Sata pledge to wipe out graft in his first Independence Day message to the nation

PRESIDENT Sata says his government will remain resolute on the fight against corruption to help put Zambia back on the path of social and sustainable economic development.
Mr Sata said corruption is a cancer which derails national development, and that meaningful sustainable development can only be achieved if the vice is wiped out of the country.

President Sata said this in his address to the nation last evening ahead of today’s Zambia’s 47th independence anniversary, whose theme is, Rejuvenating our Prosperity, Patriotism through the Fight against Corruption.

He said the Patriotic Front (PF) government has declared a zero tolerance to corruption because Zambia is in a hurry to develop and improve the lives of its citizens.
“Corruption is a cancer which delays and derails national development by fattening the pockets of a few selfish individuals at the expense of the majority.

“It is for this reason that the PF government intends to rejuvenate the fight against corruption and greed so that we may achieve prosperity and patriotism,” President Sata said.

He said the government will remain resolute to improving the lives of its people because of the overwhelming mandate that the Zambian people have given it to fulfill the promises made during the election campaigns and subsequent pronouncements.

President Sata said the Zambian people have lost their dignity in their own country because they have been deliberately impoverished through theft and plunder by the people in whom they entrusted their well-being.

President Sata said Zambia is in a hurry to move forward and hungry for development. The PF government has, therefore, declared zero tolerance on corruption to help build a better and prosperous nation.

“By putting us in office, your message was loud and clear. You wanted a better Zambia, a Zambia in which corruption, poverty, injustice and indignity are no more.
“A Zambia of equal opportunities for all, a Zambia where hard work, honesty, integrity and patriotism are not options but hallmarks of citizens’ commitment to the national cause,” he said.

President Sata said the PF government will remain firm on fulfilling all its election promises in realising its vision for a better Zambia. He said using the overwhelming mandate the people gave to the party, Government intends to ensure that it does all it can to uplift the living standards of the people.

“Today, the 24th October, 2011, we celebrate our 47th independence anniversary. It is a time when Zambians should have great joy and pride in themselves and their country.
“We celebrate our liberty and freedom from the shackles of colonialism, freedom from indignity and oppression that we suffered at the hands of our colonial masters. Indeed, freedom to govern and determine our own future, our destiny in building our own nation,” President Sata said.

He said even as the country celebrates 47 years of independence, Zambians should not trust in the arm of man, but thank God for his mercies for giving the people peace and unity despite the country facing many failures and challenges.

President Sata said Zambians should thank God for guiding the country peacefully through the September 20 tripartite elections as well as bringing the people together.
He said elections are now over and that the will of the majority has spoken, hence the need for all Zambians to pull together and put aside partisan interests and contribute effectively to national development.

President Sata called on all Zambians to join hands in working for a better Zambia for all.

“Let us spend our time as productively as possible while your government puts in motion policies and programmes that will trigger the creation of jobs, wealth and more money into people’s pockets.

“The independence we celebrate today was attained at a great cost. Our founding fathers and mothers spared nothing in freeing us from the yoke of colonialism. No pain was too hard for them to bear, no load was too heavy to carry, no life was too precious to lose for the cause of freedom, prosperity and dignity for mother Zambia,” he said.

President Sata said the independence anniversary is a time to renew people’s individual and collective commitment to building a better and more prosperous Zambia as envisioned by the country’s founding fathers and mothers.

He said the freedom is meaningless if it is not translated into better living standards through more jobs for the people.

President Sata called on all Zambians to renew their commitment to and patriotism in building a Zambia where every youth, every mother, every father, uncle and aunt will find a job, decent shelter, clothing and food.

  2. Good leadership. Purposeful and focused. Last time MMD talked about corruption they were removing Abuse of Office Laws. What a wasted 3 years we had with RB and Kunda? Just imagine after LPM, if we had MCS as President, where do you think Zambia would have been today in terms of fighting corruption and development? Zambians must be regretting having had RB, Kunda, Dora, Shikapwasha, and Liato in government.

  4. Nepotism is also a form of corruption Mr Cobra. What about your abuse of authority by ‘handing back’ Finance Bank to that criminal Mahtani without following due process? His money laundering cases are still pending in our courts of law! What about your deputy veep, Edgar Lungu the lawyer who breached basic ethics by stealing client money? What about your justice minister Sebatian Zulu who accepted state funds from Chiluba & zamtrop in order to destabilize his own UNIP? My point is, don’t use the term corruption when it suits you while at the same time being surrounded by criminal elements and being a product of corruption yourself.

