Sebastian Zulu absent at State House event, Sata refuses to receive NAPSA inquiry report

President Michael Sata this morning refused to receive the report of the Commission of Inquiry constituted to investigate the purchase of a farm in Lusaka and the financing of the Zambia National Building Society Central Arcades project by the National Pensions Scheme Authority (NAPSA).

This was after the commission chairperson Sebastian Zulu who is also Justice Minister failed to show up and instead delegated his vice Ngosa Simbyakula to present the report.

President Sata during the less than five minute event noted that he had appointed Mr.Zulu as the chairperson of the commission of inquiry and therefore would not receive the report from any other person.

President Sata who quickly stopped the permanent secretary for administration at Cabinet office Anne Sinyangwe from introducing the commission members said he was disappointed that the commission chairperson failed to show up.

He said a lot of dust had been swept under the carpet on the NAPSA investigations by the commission.

Meanwhile, Permanent Secretary for administration at Cabinet office Anne Sinyangwe this morning shocked journalists when she informed them that her office will begin to regulate the attendance of the media at State house functions.

In an apparent vent of anger at the innocent journalists after President Sata lashed out at her office for failing to bring the chairperson of the NAPSA commission of inquiry to present the report, Mrs. Sinyangwe claimed that the room that was being used to host functions has become too small to accommodate all the journalists that attend statehouse assignments.

However, the room has from time immemorial been used for state house functions and has always accommodated journalists who are accredited by the Zambia News and Information Services (ZANIS).

Mrs. Sinyangwe is of the view that ZANIS will be used to cover state house who will in turn distribute stories to all the media houses.

The Journalists especially from the private media complained at this turn of events noting that most of these government officials were not there when the media covered President Sata during the time he was in opposition for them to stop them from covering state house functions.

This is not a regime normal patriots compromise their conscious to serve in. I beat you, Sebastian Zulu must start preparing for termination from this regime because a letter of his firing has already prepared. Professionals do not have a day in this regime but cheerleaders. This is why smart Zambian professionals keep alienating this unsymmetrical regime because its too unpredictable and lacking a systemic approach.

On the journalists, are they trying to censor the news that we hear. This is seriously worrying and MISA or whoever should immediately take Anne Sinyangwe to task over this issue.

Dictators want to hear what they want. In dictatorship societies there are plenty of people that know it’s a dictatorship raving on their conscious, but few are ready to build a change critical mass. Dependents cannot be counted on to openly crusade politics of sanity and institutionalization, while others will make sure it’s only in a room with curtains drawn and door locked.

Stalin is a classic example of how going so far to the left, you end up on the right but dangerously as we are are seeing under this leadership curse Zambia has found herself under.

    • If Zulu is attending a funeral in Malawi, how then did Sata expect him to be there to hand him the Report? These people (Ministers) can no longer travel without permission from their superiors as far as I know. They are on diplomatic passports and those things are not for personal errands baba (depending on how they are gotten, obviously). However, if what you say is true, things are falling apart in this country.

  12. Dictators rule with fear and intimidation. A big key though is giving the people something they want. Unless you unscript dictatorship, some people are willing to overlook illegitimate means to an end if the alternative has not been distinguished.

Why does the president fail to get results he wants from the people he has appointed?  This is pure incompetence.  How come even his own ministers, let alone independent professionals like Dr Rodger Chongwe, cannot deliver to his pre-determined results?  This shows lack of management ability.  Mr Zulu was trying to avoid another verbal lashing but his boss will not have it any other way.  Abambo aZulu, it is best to walk away from this poisoned chalice of a job with your professional pride still intact.  Otherwise you will be completely worn out and grovelling by the end of your career, with no respect from anybody in the country.  If you are such a bumbler, how come you are still Justice Minister?

  17. Sata is running a totalitarian regime where he has absolute power; it is evident from his language that the current Zambian government is run in a centralized and dictatorial way. It is clear from Sata’s language that he requires Zambian citizens (especially those who depend on him for hand-outs) to be in complete subservience to the state. In addition to guile, Sata now has unlimited money to blackmail and threaten his own ministers. Those of us paying our own bills and meeting need from hard earned money are somewhat lucky that we are not under the jurisdiction of Sata’s horrible regime.

  18. Can someone enlighten me? Was this going to be a press conference or a ceremony to receive the S.Zulu COI report? The ‘event took less than 5 mins’! Was there an agenda at all or the presido got so upset with the absence of ba Zulu that he cancelled the state house event? Those with more info. please tell us.

