BRE joins the constitution convention, apologises on behalf of the Litunga for joining late

THE Barotse Royal Establishment (BRE) has apologized to the Technical Committee on Drafting the Zambian Constitution for joining the ongoing Constitution Convention in Mongu late.

THE Barotse Royal Establishment (BRE) said that it attached great importance to the country’s Constitution-making process.

The Litunga said this through three Indunas he sent as delegates to represent the BRE at the Convention which started on Monday and is ending on Saturday.

The three Indunas included Namuyamba Esineke, Namunda Katanekwa and Saywa Meebelo.

Addressing members of the Technical Committee at Mongu Teachers Training College in the afternoon, delegation leader Induna Esineke said the BRE was committed to taking part in the Constitution-making process so that it felt a sense of ownership was the document was produced.

“We are also attaching the same importance to this national undertaking and we are glad to be participating, to come and participate although late.

“It’s true (that) when it (Constitution) comes out finally it will actually create that sense of ownership even in us that we played a part,”Induna Esineke said.

Induna Esineke said the BRE delegates were looking forward to taking part in the Convention besides apologizing on behalf of the Litunga for joining the Convention a day after it had started, saying that was owing to other equally important commitments at the Palace.

“We are merely apologizing on behalf of the King for coming late because we had quite a lot of things to do. We were so busy at the Limulunga Royal Village. We had this and that to do and by the time we finished we were behind time. However, we thought (that) it’s much better to be late than never,” he said.

Welcoming the trio, Technical Committee chairperson Annel Silungwe said it was gratifying that the BRE had sent the three to represent it at the Convention and was looking forward to their participation in the Constitution-making process which he said would be concluded at the end of June this year.

Justice Silungwe was hopeful that the Technical Committee would in June produce the Final Draft Constitution, a report documenting its work and Constitution Bill, all of which would be presented to President Michael Sata and was optimistic that the subsequent Republican Constitution would be satisfactory to the nation as well beneficial to the current and future generation.

“We would like to express our happiness at the fact that we are being joined by senior members of the Royal Establishment. This is a very important national undertaking. It is something that should normally be done very rarely and we trust that this time around we are going to finalise the Constitution-making process.

“We trust that you will find the occasion worthwhile and that you will make notable contributions to the process,”Justice Silungwe said.

Newly-elected Western Province Constitution Convention chairperson Bernard Silumesii sought permission from the Indunas to allow the Convention participants to freely debate in their presence.

“I hope that they (Indunas) will give us the freedom to interact freely because our climate in the Convention may not be able to accommodate all of us to kneel down at the same time,” he said.

The arrival of the Indunas comes a day after Western Province Permanent Secretary Bert Mushala implored the Technical Committee on Monday to consider creating room for late entries of delegates from the BRE.

Among the Technical Committee members that welcomed the three Indunas were Patrick Mvunga, Mwangala Zaloumis and Suzanne Matale. Western Province Constitution Convention facilitator Thabo Mubuka was also present.

The worse is doing things in a hurry and in the opposite direction, that creates an equally opposite force and when the spring snaps it would hit the camp which stands on weak ground. Fast and furious but going nowhere fast can be dangerous to oneself. Creating a situation and then start blaming other people as initiators of your own resultant problem is not good at all. Running away from reality has terrible consequences, indeed.

  7. Sinyinda, that fella could have caused trouble for our own brothers and sisters in Western Province! Sometimes, thinking can go wrong and resulting consequences usually terrible. For instance, Leaders of opposition Parties becoming bitter after their opponent wins. Thereafter incite citizens that this govt must no complete its mandate, what a wrong way! Just remain in opposition until the 5 year mandate, and avoid overdoing your opposition politics to the detriment of the current leadership. Everything has time and space. Wisdom will tell you that calm down, reflect on what happened, where did you go wrong and then seek remedies through strategies and tactics.   13. 1rThis is no sense. In lozi we call this, mandwani. We respect the Litungaship, but we don’t follow betraywl,trencher and cheapness. It was the BRE structures, the district kutas that resolved to cut off from zambia, it was not ngambela wainyae. Just a few weeks ago, the same indunas went on air and sqie the Litunga is the one who organsed the bnc, and approved its recommendations. Maybe people must start thinking deeply of the man who occupies the litungaship. Is he geneiun? How much money has he exorted com government already? For how long will grz continue to fund the lavish style of the litunga while ignoring the miserable and poverty tricked status of their ownchiefs? This is a really painful gift to barotses, a day after we remember our brothers who were murdered by grz.

