The Auditor General’s Office is bidding for the position of United Nations Auditor which falls vacant next year when South Africa’s term expires. Auditor General Anna Chifungula disclosed the development at her office today when a Chinese delegation which is in the country for a study tour called on her.
Ms. Chifungula said Zambia stood a better chance to scoop the position as her office had more qualified personnel to Audit the accounts of UN once it assumed the position. ZANIS reports that the Auditor General noted that the position would offer Zambian Auditors experience and to build their capacity but was quick to note that there were competitors who were also campaigning hard for the same position.
She solicited for Chinese support during voting in the General Assembly during voting saying the cordial relations the two countries enjoyed should help Zambia scoop the position. Ms Chifungula said her office had since sent in bids and were waiting for elections slated for November this year.
She commended the Chinese government for continued collaboration with the Zambian government in various ways and hoped that the cordial relationship would continue as it benefited both China and Zambia.
The Auditor General further stated that despite the help China had offered in various forms, her office still faced challenges such as insufficient vehicles to send officers to some rural parts of the country, equipment for use and competent human resource to implement integrated Financial Management Information System the country had.
And Chinese Delegation Leader Liu Haiyu thanked the Auditor General and the Zambian government for allowing the Chinese to conduct a study tour in Zambia. Mr. Haiyu who is also Chinese Director General for the National Audit Office explained that the study tour was meant for the delegation to learn how Zambia conducted auditing and draw more experience from their Zambian counterparts.
She said this would further strengthen the already existing relationship between the two countries.

I dont think it will be right to back this office coz it doesnt follow up audit queries unless targeted ones based on orders ‘from above’. We still have a long way to go and right now, we do not have the moral right to even bid for this position.

First sort out the corruption in your public service. The UN is aware of the incompetences in the government. You will be just be part of the applicants. Please do no waste our resources.
Auditing – An examination of financial records or accounts to check their accuracy, and to express an opinion on the person, organization or system in question.
No were in this definition does it say the auditor will punish, imprison or take legal action on a person, organization or system being audited. That prerogative is left to the persons who are in charge of the organization or systems being audited.
That being said Ms. Chifungula you have done your part honorably and I wish you all the best in your bid for the UN post.
Its not the role of Auditor General to follow up on Corruption charges its the role of the Anti Corruption commission, the police and other prosdecuting wings of Govt. Please go ahead and win so that your staff get further experience .
Some people just comment for the sake of it. Understand what the Auditor Generals office does. It’s good for Zambia if we get the position we need more exposure. Her office has done well to expose Gov mis-management of funds and she has received a lot of praise from international organisations including the main accounting body – ACCA. Go for it we are behind you.
I totally concur woth Number 8 in support of our lady Auditor General. She has done her work quite well. She has done what she needs to do in her office. It is the government that should have followed up and prosecuted all those found culprits… Let her go ahead and challenge the position. We need to send our qualified personnel in much higher positions.
Let me finish my Forensic Accounting Masters and i will come and take over her job in Zambia.

Anna needs all the exposure she can get. By the way, this is another way of “creating” jobs; when someone aspires for a higher calling and therefore frees up a position beneath them. Let us support her not only from a prestige point but also from the point of view of furthering her capacity to deliver on the world stage. All the best mama Anna!!
ANNA BE REALISTIC, IF YOU ARE VERY COMPETENT AND UNCOMPROMISED TEAM, WHY IS MOST OF THE FORENSIC AUDIT TARGETED ON PIPO IN BAD STANDING WITH THE GOVT? WHY IS THE EXPECTION GAP SO BIG? WHY IS IT THAT YOUR AUDIT ASSIGNMENTS ARE SO BEHIND, EG YOU ARE AUDITING FINANCIALS FOR 2009. THIS IN ITSELF MEANS THAT ERRORS AND FRAUD GO FOR A LONG TIME WITHOUT BEING DETECTED.
If you have little knowledge on the tenets and principles of auditing,do not show your ignorance on this blog.It is not the responsibility of the Auditor General to prosecute the people who err.The function of the auditor is scrutinise the finincial statements and give an opinion on whether they are free and fair.If you want the auditor general to prosecute,then add that clause in the constitution.Neverthess,it will mean changing the rules of accounting on which auditing is foundated.An auditor is there to present an unbiased report.It is the duty of management,in this case Zambian government,to act on the report that is on it’s table.A govrnment that cares will act there and then.Culprits will be subjected to stiff legal process.There is no concern from the government.

Oh dear; i think we need to improve reading and comprehension skills in Zambia. Please be informed that Ann Chifungulo is not talking about getting an Auditors job at the UN in New York or anywhere else for that matter. She is talking about her office (Auditor General of Zambia) applying for the role of Auditor of the UN. Her office using the qualified Zambians she is alluding to will be able to Audit UN Accounts in Lusaka. The UN books will be sent to the Zambian Auditor Generals office to be audited. They will be External Auditors. They will be paid fees for this job. They will be exporting services. This is what is known as outsourcing!

Dabwitso # 18; be that as it may, my prayer and wish is that eventually we can get indegenous Zambians actually setting shop with their credentials (from the UN, etc.) to create world class enterprises that showcase the skills and experience they gain from such acquisitions. The trouble I always see is we are hellbent on amassing credentials (and attracting Pull-Her/him-Downs) at the expense of actually moving forward to independence with our skills. Then again, thanks a lot for reminding us not to forget our Grade 7 skills…