  5. I begin to think that HEMCS is talking too much. We want to see it been faught. Plus leave this talk to be done by the ACC and police. Too much of talk no results. Tell us how you will do it not just talk talk without results. We know you have minister who ate some money for clients at his law firm. Why are you keeping him if you will fight corruption. People are suffering, they want to see change in their lives…….. not the change of singing about corruption each and every day. the clock is ticking, 59days left and the job creation hasn’t started. So how will people have better lives and more money in their pockets by you singing songs against corruption.

  11. Yawm!! Yawn!! Yawn!! ..Still too much rhetoric coming from this government. 31 days on the only thing they have done is remove competent people like Caleb Fundanga from responsible positions and reduced fuel by K400. So much for more money into our pockets.

    Oh, one more thing,  another flawed and shallow decision was to recall a competent press aid from this embassy in the name of Doreen Mukanzo. Unless you were living under some rock at Kulima Tower since 1964, you wouldn’t  doubt her journalistic accomplishment and qualification to execute matters dealing with press issues.

    I await to see the performance of the new person. Doreen Mukanzo was NOT a political appointee, but given the job on merit.

      Self preservation is not the important factor in the jobs there.

      Serving the citizens of Zambia is the most important factor for them to care about.
      Imagine not informing the family of a deceased Zambian their loved one had died in a foreign land for 3 days.

  15. 28 DAYS AND THE SATANIC CIRCUS PEAKS MORE SPEED:
    1. Appoints a bankrupt person – Panji Kaunda – to a Ministerial portfolio in clear breach of Zambian Law.

    2. Appointed 10 MPs instead of 8. Obviously we have a President that either did not know the Constitutional position on the same or does not know the difference between 10 and 8.

    3. Abolishes the office of Secretary to the Treasury also in clear violation of the Law.

    4. Effectively admits that he was involved in supporting Savimbi by accusing the MMD Government of the time (of which he was a senior member) of doing the same.

  16. 5. Demands a public apology from another head of state in clear breach of diplomatic protocol.
    6. Allows an opposition party in Malawi to open a radio station in Zambia in clear breach of SADC and AU principles on interference in another country’s internal affairs.

    7. Demands payment of a US$ 260 million debt from bankrupt Zimbabwe. This is not a bad thing. But, does he really expect to receive this money from a country with no money.

    8. Stops the sale of copper for two weeks while “systems” are put in place to monitor sales and suspends it two days into the programme claiming, probably dishonestly, that systems are already in place to monitor copper sales.

  17. 9. Asks the Chinese Ambassador to open a letter from a fellow Head of State and read it to him in public. Apart from being very bad manners – this is another very serious breach of diplomatic protocol.

    10. Starts an inquiry into the sale of Finance Bank and then stops it two days later. Probably realised that a proper investigation would have correctly implicated “friends” of wrongdoing in the affairs of Finance Bank.

    11. Still have no Governor of the Bank of Zambia – obviously oversight of the monetary affairs of the country is off little importance to our President.

    12. Re-names three airports and two public buildings without a Cabinet Memorandum being sent to Parliament and allowing a Gazetting period to occur.

  18. 13. Contradicts himself when he says he is creating a 10th Province to streamline costs. I mean how does creating another province with all the short and long term bureaucratic costs amount to streamlining ? At the very least, I think he should have asked for a feasibility to be done to see what the cost implications are. But, maybe that is too difficult for him.

    14. Announces the move of the capital of Southern Province from Livingstone to Choma again without any assessment of the cost and administrative implications or consultation with the people who live in the Province to see what effect it would have on their lives.

  19. 15. When meeting the Archbishop of Canterbury, effectively slights China by saying that the previous government made a mistake with it’s look East policy. Another SERIOUS breach of diplomatic protocol and common sense. I mean in this day and age, does it make sense to look to the bankrupt West instead of cash flush China…..

    16. Starts an inquiry into the sale of Zamtel and then effectively ends it by declaring it “corrupt and fraudulent”. Commission of Inquiry has not been dissolved. But, I see little point in it continuing since Sata has already delivered a verdict on the matter.

  20. 17. Guy Scott effectively admits that his President is a dictator by saying he breaks laws first and asks Parliament for permission later…

    18. Accuses RB of being involved in the fraudulent sale of gold by the DEC. Subsequent events have proven that everything was done above board and correctly.

