PRESIDENT Sata has directed that contracts of 13 brigadier generals and about 15 colonels in the defence forces be terminated with immediate effect because they are occupying offices illegally.
“All these people should leave offices now, but pay them up to December because they are in their offices illegally. I don’t have the power to give a contract; I only have the power to give a contract within the law. The Defence Act does not permit me; the Pension Act does not allow me. How do you, Secretary to the Cabinet, go and prepare a statutory instrument and give to somebody to sign? You are cheating the people in uniform,” he said.
The President was speaking at State House yesterday when he swore in permanent secretary in the Ministry of Chiefs Affairs Coillard Chibbonta and 10 provincial commissioners of police.
The commissioners of police include Solomon Jere (Central), Mary Tembo (Copperbelt), Joyce Kasosa (Luapula), Grace Chipalila (Eastern), Charity Masambo-Katanga (Lusaka), Mary Chikwanda (Northern), Eugene Sibote (North Western), Antoneil Mutentwa (Western), Brenda Muntemba (Southern) and Standwell Lungu (Muchinga).
“Why allow 13 brigadier generals and 16 colonels occupying offices illegally? You are giving them the money which should have gone to police to strengthen the establishment of the police. If you look at these policemen, some of them do not even have badges of ranks.
“If you want them to retire at 60 or 65, amend the law, the law will protect them, not you. They are not supposed to survive on who is in office, let the law protect them,” he said.
[pullquote]“If you want them to retire at 60 or 65, amend the law, the law will protect them, not you. They are not supposed to survive on who is in office, let the law protect them,” he said.[/pullquote]
“On 13th May, my brother wrote an illegal letter giving contracts to 13 brigadier generals and about 14 or 15 colonels and issued a statutory instrument number 38. The laws of Zambia are not amended by statutory instrument. If you want to amend the Defence Act, Cap 106, you go to Parliament. If you want to amend the Pensions Act you go to Parliament, but unfortunately I want to address Dr [Joshua] Kanganja and your colleagues: be brave, say no, don’t just say yes when I say anything because you drafted this statutory instrument for Rupiah Banda, my predecessor, when you knew very well that it was illegal. You never amend any law by statutory instrument.
“We have had lots of extravagance in this country, and we have to change. The people who deserve money, we don’t give them the money because some of these police officers, since they left training school, they have never received their annual uniforms because in the police, every year you are supposed to receive a kit. I don’t think you even parade your kit because you have nothing to parade. I saw Muntemba wearing her shoes, that’s not a pair of police shoes she was wearing,” he said.
President Sata vowed to follow the commissioners’ work closely. “I will follow you because the job you are going to do is the job I know very well. I was properly trained than some of you people, and I won’t tell you I am coming, you will just see me arriving,” he said.
Mr Sata said he is disappointed that after 47 years of independence, the police establishment has not been filled. “We have a shortage of 12,000 men and women. That is why I have decided to promote all of you to commissioner level because the authority of the police is on your shoulders,” he said.
Mr Sata urged the commissioners to take criticism and do their job.
[pullquote] “I will follow you because the job you are going to do is the job I know very well. I was properly trained than some of you people, and I won’t tell you I am coming, you will just see me arriving,” he said.[/pullquote]
And addressing the Commissioner of Police at State House, Mr Sata directed him to keep the surrounding of the premises clean. “Are you not ashamed that every time I am driving, I stop because of a dry stick, and you are there as my Commissioner of Police. And if you look behind this building, it is very dirty. Look at the surrounding of this place.
“And yesterday, that programme finished at about lunch time and the tents are still there, and you are still here. Where is the security? You claim you are Commissioner of Police at State House, those tents they are still there,” he said.
And Mr Sata has directed Mr Chibbonta to visit all chiefdoms and establish the living conditions of traditional leaders. “If I can remember very well, a long time ago when I was minister of Local Government, the allowance I gave them that is what they are still having as if there has been no government,” he said.
And Inspector General of Police Martin Malama commended President Sata for appointing more women as commissioners of police. “It’s a great relief as a police service to see that out of the 10 provinces, we have six commissioners appointed who are ladies. This is groundbreaking for us because these ladies are very capable,” he said.
