PF government following the development plans of the MMD government-Chikwanda

The Patriotic Front Government says its development agenda is anchored on the sixth National Development Plan. Finance Minister Alexander Chikwanda has said that the PF government has not discarded the development plans of the MMD government.

He said the private sector should note that PF developments and economic plans are also laid out in the mid-term plans and the annual budget. Mr Chikwanda said this on a ZNBC special recorded TV programme which is expected to air at 21 hours on Thursday.

On monetary policy, Mr Chikwanda said that the Bank of Zambia has introduced the Policy Rate to address the disparity between leading rates and the inflation rate. He said it is not acceptable that there should be 400 percent disparity on lending rates which stand at 25 percent while inflation is at six percent.

Mr Chikwanda also said the two million Kwacha income tax threshold which takes effect this month will create spending power and stir the economy to grow.

And he Patriotic Front-PF party has reaffirmed its commitment to deliver on its election campaign promises. Vice President Gut Scott who is also party Vice President says the PF party will not be preoccupied with the election victory but concentrate on uplifting the lives of Zambians.

Dr. Scott was speaking when he addressed PF officials in Kabwe in Central Province on Wednesday.

Dr Guy Scott also said that the opposition Movement for Multiparty Democracy (MMD) will never come back to power just like the United Independence Party (UNIP) which he said has been in the opposition for more than 20 years since it lost to MMD in 1991.

The Vice president encouraged members of the PF in central province to work hard and make the party stronger by recruiting more members. ZANIS reports that Dr. Scott said the party wants the Mkushi North Seat which has been nullified to completely displace the MMD from Central Province where they used to enjoy more support.

He noted that the PF lost the 2008 election by 2 per cent because people in Central Province voted for MMD which he said should not be the case during the by-elections. Dr. Scott was speaking in Kabwe yesterday when he met PF members after a tour of Mukobeko Maximum Prison.

And Central Province Patriotic Front Chairman Benson Chali says the party is well positioned to win all the by-elections that have been created as a result of nullification of results following the petitions.

Mr. Chali told the Vice President that the opposition MMD Councilors have approached the party with intentions of wanting to defect to the ruling party but was waiting for the petition results to be heard.

He said more members have since joined and promised to scope the Mkushi North seat which was recently nullified in the high court. The Lusaka High court recently nullified the Chama North and Mkushi North seats which were petitioned by the PF.

  2. Finally admitting they have no plan but are resorting to the plans they insulted and claimed were not working. That is degrading yourselves. NO manifesto or economic plan of your own, this is a kantemba government. No wonder there’s no direction with contradictions day and night. In fact MMD should sue for plagerism. Where are we heading to in Zambia????????? 

  3. There is nothing wrong in continuing with what works. MMD cannot be faulted for its economic policies. MMD policies have brought a lot of development in Zambia. The problem with MMD was the corruption and thieving. Rupiah grew bid-headed too quickly and allowed his children to behave like mini presidents. So, if PF continues the good that MMD left and discontinues the bad, I cannot see anything wrond with that!

  4. Guy Scott, dummy veep, don’t get ahead of yourself by writing off MMD so easily. If Ukwa drops dead; PF has no clear successor and northern mafia will opt for a bemba (ABC, GBM or Miles) instead of Kabimba or Lubinda. The ensuing confusion will give MMD a good chance of bouncing back especially if they cooperate with UPND. Your days are numbered! Mmembe, Nchito, Mahtani, take heed.

  7. bravo pf,thats the mistake which mmd made in its early years ,chiluba and group did not continue with the development plan which UNIP had left,to them everything was useless,but after 7 or so years mmd start implementing the projects UNIP had started but by then the country was in total mess,such programs like naboard to cooperatives,exploration of minerals in N/WESTERN PROVINCE and more.MCS and pf learnt the mistakes which mmd had done.#1,there is a difference b/n national development plan and implementing those projects ,mmd pretended to care for pipo when its election time and their after gone till 5 years.but pf seems to have learnt a leaf from that political gimic.the veep should adress zambians and not pf cadres when delivering his speeches ,its not campaign time .

  8. It is a sensible thing to do and as I have said in the past I have great respect and awe for this man. he fully understands what is going on . MMD policies were solid and they had started delivering tangible results and only myopic economic consultants (Bob Sichinga), whose qualification is only a certificate of attendance to some ZCCM sponsored course,  would discard what MMD has put in place.

    I hope Hon Minister you reprimand Bob Sichinga on his irresponsible comments on question of  debasing. Looks like he has changed the definition of Kwacha debasing to mean Kwacha appreciation or re-evaluation.

    Can we have a solid position from BOZ or your office on this. I doubt even the dollar can be brought back to its 1964 levels.

  14. For those of us that want pf to suceed, this is the way to go. It is infact long overdue. Most of us were conforted with most of the plans mmd had in place and would be glad if pf could consult whenever there is need. They wont lose a thing, they are in govt

  17. Not surprising. PF is an offshoot of MMD. Just look at ex MMD ministers in PF: Sata, Gut Scott etc etc. MMD and PF are same ideologically. Only UNIP is different from all other parties. This is why UNIP would not come back to power. Humanism and Socialism is no longer fashionable.