  21. 19. Four most senior Cabinet posts – Foreign Affairs, Finance, Defense and Home Affairs – are all headed by Bemba speakers. Whilst it is the prerogative of the President who he appoints to Cabinet positions, in practice most Zambia Presidents have been very culturally sensitive in appointments to these Ministries as a means of ethnically balancing power in the country. This obviously does not matter to Sata. Just the fact that to maintain power he needs to control force of arms and money. As such, for him it makes all the sense in the world to have even known wife battering obese tribesmen in these positions.

  22. 20. My favourite one of the lot – creates a new amalgamated Ministry of Labour, Sports, Youth and Gender to ostensibly cut costs – which is a good thing. The, needing to curry favour with North Westerners, separates Gender from this portfolio and promises to appoint Sarah Sayifwanda Minister. When it comes to the actual appointment, he only makes her a Deputy Minister. Realising this blunder, Sayifwanda laudably refuses to take up the post. In a fit of rage, Sata then says the Ministry will be headed by a PS – in clear breach of the Law on the creation and operating on Government Ministries. There is the not so small matter of contradicting himself on cutting costs by creating another government ministry.

    Zambia needs some cleansing before it can come back to sanity. Zambia is a mental patient. Most Zambians have become too crooked even to their own friends and relatives. No one trusts anyone in Zambia.
    SATA is the right person at the moment to put things straight in place. RB was too useless that he only blessed more corruption after Mwanawasa did his best to reduce it.
    Just research how many Zambians abroad have been swindled of their investments back home by relatives. Even Anna Mwale tested the bitter pill.
    The right person for is only SATA.

The president’s message should have been in the line of creation of jobs, reducing tax, Increment on the minimum wage, and bringing Zambia closer to Zambians instead we get the same corruption message. Even if Sata says what may appeal to Zambians we know Sata to have been involved in corrupt prictices before. Two late presidents said before even Chiluba once Sataright hand man said it. Where there is a will there is always a way, thanks our Presido for the direction  you have  taken, fellow country men and women, it is indeed a relief to have a president who  can atleast listen, not long ago we had  one who could boast on how thick skinned he was and no matter how much we spoke he could not listen until we spoke through the ballot. People complained about Zamtel, abuse of office, Napsa to mention just a few, yet we never saw any change of mind from the president we thought was going to defend our resources. It’s  high time we appreciate the leadership of HEMCS, while others may say he is making blunders am seeing a Man who listens to advice who is no respector of individuals at the expence of the majority, lets give him time.

Now tells how we are going to move forward in education, reducing unemployment, improving and sustaining economical development etc. There are more important issues that you need to address. Levy initiated the fight against corruption, get someone else to drive this issue and focus on other issues.     After LPM, if Sata had been next, many innocent people would have been in prison and Chiluba would have been free. There would have been no Post newspaper because all the editors would have been locked up. It is good that there was an hiatus after LPM, for Mr Sata to grow up and change as Panji testified.   67. Great work President Sata we are very proud of your good work and fight against corruption. Bloggers who say President Sata is just talking… what about his great achievements in 31 days. You all just found out copper exports were not all reaching Switzerland & the figures did not add up. The new administration’s has shown committment to transparency and accountability by insisting all exports of metals will now have to go through BOZ. This is a big achievement against corruption. Zambians will all now know where the mineral sources are going, and can smile when copper prices go up. We found out timber is being bought for 1 million kwacha & being sold at $10,000 abroad that is corruption of our forests at the highest level. PF is making changes that root out corruption structurally.

  81. I abhor corruption just as i detest leaders who talk about fighting the vice without implementing policies, processes and procedures of fighting the scourge. The current leadership is adopting the Mwanawasa theories that never worked and will never work. You can`t fight corruption by witch hunting. The courts are not the best places to fight corruption from. The government should study the internal systems and devise policies, processes and procedures that make it difficult for any official to be corrupt. Try and copy from countries where corruption is not rampant like the United States. Simple things like not paying traffic fines at the police station but courts can drastically reduce corruption on the road. Other measures can include decentralization of issuance of govt documents.

We work in government and we know that corruption is real. you just don’t open up your mouth just to dipute even what is true. the USD 98 million at NAPSA? The land at 15 million at NAPSA? The Mulakupikwa University in Chinsali? The cancellation of the contract for the border facilities in Nakonde? there are so many examples. but some of you want miracles on these investigations.