[Zambia Daily Mail]
Good job Mr. President
Cool down mr president thats not the way to handle the army we told u pipo u are now cleaners of streets instead of the council. Shame on u soldiers who supported him its the cops enjoying
Thats the way it goes WENA WEZU. When you get a chance Mr Cobra please think about us in diaspora. Most of us have lost the Zed Citizenship because of the fact that we don’t have DUAL CITIZEN SHIP in zed. PLEASE HELP we want to free to come back and forth,.
@Gologigo, mulebelnge before tamulaipusha. Zambia has dual citizenship since last year. Please google and read about “zambial dual citizenship”.
Why did you exchange citizenship? Ukubilima
Do not worry this is one of the recommendations in the constitution to be drafted soon.
A snake in the grass. Where you forced to change your citizenship???
Good to see more women appointed in positions of leadership.
@Nakulu: Indeed, there are women appointed, out of 10.
Is it necessary to scold grown ups in public like that? Surely Mr Cobra lacks basic etiquette and diplomacy. Just get on with your job, I’m sick and tired of the daily ranting and tirades!
BUT SATA U R DOING THE SAME THING U R CONDEMNING!
THESE GENERALS AND COLONELS WERE SUCK IN THE SYSTEM AND PROMOTING THEM WAS OVERDUE!
YOU ARE MAKING CHANGES IN THE POLICE SERVICE WITHOUT CONSULTING ASWELL AND YOU ARE EVEN APPOINTING PEOPLE FOR MUCHINGA ADMINISTRATION BEFORE ZAMBIANS HAVE EVEN HAD A SAY ON MUCHINGA
Mr Sata, don’t treat army personel like chickens.
Stop playing with boiling soup! This army issue should be handled professionaly to save guard security of the state and integrity of the army. Its not every ones cup of tea.GOD BLESS ZAMBIA.
H.E has done what Levy and RB failed to do. Well done
is the millitary structures sacred,a right thing must be done regardless the peple involved.
Newman, Caf-u, UNDERTAAKER contrary to your misguided views, we are VERY HAPPY that these old chaps have gone as they were hindering our progress and were getting money illegally for years ! They were just chewing all resources that comes their way to furnish their farms and build houses. They were Generals when they were 45years but in our era we are still Majors at 49 ! You should have heard the cheers in Arakan when HE uprooted these old weeds ! Shhhhhhhhhhhh
You write like a civilian. You know very well that there is a proper way to terminate someone in the army. Why make such announcements in public? Moreover the president is talking about the Army’s budget going to the police. Look at things beyond your nose.
wasosa,they can not even run.ahhhhhhhhhhhhhhhhh
THATS THE BEST WAY TO GO,WHY SHOULD IT BE FOR CADERS WHEN THE BEST ARE JUST JUNIORS ? BA SATA GOAL!!!
Shi………. Way to go thats a Slum Dunk!
Ati ichisosa chipa amano.Bebe mudala Cobra. Those old dudes must surely go.
Progressive change is needed.
@9 big mule you are very right my bro
I am in support of our president’s decision to retire the army generals who are on contract ,it only right that they are retired to pave way for the junior officers to be promote as they have tirelessly served the nation.
Why were they put on contracts in the first place. Was it because the commander still felt the army still needed there services??
Thank you for calling a spade a spade Mr. President. I really like the part were you ADVISE people in charge NOT TO JUST AGREE TO WHAT YOU TELL THEM TO DO EVEN IF IT IS NOT CORRECT.
Way to go! Transparency in everything you do My Presido. Thumbs up!! We have alot of young and energetic military personals who can easily be promoted to generals and colonels. Wonder why alabi kept these old folks
Isn`t Sata being hypocrital? Can Sata teach someone to follow the law? How many breaches has Sata committed in the 4 weeks he has been in office? The truth is Sata wants to create spaces in the army for his cronies.
# 20 ARE U ONE OF THEM. H.E IS DOIN THE RITE THIN TOO MUCH CORRUPTION IN THIS COUNTRY. WE WILL NEVA GO ANYWHERE WITH CORRUPT MINDS LIKE U. LET HIM CLEAN THIS COUNTRY FOR THE BETTERMENT OF ALL.
Caf-u, contrary to what u think, these guys got a free ride from RB and ththere is nothing to be careful about unless someone is taking advantage of a situation purely independent of mishandling a process.
