  12. Ha-ha-ha-ha!!!! Do you need to ask the UN?The definition of assets frozen by the security council is very clear. Its all assets owned by Gaddafi family and associates and LAP Green falls into that category. This is what happens when you have Chiluba as a consultant! Chiluba gave a good advice to RB on Zamtel.

  13. My goodness me! UN can not tell you anything positive because they have already resolved to get rid of Mad dog……………..You see the problem of handling national assets like they are your kantemba.

  14. Isn’t this indiscipline on the part of Mr Musokotwane for conflicting what His Almighty honour the Vice President Mr Redlips SC said only last week. When did Governments position change on this issue? Am sure its now clear even to the most keen bum-licking piece empty head that His honour is losing his mind at an alarming rate, therefore, in the nation’s interest l Msana on behalf of ordinary normal people demand that he either resigns, retire or get a suck.

  15. This is a pack of disfunctional leaders. Its logical that all foreign assets and monies owned by the mad dog will be forzen meaning in simple terms, Zamtel’s night mare has just started. The way forward is government to take over and protect its citizen thats the way forward fo.o,ls

  16. Crooks always get entangled by their own stupid deeds. ZAMTEL should have been sold to Zambians on the Luse so that funds from there are used to grow the firm with imported whiz-kid managers to ensure that our country gets a top notch communications provider. Instead RB and his goons went on a rampage to pocket the loot from the sale of ZAMTEL. Mwanya.

  17. KARMA! These are the consequences of shady deals. Things (begin to) Fall Apart. You can fool some of the people sometimes, but you can’t fool all the people all the time!

  18. In Zambia the crooks law always works in government. people were against such a transaction but hey do the people in power have an ear for you and me? Never!! More misery for the power Zambian

  19. This is what happens when you make innocent people suffer. Alot of Zamtel employees were retrenched when Zamtel was fraudently sold, yet we were told that lap green will create more jobs. We will see who will vote for you because even the villagers who always depend on will not vote for you because some of them are suffering due to the loss of jobs by their relatives. The majority of Zambians were against the sell but you and your so called smart young lady dora went ahead. Don’t think that what is happening in North Africa cannot happen here in Zambia. You people have been stepping on our toes for a long time and we are fed up. Mwanya.

  20. “But Sata in response, wondered why the government where Kunda was justice minister and Vice-President had not prosecuted him if he had stolen any money.

“Kunda is more mad than me because when Levy Mwanawasa was alive, he told Mwanawasa that (former president Frederick) ‘Chiluba is a thief; let’s prosecute him’ and they spent billions prosecuting Chiluba but when Levy died, he tells Rupiah Banda that Chiluba is in fact a clean man. Who is mad between me and people that cannot even manage football?” asked Sata. “Football is now dead but people are there claiming to be running things smoothly. What kind of government is this?”

    Bwafya tata.

  21. Sour grapes! How can the gov be seeking clarification on straight forward issues? This is what happens when something fishy and big fish are involved. Not too long ago Kunda was giving all sorts of assurances and today with tails in between legs they are seeking what clarification? Arrogance does not pay, you guys were lucky to have been criticised the way you were but you did not listen.

  22. the FIRST ORDER OF BUSINESS SHOULD BE TO FIRE THE UGANDAN MANAGER AT ZAMTEL BECAUSE HE IS MISTREATING THE LOCALS. INFACT JUST ARREST HIM!!!

  23. Yes indeed, do we have a rep at the UN and what is his role? Just an MMD cadre or what? Which also begs the question, do we really have a foreign policy ? We always seem to wait for others to say something before we show our hand. Always sitting on the fence.

  24. This government, if only they listened to the people’s advice and concerns over their sale of Zamnet we would not be in this mess. They will not escape the wrath of the people, never! Can all the MMD beneficiaries on this site come out of their shells and explain?

  25. This is what happen if you put government of men in power and not governemnet of laws, they never listened to any concerns from any Zambian over the sale of Zamtel because of there percieved corrupt benefits on the deal. There were so many serious competitors and risk free competitors who could have taken over Zamtel than this Lap Green Libyan mafias investors. Dora Siliya is such a B.i.t.c.h and she should now provide solution to econmical efffects that Zamtel and its employees will suffer as the results of UN resolutions over libya. corrupt deals always fail baba.

  26. We need Dora’s comment not that nonsence about writing to the UN you thing they will care less about you batch of crooks when they are busy sorting out the chap in Libya.

  27. Lack of critical analysis in any deal will land you into problems, chi RB should show leadership on this one, and not just being quiet on the matter he know he participated.

  28. Write to UN for what? Can’t those guys at the UN mission and at Foreign Affairs interpret resolution 1963? These things are very clear if you have clear headed people. I can tell you what the UN gonna say: Will give Zambia a copy of the Resolution and ask them to study it, and apply to the Zamtel Situation. Back to zero.

  29. Lupia Banda is retarded and the govt is on auto pilot going in circles like a dog chasing its tail.

  30. Don’t policise investiment climates. Otherwise you maybe praizing an even more economixally risky thug intending to deal with Mugabe & Taiwanese oposition parties. An enquiry on the shareholding situation of lapgreen does not make zamtel unsafe.