  19. Good! If the report is not satisfactory, it must be rejected. In industry if you submit a report which is not factual, you get dismissed. MCS is not being dictatorial. He is just doing his job. And who tells you that when the president appoints a commission of inquiry, he doesn’t know something about the matter? He is head of state with a complete army of ba tifitifi who know the deepest details about issues. The appointment of commissions of inquiry is done to make official, what is already known to the president. So MCS already knows when a commission of inquiry has swept issues under the carpet. Obama knew where Bin Laden was hiding-informed by the CIA.

  21. MCS is the chief executive of Zambia my friends. You do not submit a report demanded of you to the CEO through a third party. It does not happen in industry, it must not happen when the CEO is the president of the country, period.

  22. What can one say really? These are the hardest times in Zambia. I foresee people ditching their posts because of this unbecoming attitude from the president. Problem is that our president has no diplomacy at all!

  23. Sata has clearly lost the plot…Sata is using or misusing criticism as a motivational tool which always proves futile because it just puts a person on the defensive, wounds his/her precious pride, hurts his/her sense of importance, and just arouses RESENTMENT.
    Sata has the audacity to publicly criticise his ministers yet he is forgetting that he is the one who hand picked the selfsame people to head these COIs…even wise football managers rarely humiliate the players on TV as it is counter productive. Sata also has pending questions to answer regarding his whereabouts last month and BA64 but he would rather use his 5 minutes to humiliate a highly learned subordinate in public. 
    I wouldn’t in million years want to trade places with Zulu or any of the PF ministers NO WAY.

  25. Zambia is officially under autocratic rule. Please don’t be fooled, many dictators hold the formal title of “President”, but wield extraordinary powers. Here are some the indicators of a thriving dictatorship:
    1. Concentration of power in the hands of a few 
    2. Intolerance of opposition
    3. Press censorship
    4. Outlawing opposition parties (MMD party deregistered)
    5. Firm control over the legal system(Questionable DPP appointed)
    6. Prosecution & persecution of political opponents e.g. MMD
    7. Few avenues for ordinary people to change the system

    • Actually that’s imaginative. Zambians born after KK have no idea what autocracy is. You still have a forum to issue critique, MMD are still covered even in Daily Mail & Times of Zambia. I do not remember PF getting any word out back then. Be objective. Stop being like Winter Kabimba!!!

  29. How can you condemn a report that has just been handed to you and presumably you have not yet read or is the ceremony just a public show? Sata’s leadership style reminds me of a certain chief executive of a parastatal. He would publicly ridicule his financial director in front of his juniors telling him that he brought him from National Hotels were he was just getting K80,000 per month. That is their style of leadership. Take it or leave it. I notice that Senior Citizen is back with a bang.

    Funnily enough, everyone is commenting on the president’s stern reaction but not on the findings of the Commission.

    It is a well known fact that governments in Africa have repeatedly connived with commission members and political benefactors to manipulate facts and thwart the true findings of Commissions. May I just remind us about the mystique still surrounded by cases like The Dag Hammarskjöld Plane Crash, The Killing of Patrice Lumumba, Steve Biko, Samora Machel, Habyarimanna and many others or just Google “The Oputa Commission” in Nigeria.
    It is therefore against this background that I believe that only the boldness, honesty and objectivity of a leader can guarantee the hope that one day, the whole truth will be seen in the light.

Whether the Report is presented to him by Homer Simpson or Father Christmas or a DHL delivery man, the fact of the matter is that the Report is complete…anything else is trivial and tantamount to time-wasting and waste of precious public resources. Any mitigating circumstances regarding Zulu’s absence should be dealt with behind closed doors, should it be always a ceremonial event in handing over these reports. Moreover the President misuses these events to make utterly irrelevant political statements.

When I hear when ba Sata react like this, is that he is getting frustrated.  He is a Zambian who wants to change things for the better but I think his team seem to be far behind in their aligning with his vision. I hope he will create think tanks that can advise him and help his team (cabinet and others) to understand his vision. Otherwise he will lose some very useful people. He may also die from a heart attack becos of pressure. He is thinking too much – he thinks things can change but the change is so slow and he is wondering why…!   42. Who were the members of this CoI? It could be true that certain dirt was swept under the carpet to protect certain people or friends. The President could not have guessed that some dirt was swept under the carpet. May be someone or some members of the commission whispered to him about the whole thing.