Isn`t Sata being hypocritical? Can Sata teach someone to follow the law? How many breaches has Sata committed in the 4 weeks he has been in office? The truth is Sata wants to create spaces in the army for his cronies.
chikala what are you taking about your father is the one who is hypocritical.leave the presido do the work.
He has not broken any laws. all his pronouncements have been taken to parliament.
Key word there ‘take it to parliament’ if you want it amended or changed..
@ Contract General sums it all up, for all those of us who are not in the army and have never for a second done a chilailai, we should just shut up. The president isn’t foolish to handle this matter in the manner he did, and yes people have to disgraced in public no etiqutte should be shown… The commissioner at state house i’m sure makes alot of money, he has to do his Job, Dr Joshua also makes alot of money, he needs to be put to task, because it’s a trickle down effect if the people at the top are pushed they will push the people below them. Tough talking and progressive one point Micheal Sata.
I rather like the American system where there are senate committees on foreign affairs and defence and intelligence, for example, which scrutinise what is going on without jeopardising the security of the state. We tend to treat these institutions as sacrosanct hence the abuse that goes on there. Every Auditor General Report has talked about financial abuse in our foreign service, cadres are appointed to diplomatic posts, the Chungu saga showed mafia activities in the intelligence, now unlawful contracts in the defence force! This is a wake up call.
weeeeeaaaaaaakkkkkk
Maybe there was no money to pay them their termination dues. The police commissioners will also need to be paid higher salaries. I can see BOZ printing more money (quantitative easing) this year and inflation going back up. The public expenditure is going up while the income is level or even going down. The copper prices are falling now, so no windfall tax. Please pray that there is wisdom and not emotion, intelligence and not populism and common sense and not socialism in the running of our country.
I wonder what the motivation was for the whole of Dr. Kanganja to illegally award the contracts to army personnel. This could not have been a slip up – he can not say he did not know “procedures” relating to government contracts. The president must call him in for questioning (i am sure he has done so already) and take appropriate action.
But I like the name and shame approach. That is what we need for Zambians to get off their butts and work. There should be an official medium through which Zambians can report misdeeds of named individuals. We need to name and shame police officers at road blocks asking for bribes, customs officers saying, ‘nanga ise mwatiletelako cani?’ when you arrive at KKIA. We need to shame lazy Passport officers who take 18 months to process a passport.
Apart from the army where can these people work. This career is different and we need to have compassion for the army officers.
WHILE THE PRESIDENT HAS APPOINTED A LOT WOMEN AS POLICE COMMISSIONERS WE SHOULD ALSO CHECK THAT APPOINTMENTS ARE NOT MADE ON TRIBAL LINES. I KNOW DURING RB’S RULE A LOT OF WOMEN IN POLICE FROM EASTERN PROVINCE WERE PROMOTED TO HIGHER RANKS AND HAVE OCCUPIED SENIOR OFFICES AT HQs. THESE ARE THE WOMEN SATA HAS SCATTERED TO PROVINCES. SOME OF THE TRIBES ARE NOT REPRESENTED IN THAT GROUP. ANOTHER MINISTRY WHICH REQUIRES RE-APPOINTMENTS IS MINISTRY OF AGRICULTURE WHICH HAS A LOT OF SENIOR POSITIONS OCCUPIED BY PEOPLE FROM EASTERN PROVINCE, AT DISTRICT AND PROVINCIAL LEVELS. KAUNDA USED TO BE VERY FAIR IN APPOINTING BECAUSE HE BELIEVED IN ONE ZAMBIA ONE NATION AND ALL PROVINCES AND WERE WELL REPRESENTED IN THE GOVERNMENT AND CIVIL SERVICE.
Is it by no coincidence that there is no single Tonga or Lozi commissioner appointed and that all the 13 brigadier generals and 15 colonels fired are all Tonga and Lozi? This is fire Sata is playing with, such tribally bigoted moves only serve to injure the fabric of One Zambia One Nation which has bound us together as one nation since independence. You cannot terminate contracts for so many senior men in uniform at a time when you are busy trying to spark a war with Malawi. How could he also appoint a commissioner for Muchinga even before parliamant approves the creation of this new province? The illegality that characterizes this lunatic’s pronouncements is frightening.
