Sale of 75 percent ZAMTEL shares shameful – Kavindele

Former republican Vice President Enoch Kavindele has described as shameful the sale of 75 percent shares in ZAMTEL to Lap Green at 257 million United States (US) Dollars.

Mr. Kavindele stated that at the time of ZAMTEL’s sale, the market value for the telecommunications service provider was estimated at over 3 billion US dollars saying selling the parastatal company at a giveaway price of 257 million US dollars was unreasonable.

Mr. Kavindele who served as Vice President in the Chiluba and Mwanawasa governments said this in Lusaka today when he made his submissions before the Sebastian Zulu led Commission of Inquiry on the sale of ZAMTEL and the 98 million US dollar NAPSA deal.

And a former ZAMTEL employee Victor Mulenga has called for the immediate repossession and nationalization of ZAMTEL.

Mr. Mulenga who is among the over 2000 workers who lost their jobs after the sale of ZAMTEL said the transaction was not made in the interest of the nation hence the need for its speedy reversal.

“The previous government promised to protect our jobs and improve service delivery but after the transaction the opposite happened, over 2000 workers lost their jobs and the service became pathetic,” he pointed out.

And a former ZAMTEL Technical Director Wood Simbeye submitted that the previous government was responsible for the losses ZAMTEL made in the two years prior to the company’s sale to Lap Green.

Mr. Simbeye who worked for ZAMTEL for 22 years told the commission that the previous government was the worst settler of debts which in most cases exceeded K100 billion stretching over long periods of time.

He noted that during the time he served in ZAMTEL, the parastatal never made losses but instead accrued significant profits saying the previous government’s pronouncements that the service provider had been making losses for many years were baseless and unjustifiable.

And ZESCO Project Director for Kafue Gorge lower Christopher Mubemba narrated how ZESCO was forcefully made to sign an indivisible right of use agreement with ZAMTEL to make the telecommunications provider more attractive to potential buyers.

Mr. Mubemba said under the agreement ZAMTEL was to use ZESCO’s optic fibre network because ZAMTEL’s system was non functional.

He complained that the agreement which was signed on 17th December 2009 under extreme coercion from the previous government had stifled the expansion of the ZESCO network.

He told the commission that ZESCO got a raw deal from the agreement and intends to terminate the agreement by following the due process.

Submissions in the matter continue until Monday next week when the commission concludes its sittings.

Former Minister of Communications and Transport Dora Siliya who headed the ministry at the time of ZAMTEL’s sale is expected to appear before the commission tomorrow afternoon.

      because he siezed being what he is referred to 4 years ago,so same applies to kavindele dont say (former republican president) just call him ENOCK KAVINDELE after all he has been RBs bootlicker after being a contract to do a rail line from copperbelt to North western.
      Tata mwakapa we are going to review this contract and if possible give to credible zambian conpany that can do this because your company is not credible how do you expect to do suck a stretch with 1 landcruiser on site

Well, the contract Dora used was declared a nullity bu the AG but she, behind his back, went on to insert a US$2.8 million commission clause to the agent company and sold ZAMTEL without due process of law. When the Commission of inquiry found her guilty, President Banda got a complaint judge Phillip Musonda to quash the guilty verdict, quickly re-appointed her to his cabinet and rewarded Judge Phillip Musonda was an appointment to the Supreme Court. Both Banda and Siliya must be found guilty, locked up in the same Chimbokaila so that she can flood him with her torrent genetalia canal waters Folotiya escaped from.

  22. from the business perspective, kavindele’s submission is valid especially that he had earlier condemned Dora for the deal. Perhaps, what dents him is his political misjudgement and support for RB at the 11th hour. Nevertheless, prior to the success of his contract, RB had grossly mistreated kavindele and blackmailed him for total support. Its his turn to revenge and hope to catch the eye and sympathy of Sata. Help the harmless big man.

  26. People need to be very careful with this issue and the Govt better be very careful here. This has the potential to explode. Soon, we will be asking for a revew of the whole Privatization process – and you will see how many casualties we are going to have. For example, Mpongwe, Lenco………. People are excited because it is RB and Dora, they think it will be justice. Watch this space.

  28. The problem with most bloggers here is that you feel that when people differ on a point then they become enemies. Kavindele is on record opposing the sale of ZAMTEL but that does not mean that he became enemy no.1 to the MMD govt, they just differed in opinion.   29. Zamtel sale was dogged with irregularities and all those who took part in this mess need to face the full extent of the law. This includes Dora and her friends. However, this frog Kavindele is beginning to get on my nerves! One minute he was licking RBs backside yet today he wants to appear so objective? Cobra should be weary of such prostitutes and keep a distance from them.

  30. Whatever (and I never liked the sale to Libya), but re-nationalization is not the answer. Zamtel services have gotten better and we don’t need govt using parastatals to create jobs if those jobs are not needed or do not add to the competitiveness of the company. We all pay for this kind of inefficiency resulting in less money in the pockets of everyone except for the handfull of chosen workers. With ZESCO for example I’m constantly dismayed at how they send 10 guys on the truck to do a job that could be handled by three. No wonder electricity is so high when state institutions are that inefficient.

  31. Zamtel’s problem was lack of competitiveness coupled with parastatal mentality. People could sit around knitting during office hours. What was needed to be done was to hire a management team to reorginse it and run it and you pay them a management fee. Selling it to me was a bad option. And those directors like Simbeye needed the boot, they never had what it takes to compete in the modern telecom world. Just like most of the employees still had to be laid off if the company was to compete with the likes of Airtel. This is capitalism not socialism! you don’t employ for the sake of giving someone a job, they must bring value to the company.

  37. Where did Kavindele get the figure of $3 billion? How can you determine the capitalization of a company that’s not listed on any stock exchange? For the record, Zamtel was literally on it’s last legs in Zed and the service has only improved after LAP Green pumped in money. The anomalies in the sale of Zamtel are 1) Single-sourcing RP Capital (brought by Henry Banda) to be the transaction advisors 2) Coercing Zesco to avail their fibre-optic cable as part of the deal 3) Dora ignoring advice from the AG Chambers and usurping the power of the Finance Minister 4) Dora determining how much commission would be paid to RP Capital – where HB got his commission.

Obviously, as a member of the commission of inquiry, you want to disregard any story which suggests that ZAMTEL was not attractive to investors. After all you have already been told that the sale was scandalous.

How many of these monkeys have 095 series mobile phones?  I bet they are on Airtel and MTN.  I stopped using Zamtel services 5 years ago both from spamful internet accounts and unreliable mobile services.  I cannot get a land line where I stay although their lines stop 400m away.  Please let this parastatal die a natural death.  After losing the sole international dialing interconnector, Zamtel must be worth much less than $275m now.  GO FIGURE, monkeys in the maize field.