Beyond the embarrassment Ukwa has caused to himself and Zambia by throwing yet one more public tantrum, it seems far more important to consider what Mrs. Sinyangwe has said that only ZANIS will be used to cover State House and that all stories will be distributed through this one channel only.

    Didn’t this Government come to power (at least in part) on its promise to end the bias in media coverage? So…. I guess what they really meant to say was that the only bias they were interested in ending was the bias against PF and their policy had absolutely nothing to do with open and free reporting. So he ought to have a point when he says dirt has been swept under the carpet.   54. I can somewhat understand why Sata would reject the report being submitted by someone other than the Comissions’ chair. Zambians should not quickly jump to conclusion on this matter. Some of you lack foresight even as you hastly post your comments. The President must have (am pretty sure he did) seen the report before it was “officially” presented or he wouldn’t have called it “useless” just the day before. No question, these commissions of inquiries are a huge financial burden on the tax payer. However, if a commission’s report is to be accepted and/or respected, it should contain ALL the relevant, FACTS…good or bad.

When will Zambia get over this reporting style of “that one said…” and then misquoting, garbling or focusing on just a few words of “what they said” until it is beyond comprehension. Other countries they analyse “what they said” in full, or even report “what they did”

I have just discovered that what the WatchDog reported regarding implanted PF cadres supplied with Laptops by Kabimba is true.Hence their change in posting policy!Whereas as MMD implants were educative and somehow disguised,these PF with flags from Zed are indeed dull and noticeable.Apparently reflective of Kambimba’s caribre cos if he was smart he would have recruited the best given his position.But its a blessing in disguise cos the end is so son.TBJ where are you @?

  83. He will be thanked in 15 years time when things start changing. The only mistake PF is making is not to confront these lazy ministers and civil servants; no performance measurement, they do not even know the expected level of output in a report; recommendations, and the like. So when you ask for a high level of performance, you are a dictator.

Even if the COI were meant to find fault in people he should keep his cool and not make it so obvious that the only result he expects is prosecuting people under the MMD adminstration. Failure and calamity always has tell tell signs. We need to utilise God’s freely given wisdom to see the signs.

  93. What is the first thing does dictatorial tendances starts to show signs of being alive? Control the media. State house wants to control what we hear and see. Is this the confirmation that we are slowly but surely moving towards dictatorship? I hope this lady was speaking from her own desk and not under the influence of the powers that be. PF leave the traditions of us the public being informed in real time intact, unless someone wants to be a dictator. The next Statehouse function must still have all the accreditated journalist and not that nonsense you are talking about.   94. Have you noticed that some of these guys making comments that are “pro” presido are actually the same person? For one the flag on their profile has the same Zambian flag. Second, they keep ending their sentences with the same punctuation. If you compare their punctuation and the language they use with that of everyone else’s comments you’ll notice the similarities. And they all post within the same time frame between 3:20pm – 3:25pm CST (5 minute window) , then 5:19pm – 5:42pm CST (23 minute window). They all use this punctuation”…….!!!” Compare comments by these people: Ding Dong, Bishop Botha, Dyonko, Jacko, D.Chaps, JNindi, Col. Kekelwa, John Mundui Keke. All the same dude trying to sway public opinion. Lol. You have to be smarter than that.

  96. #123, If what you are saying was true then we have a fully blown embacile in State House. I mean, when any cabinet minister travels out of the country, the president has to grant permission first and your statement would indicate that Saya granted permission to Zulu and then forgot the man was out of the country. Anyway, whatever the reason, it’s a prelude to something more serious inside either 1. Sata’s head or 2. crisis in the governance of Zambia or 3. both the above. For me, I would bet on 3.

  97. That display of anger in public by the president should worry any good citizen. The man should control his temper, lest he will just keel over and die from high blood pressure. Its Theodore Rosevelt who said “talk small, but carry a big stick behind you”. Sata could very well change his leadership style, by taking a leaf from that advise and learn to strike at the opportune time. He must know how to play the power game, without appearing overtly abbrassive and combatant.

  98. Jimmy, My ave weekly hrs was TOTAL! I only coteund actually work time so if it was a CF class and the WOD was 20 min -that is what I coteund. If my run was 4 800 s I coteund time total of all intervals. I’ve been doing tris since ’06 but took ’09 & ’10 off d/t a foot injury. I am CFE Cert. I created all my run, bike, & swim workouts myself. You’ll be great! Have confidence- CFE works!!!!