# 31 you should base your arguments on facts, the names of the retired soldiers have not been released as such your conclusions are not welcome because they are not backed by facts unless otherwise. Secondly who says our president wants to start a war with malawi again you decide to trade in gossip.Let try to responsible in the way we blog
You are surely dull boyi – I mean a war with Malawi? What has gotten into your head?
Well said O.Z.E. However, lets not worry about the tribalism and nepotism of this Satan. He said “donch kubeba” so indeed the people of zambia must pay for their stupidity and ignorance for voting for him. Come 2016, Milupi will rule this nation because by the end of this 5 yr term, people will have no doubt about the grave mistake they have made.
#30kashimani.what of if these tribes are not there, should we just go and pick anyone in the name of balancing tribes? Get infor and check which tribes are there?
The PF administration mean well when they say they want to cut government spending by reducing number of ministries, what is worrying is again the creation of ministries like chiefs, again the president is saying the chiefs are still getting the allowances at the old rate he left as governor. What this means is he wants the allowances revisited. This is more like saving with your right hand and again eating with your left…
#31 is sibote bemba? Is mutemba bemba?is mutentwa bemba? Stop being petty. Check jow many bemba commissioners arr there
I am wondering why out of the 10 Police Commissioners non is from North Western Province one would have thiough Lemmy Kajoba was going to be one of those being promoted. On the retirement of Generals and Colonels I was of the view that these were being retained due to their expertise. I remember during the 1980s through to early 2000’s alot of men and women died due to Aids/HIV related complications and this had deprived the services of teh much needed manpower.I think Sats is contradicting himself on the age, he brings some dead would in his govt and proposes to increase the retirement age to 65. Has the creation Muchinga as 10th Province been endorsed by parliament and where is Standwell Phiri going to operate from as PCO since the Provincial Capital has not been deicded. More action
The army and cops are never in good books. In the books of the army, cops are undertrained and sissys. Sata as a cop knows this, and is just trying to get at soldiers under the pretext of unlawful appointments. We all know that Zambian cops are far from professional. They are the most crafty and corrupt. As often as not, they offer no service but pretend to work. Spare the brigadiers and colonels – they are assets even in peace time when they need to retrain fellow officers and other ranks instead of directing them to construct roads. Better heads roll in the police -from the training school to traffic officers and from the road blocks to senior officers – because this is the citadel of corruption in the country.
WHATS SO SPECIAL ABOUT THE ARMY? ARE THEY NOT ALSO GOVERNMENT WORKERS? LETS DO THE RIGHT THING WERE THERE IS A WRONG YOU *****S
You guys still think tribal!!!!
Some of you people example @30 & @31 seem to suffer from obsessive compulsive tribalist disorder…you see yourselves as tribal victims at every instance. The Constitutional lawyer has put a valid point @ 32 and facts @34 for you to consider instead of blubbing on about tribe 24/7 it has become boring. Constitutional lawyer thank you for your learned postings and have a good day
sata is Amy chief Commander so is not annoying any army Personel. He is protected by the Constitution of Zambia
KK.,loved teachers, Chiluba loved callboys, Levy loved lawyers, RB admired corruption and now Sata with policemen , what will happen to others ?
I have a question. Is the State House Commissioner of Police responsible for State House Cleanliness or Security related matters?
Let us give Sata a bit of time and not rush to criticise every decision he makes. I’m sure he means well. Those commissioners are not from just one or two tribes. Infact I think all the major tribes are in there. I don’t want to focus on tribe because it is the easiest criticism to make. But I just feel that he has left out some of the current police chiefs who have been doing very well. I mean Brenda Muntemba has just been a spokesperson, but there are others like the lady who went to the copperbelt to replace Malama – I think she was the police chief for eastern province…I mean how does Sata justify appointing Brenda against that lady?!! So there is a little bit of favouritism, it might not be tribalism, but I think those who refuse to have sex with bosses don’t see promotion…
wat r u implying? that brenda has been having sex with bosses hence her promotion?
