Government asks ZICTA to come up with legislation to deal Internet misuse

Government has asked the Zambia Information and Communication Authority -ZICTA- to come up with legislation to protect people who fall victim of INTERNET misuse.

Ministry of Information and Broadcasting Services Permanent Secretary Amos Malupenga says internet in Zambia has continued to be used for wrong reasons.

Officially opening a four day stakeholders meeting on the Information for All Program -IFAP- in Lusaka on Tuesday, Mr. Malupenga said increasing access to information should come with care and caution.

Mr. Malupenga who is also incoming chair of IFAP has stated that the program has come at a time when government has placed information for all high on its development agenda.

He has also pledged his ministry’s commitment to ensuring its success.

ZICTA Director General Margret Mudenda pledged her organization’s commitment in creating a safe environment for internet users.

    • @1 what’s 419?Amos thinks he is still in the POST NEWS of ONE MAN public policy and begs comments from few people with anonymous sources to deceive,blind and lie against  innocent citizens.That time is gone,and gone forever! She was the one saying she is getting married when we held elections now she is getting married next year August. So she is still Zambian until when she gets married to her fiance.     • Its good to ask, your feelings on the issues matters the most. Keeping the pregnancy if you are able to look after the baby is not a bad thing. The baby may be the only child you are to have. Whatever way it came, keep it. Who knows!! Hope you shall make informed decision and lam willing to journey with you if you need someone to help.

    • It is a very wide term! Could it mean that they restrict things such as ponography which is illegal in Zambia? Will they temper with sites such as Watchdog and others? They will struggle to do so though. China has managed but with limited difficulty – they have blocked many sites including facebook and they forced Google to modify its algorith not to allow certain words to be searched on the search engine…will they enlist Chinas engenuity in clumping down freedom of expression?

  5. We need to seriously regulate internet use for productive purposes not to promote tribalism as is the case with some of these sites.Honestly speaking we need to do it the way its done in China not the nonsense with HH’s watchdog.

    • I agree with you. it will help curb the insults on the net. Our internet use as Zambians leaves much to be desire. Am scared for our innocent children who daily exposed to insults and hate speech. Very few may appreciate,but Malupenga is right.

  8. Mmm, with due respect, the PS seems to be ignorant we! There are certain things you can change while others are just beyond your control bwana! Its your attitude that needs to be handled with care and caution. While appreciating the point that there are misdeeds by some media houses, the rate at which you are trying to stifle or control the media houses can easily be misinterpreted and hence you need to tone down and be selective in your words.

    Meanwhile, its good they will create ‘…a safe environment for internet users’.

    Before submitting your message, make sure it is…
    – Clean, with no swearing, racism or tribal views
    – User names should not include words or language likely to offend
    – Free from any sort of abuse, particularly towards fellow posters. Do not over-react if someone has a different view to you
    – Any user breaking these rules will barred from the website

    Try these rules and see how many decent posts you will have on your blogs and no one will fear Malupenga

    • I reject these rules. Let there be freedom of expression here. If one is offended or cant take the heat of vigorous debate, let them leave this site and go elsewhere. This blog is just fine the way it is.

  15. What do they mean internet misuse? Unless you are clamping down on terrorrists who are planning to harm zambia, it would make sense, that ofcourse is highly unlikely. What people do on the inetrnet is their business, they have bought a product and what they do after they have bought that product is not the business of the seller. Please clearly define ‘Internet Misuse’. My hope is that you are not planning on clamping down on citizens with opposing views. They have the right to express themselves the way they do.

  18. Legislation to protect victims. Hmm. Is this like some kind of online consumer protection? Falling victim seems to imply scam. Or is it bruised ego protection which means victims get a cuddle and hug from a government rep…. Or could it be the dreaded censorship? Looking at whom the task is assigned to, I am guessing not to expect a warm embrace any time soon :)

  34. Internet yeve it wont be possible to curtail its use in the life time of Pf. if Mugabe has failed what more PF. Internet blogs can be operated from anywhere in the world and we can have access to them anywhere including shangombo on my modem. Unless we reach the levels of China’s development Malupenga is fighting a losing battle for now. It may be possible after his life time.

  36. What is bwana Malupenga afriad of? He must be feeling the heat. Technological, even if they were to conive with the Internet Providers in Zambia to filter out certain domain names, there are other ways that we can bypass these measures. You can not kill an idea. The amount that countries like China spend on blocking the dissermination of information is colossal and wont warrant such intentions in Zambia. Try it and you are bound to fail. Better use that money to better the lot of the Zambian people.

  40. Malupenga: bocking internet based news forum won’t help you in any way, actually it will make thinks worse becoz bloggers will go underground and you won’t know what is hitting you. It’s easy for someone to create a fake e-mail account and spread some malicious info about the govt. There are thousand other ways people can communicate in this internet age. You are better off letting people express themselves freely so that you can plan how to govern them properly. If you pay attention to what bloggers are concerned about you will learn a lot……this is free advise. ‘A suppressed people always find a way to release their steam’

They were a freelance political wing offering themselves to the highest bidder. Chiluba ignored them and became a victim of malice. Mwanawasa paid some cash to appease Mmembe. RB sidelined them. Sata integrated the whole outfit into his political campaign, promising high profile political jobs and a cash windfall. Bwana Malupenga is doing everything to ensure the fortune he has accrued in this short period of time is protected. You put mercenaries in power who are there to serve themselves.

  44. @ I speak my mind, the proverb should be “Chiwamila mbuzi kuluma galu” and not the other way. A story is told that mbuzi and galu were friends and every time they were playing, whenever mbuzi bites galu, no one paid attention. But whenever galu bites mbuzi, the whole village would raise up condemning galu claiming that he was spoiling the skin used as a carpet and also the goat meat.