    Now, because PF and MMD are same ideologically, MMD will bounce back in future. What killed off MMD was corruption, mainly unchecked by RB. Once MMD comes under new management, people will once again give them benefit of doubt.

    As for PF, their only asset is Sata. Without him, PF would not be in power. Sata can only rule for 2 terms by law, ie if he gets thru 2016 and remains healthy.

    In teh absence of Sata, PF will have to use State machinery for them to win an election. Or perform exceptionally well.

IN SHORT IT IS WISE TO BUILD ANOTHE STADIUM (WHEN YOU WISH TO DO SO) INSTEAD OF DEMOLISHING Dag Hammarskjöld STADIUM WICH WAS A GIFT FROM SWEDEN.

  21. GRZ must speak with one voice on econmic policy and they need to communicate even more on economic policy for the gains made by MMD to become sustainable. Mr Chikwanda must speak some more, a lot more on policy! What I would love to see is encouragement of community based entrepreneurship through coops as unip imagined. they could unleash wealth for zambians thru partnerships with good managers and corporate companies. People agitating for session are fighting the wrong fight. Like Bill Clinton said – “It’s the economy, stupid!”

I’m happy I didn’t vote for PF, it just confirms how wise I’m. Now I know I’m wiser than MILLIONS of people who voted for PF – that is a nice feeling to have! So, yes, PF keep implementing the wise plans which MMD left, BUT you are having problems understanding them because of your natural dullness…you even think rebasing of Kwacha will strengthen the currency. Why did you guys vote out the MMD? What for? Do you see how stupid you are? I told you.

  23. It was clear very soon after elections that PF were a cut-and-paste party: UNIP party manifesto and MMD economic policies. For business and people in employment, it is business as usual. The Chinese and international investors can sigh with relief. Phew!!

    For kaponyas, it was a wasted vote. There will be no employment and no more money in your pockets for the next 5 years.

  25. MMD had the right policies they just lacked the will to follow through..instead the MMD concentrated on making themselves rich! anchoring on a fundamentally sound 6th National Dev Plan PF is doing the right thing only PF claiming to add bit more social oriented!
    Ignorant bloggers make sad reading FYI DECENTRALIZATION policy (PF preaching/Kabimba) was envisioned as far back as 2001. A department in Ministry of Local Government was even set up. Donors even funded lot of training’s/workshops of decentralization but MMD didn’t want to lose grip of power and control of national coffers through decentralization hence it has been swept under the carpet for close to a decade now! Furthermore, success of 6th National Dev Plan and those before depended on successful decentralization!

    a) How is this something to brag about?

    b) The MMD had a development agenda?

    Or does the minister mean that the PF too is bending over backwards to facilitate foreign mining houses, including by not collecting the taxes that are due?

    At least that’s a good start, that will help local entrepreneurs access financing.

    Actually, no. The MMD in the last decade was fortunate enough to see international copper prices rise from $2000 per tonne to over $8,000 per tonne.

    That is what has spurred GDP growth. The problem is that without restrictions on foreign ownership, or restrictions on repatriation of cash from Zambia, that GDP is no longer a good indicator of economic growth as far as Zambia is concerned.

Since coming to power,I have been watching to see what economic plans the PF government had in stock for mother Zambia.I have come to a conclusion that the best decision President Sata did was to appoint ABC to run our beloved country. I have so much respect for this man not scam bugs like winta kabimba and the other failure Bob Sichinga.I hope President does not work up on the wrong side of his bed and fire this man.That will be the end of Zambia

  29. This is really an ignorant government. They came into government with zero ideas and zero plan. Its unheard of for a new government to adopt major plans and developmnent frameworks/ themes of a defeated governement. PF has failed to come up with their own developoment themes.

  30. Finally, CAPITULATION that PF is hollow in its economic plans is sinking to most Zambians. Hats off to Honourable Chikwanda for being maginanimous to the truth of solid and achievable MMD economic plans. We will aplaude PF govt to follow thase MMD plans for the development of the country and benefits to Zambians. As said by other bloggers, its better to be open and adimit failure than brag wallowing in the mire with deception of delusional minds of Bob Sichinga and Given Lubinda. Thank you Mr Chikwanda and let other PF members accept this truth.

  31. If PF has no capacity to design a national development plan, how are they gonna excute something they did not take part in developing? If the MMD itself failed to excute the 5th National Development Plan (which was acknowledged by RB when launching the 6th National Development Plan) which they themselves designed, what more with PF, a group that is full of ignorant and incompetent people.

  34. I said it during campaigns. MMD and PF are cut from the same cloth. No real change was expected. MMD was operating on the right and PF swang to the exact opposite extreme. We need a party that will run on the centre line to pursue the Zambian dream and Vision to a better Zambia. NAREP, Elias Chipimo Jr, NAREP MPs and Councillors in 2016

  35. Any good govt can not shift everything. We have mantained same state house, same judiciary and thankyou for MCS has kept the chief justice who thought he was an enemy. Ideas are always the same but the problem with MMD was corruption every where. some of us got fade up. Your excellence keep it up and us in diaspora will come back because working outside is just a previledge.

    1. PF is MMD
    2. PF was in parliament when MMD made these plans and supported them
    3. MMD plans were SOLID?

The Zambian people are now matured and experienced voters and can see through crooks. Show us you can run a country first before making propaganda remarks which are geared at confusing the electorate.