WE HAVE TRIBES IN ZAMBIA SO THOSE WHO ARE SAYING THAT TRIBES SHOULD BE IGNORED WHEN APPOINTING PEOPLE TO SENIOR POSITIONS ARE PROMOTING A SITUATION WHERE BY YOU WILL FIND ONE OR TWO TRIBES RUNNING THE AFFAIRS OF THE COUNTRY. WHAT WILL THAT LEAD US TO? CIVIL WAR IS THE ANSWER. EDUCATIONALLY ALL TRIBES HAVE EDUCATED PEOPLE SO YOU CAN NOT CLAIM THAT ONLY TWO TRIBES HAVE EDUCATED PEOPLE. WHEN POLITICIANS ARE APPOINTING PEOPLE USUALLY THEY DO NOT DO IT ON MERIT, THAT IS A FACT. THEY ALWAYS LOOK AT WHAT THEY WILL BENEFIT. FOR PF AT THE MOMENT THEY ARE WORKING AT DISMANTLING MMD IN EASTERN PROVINCE AND SATA WILL APPOINT AS MANY PEOPLE FROM THERE AS HE CAN AFFORD. SOLOMON JERE WAS NOT SUPPOSED TO BE APPOINTED AS COMMISSIONER BECAUSE HE WAS IN WESTERN PROVINCE WHEN THOSE SHOOTINGS TOOK PLACE
I have raised this issue before, HE President Sata is a free spirited person and he expresses himself as he so wishes, that is his nature or his true character. Since he is now the president, all we should look for in his speaches are progressive things and things to be corrected. I am not sure if he is in order to appoint the 10th Commissioner of police before the province is ratified by parli? Can anyone shade more light on this matter. If this time around he is wrong then he should fire his advisors, he is on record that he does not what the yes sir type of people… I like that and he should be give a Plus rating.
Please my fellow Africans, tribalism has torn Africa asunder! Please Zambians, do not make the same mistakes..they’re irreparable!
this sata is a tribalist..he will not last long..
Sata, Army issues should not be for the press.
this is cheap talk not befitting the head of state!! Why didnt he just put it in written to address kanganja? Cheap and rhetoric!
Mmmmmm! This may be a ploy to fire Kanganja,( a North-Westerner) and have him replaced by a Bemba to recruit a fleet of hungry Kaponyas into the Army & Police. A lot of fan indeed. Let’s enjoy more popcons please!
Way to go Mr President. These people are just way relaxed and dont care as long as they are getting their pay and allowances. How can police building’s surrounding be so dry and dirty when a whole lot of them (especially trainees) just lazy around. You can get prisoners to do that job too
KK=Teachers,FTJ=Kaponyas,Levy=Lawyers,RB=Businessmen,Sata=Policemen, might as well tell somebody to become a recruit.
These generals were put there to rig elections. Since they were on contract, they new that they had a lot to lose if a new govt comes in e.g loss of job. Therefore to protect there jobs they had to ensure the govt does not change
the problem we hav in this country is that some tongas alwaz feel that bembas are trabalist which is not true.
mr presido, can you please tell the new commissioners to be strict with the police officers, they are just too corrupt, especially in road blocks.and thank you for terminating the contracts of those army officers, they are too heavy to run let them go to there farms and feed the nation from what they have sucked the goverment.
#48 ulicipuba, tawakatale ukacite improve amano yashala mwifwesa kwindi, you want him to be pleading on what ever the person is,nokulolesha were that person comes from.cikubabe he is doing the right thing pushi.
With all this firing, wouldn’t it be correct to assume that more jobs have been lost than created in the last 30 days of the new administartion? Multiply that number (the fired) by 6 (average household) you could easily be talking about close to a thousand souls now staring at poverty in the face! Disgruntled ex-service men have been a thorn in the flesh in some parts of the world. The administartion needs to trade cautiously on some of this firing.
State House Police Commissioner, is that your job to clean up? Zambia, what wastage and misplacement of human resource! More tantrums???
state house police commissioner is the boss at state house baba!!
Donchi Kubeba…it is utter humiliation time!
Yes Zambians asimilate what you have heard from the president if there is any difference with a capitao, head master or camp commander. The president has many ways to put in motion what he has said. The manner and style he’s no clue. Interestinly, when castigating Dr. Kanganja he admits that no one should just say yes or no to what ever he says. Mr Sata is an interesting president that puts one in an awkward position to describe him as a serious person or a clown even in between does not fit him.