  31. #30 – I agree with you – all the swi…nes needed to do was to invest and pay top talent from accross the world to come and redeem the failing Zamtel. This way you keep the entity still in the Zambian hands and allow Zambians to learn from a crop of seasoned pros. LAP Green got where they are by bringing in experts and not selling out. In any case how do you allow another Govt’s department take over your department which is so sensitve. Tecnically if Gadaffi wanted to crash Zambian telecoms and internet he could have done it with a tip of his fingers. And people are still supporting RB – How moronic can they be.

  32. Zambians dont worry about zamtel. The Lord has heard your prayers and your cries. His hears are sharp over Zamtel property. The deal between RB and lap green was to help in rigging this years elections using there central server connect to ECZ. God sees aheard of them and i can promise you that zamtel assets will be frozen until after elections or RB might violate UN resolution to stay in power. But i can tell you RB plans are too small for the Lords. Why Libya in that state today? Also God is teaching us to minimise the love of money at the expense of all people.
They are going. The Lord is on our side.

  33. all you PF clowns are quite amazing in your ignorance. the Libyan Investment Fund has invested in many countries including the USA, UK, France and many other African countries like kenya. the assets have only been frozen meaning Zambia cannot remit any dividends back to Libya nor can they return the capital invested. simply put there is nothing criminal about what the government did. it is correct for them to seek clarity because LAP Green is a legal entity that also has rights. NO one foresaw what has recently happened in north africa and the Government is within its rights to keep all the money it received in good faith from lAp Green

  34. even the italians are not sure what to do with the investment gaddafi made in ENI the largest oil company in Italy and also all the properties he owns all around europe. in fact the europeans have been backing gaddafi because of its oil and now have turned against him. just a few years ago Tony Blair was wining and dining with gaddafi. you PF clowns are so shallow in your analysis and thats why the europeans are using you for yakumbuyo. you have no clue about the agenda of western powers and their propanganda against china and any other foreign investors. you people forget so easily how europe and america were the biggest funders of the aparthied regime. dont be so gullible accept everything you read in the western media or the PF vuvuzela

  35. Pa Zed problem we dont learn………Zed can ONLY be developed by Zedians.

    Support Zedians to prosper

  36. Can you imagine. people had to even take these foolish guys to court but alas did they listen.what a wrong bunch to be given the reighns of power!

  37. But with a number of key countries breaking economic ties with Libya in reaction to the killing of rebels trying to unseat Gadhafi, analysts fear that there might be problems ahead for Zamtel and other networks across the region.

Outside of Africa, the European Union has extended sanctions to include Libya’s sovereign wealth fund and central bank, and the U.S. has frozen assets valued at about US$30 billion. Meanwhile South Africa, Africa’s largest economy, has imposed sanctions and frozen assets linked to Gadhafi. The Zambian government said it may review its economic ties with Libya.

Improvements to LAP Green’s infrastructure have been funded by Libya’s investments in Europe and America, notes Amos Kalunga, a telecom analyst with the Computer Society of Zambia. Up until…

  38. # 55 that is why due dilligence in any matter is important. You cant sell you parastatal to another parastatal. thats a disaster about to happen. Suppose govt changes and the new regime is not a friend to Zambia then it means the whole investment could be awaste. As it stands GRZ will soon be bailing out Zamtel with our money because Gaddafi is certainly going and the new guys will want the Libyan taxpayers money accounted for

  39. Zamtel saga is the down fall of the MMD. Very soon alot more Zambians will be unemployed and people will know what sort of a shady bunch MMD is

  40. What will UN do? There we go getting advise from foreigners. SA froze the Libyan assetts without consulting the UN but Zambia with our own asset we want to consult

  41. Why consult the UN? Doesn’t Zambia have its own laws that stipulate what should be done about this Libyan investment? Malabishi!

  42. there is a Ugandan company which has been sub-contracted to do sms servers, there are several Ugandans in management, soon there will be calling in Ugandans to do MPLS and Internet….and you feel such investiments make you safe,,,,this is telecoms and Zamtel provides data comms for banks and government. We risk so much as our infor can be sniffed by these mwisas.RB

  43. This is why you carry out a risk analysis before getting into any business venture. What auditing firm carried out the research? Please people never ever deal with one party states. This is the end result. This will be one messy issue and it is not going away anytime soon.

  44. well this is the chance for government to try and write their wrongs over this Zamtel issue, i don’t see Ghadaffi being removed from power soon ( if it happens we will be safe) but it is the best time and opportunity to leave this deal and look at similar deals before they come back to haunt us coz its we the people that will suffer

  45. UN or no UN the deal was questionable to say the least. But we is the smart one in the name of Dora? The Zambian Govt must just move in quickly to claim was is rightfuly for the the Zambians, before it is too late. Zamtel is so important to be put in the hands of outsiders beyound 51%. The reason 51% shares is a good idea is that then the company can be operated by the outsiders while the Zambian people through the Stock exchange and govt hold a sizable share to save the day in case we find ourselves in such a situation like this one. Otherwise as it is govt need to buy them off if it were not for the UN resolution, at 75% to expansive and may be over valued. Too complex for Dora and company I am sure

  46. #69 those ideas of gov running business have brought our country its needs. big gov is bad for zambia. what RB is doing is ok. we need a small gov