    I miss the brave Ghanian army officer Lieutenant General Emmanuel Kwasi Kotoka who in February 1966 announced the overthrow of Nkrumah to stop Nkrumah’s autocratic communism rule and dictatorship.

    Lieutenant General Emmanuel Kwasi Kotoka is a hero in Ghana like Mwamba Luchembe in Zambia. He stopped dictatorship from showing its ugly face.

    Who did Sata prove wrong when the Police can arrest anyone even in the court of law when justice is dispensed? Opposition leaders are arrested just for exercising their freedom of movement? Corrupt opposition leaders are being intimidated and blackmailed into joining PF just because they have cases to answer instead of arresting them?

    Sata has only proved himself that what people like Chanda Chimba III and Chimumbwa, were right of what they said against Sata and his leadership style.

    He just spares only Roman CATHOLIC Priest and their members, to the Priests, Sata proved them wrong!

Please note that people have very divergent views on religious, polictical, social and economic matters and whether you like it or not, not everyone, including your wife and chldren will always agree with your opinion or beliefs.

    During our time in Zambia, our gallant Secret Service in Zambia was called Special Branch (SHUSHUSHU) during the former Zambian autocratic Dictator & murderer Kenneth Kaunda. They were very ruthless & brutal to the point that Zambians were afraid even to whisper in their homes even talking to their wives/husbands and children about the all powerful KK & his family.     The Litunga can not reverse the BNC resolutions alone, the Kutas must be present as well as the people of Barotseland. These attifice articles have long been circulating “Hear Says” about what the Litunga might have had said.
    Barotseland can never be sold by countable fingers of few crooked individuals. Barotseland is bigger than 2 Indunas. As far as the BNC’s resolve is concerned, the rulings are final.
    It is well known culture fact of the Lozi traditions that, the final words of the Litunga are announced by the Ngambela with the blessings of the Kuta.

  24. Don’t rush to celebrating yet. This was published by the The Times of Zambia, a propaganda mouthpiece of the Zambian government. Times has in the past published fake propaganda stories that have been debunked. So swallow this with a grain of salt.

    Obviously you really don’ understand the way the Kingdom functions and operates. First the Barotseland supreme decision body is the Barotse National Council (BNC) and not the BRE. The resolution to break away from the political marriage with Zambia was made by the BNC and only they can overturn it.

    • Even if it was true the BRE Indunas went there – which is either propaganda or the Indunas are just masquerading to represent the BRE when they could just be representing themselves as members of the BRE (big difference) – they are merely representing their organisation, BRE (which they are free to do) but not BNC or Barotseland as a hole.

      PF has tried every trick from their playbook to discredit the BNc resolutions – from intimidation, propaganda, divide-and-conquer (with the Nkoya Lozis), to bribing and all sorts of trickery. But like I keep saying you can’t kill an idea founded on truth. There are rumours the Litunga has been bribed, but again even if this was true, this is a futile act because the power doesn’t lie with the Litunga at all.

    • He is merely a symbolic custodian of the land and the ‘real’ power lies with the people (who are represented by the BNC).

      So before you jump all over praising the BRE and the man you were insulting not very long ago, first understand the decision making hierarchy of the Kingdom – this governance strusture has always been there for centuries, long before your people exited from their caves. By the way the double-standard from your kind if shocking – you seem to only praise the Litunga when you think he is doing something you like and what you agree with. That’s not what a man of integrity behaves – check your conscience on this one, if you have any at all!

      Inconvenient as it may be to you of course, the truth is that without the Litunga’s support, without his blessing you and other criminals will be playing in governments hands and risking having your freedoms withdrawn. But you don’t seem to realise where the Litunga gets that power from… its frorm the people! From a foreigner’s point of view Barotseland = Litunga and Litunga = Barotseland. Yes that’s how the Kingdom has operated for many years long even before the colonialists landed. And Lozis intend to keep it that way. The Litungaship is sacred!

      But inside (and I shouldn’t be disclosing these ‘secrets’), it’s the people who govern through their Indunas (BNC).     The BNC is the highest supreme organ in Barotseland, the BRE with the Litunga Kingship are the custodians of Barotseland and its people.
    No amount of propanganda will ever change the 27th March 12, BNC resolutions, not even the KR 42 can deter the coarse of self determination.
    There is nothing treasonable about liberty and freedom of having universal human rights.