Looking at the number of complaints coming along, feelings of most people so far that Sata is tribalist and that his appointments have been tribalistic, is what is going to make PF lose elections in 2016. RB made history of being the shortest-serving president in the history of Zambia. Sata is breaking the record of receiving the highest number of accusations of tribalism in less than a month of being in office. Sure way to go at the next elections. Sata must know that he can’t run away from balancing and being fair in appointments in govt. That is what brought RB down. If you make appointments on merit, it is okay, but Bembas are not the only educated tribe. Otherwise PF will be a one-term party and so far that is what is coming up, or else there will be tribal war in 2016…
Right On…Mr. President, there is just too much laxity and laziness pa Zed in the public sector, and a public dressing down like this is the only prescription for these people…just count the public holidays they have had this year and that’s excluding the festive season coming. Mr Sata is a hands on type of leader and this is required to keep people on there toes hence increasing productivity unlike in the past.
*their toes
Why do some people only see tribe, tribe, tribe, tribe in everything. These people are tribalists themselves. Before they try to remove the stick from other people’s eyes, they should remove that big log in their own eyes first. Self deception is the worst sate to find yourself in.
To the pure all things are pure.
Please, for every sense person would you like to keep the Generals on contract , when the young ones are waiting to excel, thumbs up Mr President, well done. we love you and will keep giving you the support.
Mr President, I hear that Dr Kanganja, does not check when these people retired, some of his workers are paid to change the retirement age in their file, so that, they can keep on working. This is the fact. Check with your people in the registry, how they operate. May be Dr. you are too tired to operate efficiently, retire and leave room to the people who can do the job properly.
#60 – That is the reality of life. Sometimes these things it depends which side of the coin you are. If you are not Tonga, HH is tribalistic. If you are not Bemba, Sata is tribalistic. If you are not Ngoni or Easterner, RB was tribalistic or if he wasn’t tribalistic then he must have been some other terrible thing like being corrupt. To the mother, a clearly ugly baby is the most beautiful thing on earth. But what is most important is to be realistic and not ignore the voices of those complaining. The same way non-Easterners complained about RB being corrupt, is the same way non-Bembas are now loudly complaining about Sata being tribal. RB lost the election, and so Sata must watch his bay. It’s the hard fact of life. There is something Sata can do about it to change perceptions.
In Ghana Kwame had created a special force the equivalent of the paramilitary in Zambia. That special wing was receiving special favours from the president evidenced by the envied way they dressed and the army detested that……….the best way to handle these men and women in uniform is to treat them equally…….And handle them nicely because they have feelings and because they feel they hold the real power.
All I want is money in the pocket. It is the second time now the president is delegating to his vice president to travel abroad. Why is he scared to go himself ? is it fear that he will be called names or because his English is more Taiwanese?
he must first deals with homeland issues first, coz thats where the rot is. international relations can be handled easily by his vice.
Because he has more pressing issues to attend to like nation building here at home than earning air miles on his ticket…. unlike you who is lazily waiting for your pockets to filled seated on your lazy bum!!
let the will of god work for zambia
Mr Sata has wrong footed you chaps once again who were accusing him of breaching laws, goes to show that our President is a open-minded leader.
Whose more of a Kaponya, Satan now??
They boots on the ground, rank and file appreciate and salute your stance, Good work and carry on as you were!!
Gokigo Milazhe, do not say its many people complaining about tribalism. Its you the same person posting on differnt names. Its not everyone who is seeing trbalist everywhere its only and you must be a Tonga, one of the few such tonga.
Kwaena even if it is power, How can you be asking the Entire commissioner of Police at State House to ensure that walls are cleaned. Or dry leaves are picked, I thought there was somebody responsible for state house cleanliness. Now I know it’s State House Police Commissioner. The President should leave some of the pronouncements to his Ministers other wise they will all be waiting for him to make announcements. What about Bank Governor, when do we hear the name, or There is no suitable Bemba hence Bwalya Ngandu will continue acting, no board also. What a pity.
Well-said. The President wants to treat big pipo like childen.
# 70 stop thinking with your eyes. Use your brains. dont you know that if presido travels he goes with a large entourage which means more money being wasted. So to save on the few resources rb left, he is justfied in delegating our beloved muzungu. Thumbs up to presido
I meant # 68 stop thinking with your eyes. Use your brains. dont you know that if presido travels he goes with a large entourage which means more money being wasted. So to save on the few resources rb left, he is justfied in delegating our beloved muzungu. Thumbs up to presido

@ 68
This president is too far ahead for you; your little miniature brain is too short sighted and stuck in post 21st September MMD plundering years.
#71 ONE ZAMBIA ONE NATION – I don’t argue with people who are in denial, it serves no purpose. I used to say the same things to hardcore supporters of RB, and they used to accuse me of being a PF kaponya. Now, it is the PF guys who are in denial. But you know what? – Time is the best judge. You have an opinion, I have mine – so let us keep it that way. I live a realistic life, I never binge, I’m never an extremist in anything, I never support another human being until I stupidly die for him and he continues living. Good luck to you… Others have listened to my point.
President Sata, kindly spare Dr. Joshua Kanganja for his experience in public service. Do not make a similar mistake by firing him as your predecessor RB did with Ephraim Mateyo (IG), who tirelessly endeavoured to professionalise the Zambia Police Service.
#31 Oblivious Zambian Embacile, i know there is a lot of tribalism in these appointments; hoever, just as a matter of correction, Antoniel Muntentwa, Commissioner for Western Province is 100 percent Tonga…a St Marks/Mapanza/Unza graduate.
Is the Commissioner of Police at State House responsible for cleaning the surrounding ? He should be in charge of security and they should have someone responsible for facilities to handle the cleaning…Ba President a lot of times you say things that don’t even make sense. Muleisebanya !
sata -nyoko ‘s time will come and he will dance like crazy. We watching silently. In 2months he has done more wrongs than other presidents did in a year. No one is above Zambia.
This Kanganja man, i dont seem to appreciate the value, if any, that he has added to the civil service. His is like a ceremonial position.
He has failed to refine the Civil Service.
I am not seeing any difference between him and LESLIE MBULA except maybe the level of education!!!
but mr presdo, why paying them upto december, when you’ve “fired” them? Will bonneti also be paid?
IT IS NOT THE DUTY OF A COMISSIONER AT STATE HOUSE TO DO MANUAL WORK,THERE ARE GENERAL WORKERS EMPLOYED TO CLEAN STATE HOUSE GROUNDS.VERY SOON POLICE OFFICERS AT STATE HOUSE WILL BE REPORTING IN OVERALLS ON DUTY WHILST GENERAL WORKERS WILL BE REPORTING IN SUITS. FILI UKO TUYA TWALAUMFWAKO
#31 Gokigo Milazhe 61. You are spot on with tribal observation. What peplexes some people is difficulties in facing realities of things. Without doubt Sata ranks to be the most tribal president Zambia has ever had. Why deny this had fact and bury your head pretending its not true. Zambians are intelligent enough not to be insulted that way. That is wrong created by himself and his part to be decampaigned wiyh in 2016. Zambians know ONE ZAMBIA ONE NATION means and say tribalism is wrong. Boot licker comments are based on principle knowing that MMD is a well structured party with a clear manifesto and pilicies in place some of which are now in PF govt. Its the wrong leadership that needs to be done away with. That is gonna be addressed with young leadership with new thinking for the party.
The presido means well. For the sake of efficiency and making things move he is in order to go for the top man. In the armed services the commander will always push his 2ic them it descends to the lower ranks. I think the civil service should embrace performance based reward system which is part of performance management system. Its been tried in singapore new zealand to mention a few.
Charles Milupi and ADD for 2016. Anti-Tribalism and Anti-Nepotism guaranteed!!!!!!!!
The Police are should improve because the ‘super police man’ is in charge!
HH my man come 2016
where is HH, have the media stopped covering him?
Mutentwa and Muntemba are TONGA’s, Sibote is LOZI, Jere, Tembo, Lungu and Chikwanda are from the EAST, Masambo-Katanga is LAMBA while only Chipalila and Kasosa are from the NORTH. Therefore, if there is need to complain only LUAPULA, N/WESTERN, CENTRAL and LUSAKA provinces should. So whats so special about Tongas and Lozi’s when these others are not complaining?
# 77 President Sata, kindly spare Dr. Joshua Kanganja for his experience in public service #81 This Kanganja man, i dont seem to appreciate the value, if any, that he has added to the civil service. His is like a ceremonial position PRESIDENT SATA: How do you, Secretary to the Cabinet, go and prepare a statutory instrument and give to somebody to sign? You are cheating the people in uniform.
My comment: Dr Kanyanga just like Likolo Ndalamei needs to go. He was proper CARDER ont a civil servant.
