President Michael Sata to clamp down on internet bullies targeting women

President Michael Sata has warned that his government will start regulating online media in an effort to put a stop to the habit of insulting women on the internet.

President Sata said his government is concerned that some online users are in the habit of targeting insults on women.

“There is a plague at the moment with internet abuse aimed very largely at women. There is a lot of bullying, slandering and insulting on certain social media sites. It’s a problem worldwide but in Zambia we also have this problem,” President said.

“The government will do everything it can to regulate this out of existence.”

President Sata was speaking in Lusaka today in a speech ready by Vice President Guy Scott during the commemoration of this year’s International Women’s Day under the theme, the gender agenda: gaining momentum.

He said the PF government is also concerned at the rate of gender based violence targeted at women.

“Hardly a day passes without reports of rape, defilement, spouse battering and gruesome killings of women, this trend is unacceptable and cannot be allowed to continue.”

“As government, we are making all efforts to combat the scourge through enhancing security, establishment of one stop centre across the country and engagement of the media to create more awareness and encourage responsible messages aimed at behaviour change,” he said.

President Sata also stated that another emerging issue among women in the prevalence of breast and cervical cancer which has increased tremendously in recent years.

“My government is determined to address the situation and will continue to focus on preventive and control measures by scaling up of awareness raising activities and provision of breast and cervical cancer screening services across the country.”

“In this regard, I urge you all to take voluntary cancer screening seriously,” President Sata said.

At the same event, NGOCC Vice Chairperson Mary Mulenga commended the PF government for ratifying the Convention on the Elimination of All Forms of Discrimination against Women but called for a fast track approach to domesticating the convention.

Mrs. Mulenga also called on government to domesticate the SADC and AU gender protocols in order to advance the status of women in Zambia.

She reiterated the demands by the women’s movement for the PF government to adopt the next constitution through a referendum.

“As a matter of urgency, we urge this government to set up the Referendum Committee to start preparatory work towards the referendum, we also want to appeal to government to make defilement non bailable offence and increase sentencing powers of the Magistrate.”

The event was shunned by women from the key opposition parties.

      I am starting to slowly losing grip and I am being victimized for being good at what I do, ie analyzing articles fair and square and with an impartial mind on top of using the educations I have worked on to be a better person.

Unfortunately we live in an online world some think it is okay to even sell tee shirts on Amazon encouraging the rape and abuse of women. Tis unfortunate that female readership is dismissed by those who use offensive words with no thought to the decent females that may or may not exist in our lives.   2. The women whom our Republican President cherishes to protect from attacks on internet media are very few and dear to his heart. The women who enjoy Presidential protection include Ms. Suba and her niece IG Libongani, Acting Chief Justice Lombe Chibesakunda, Police Commissioner Katanga, the ACC Director, Masebo, Catherine Namugala and to a lesser extent Dr. Kaseba. This Presidential outburst is quite revealing indeed.

    • You are right. Lets call a spade a spade. Sata should be the last person to talk about the dignity of women. I say so because a person who has respect for women cannot go on rampage fathering children all over the country. A few scars on his wife’s face is clear testimony of the man’s appetite for wife battering. Perhaps that is the reason why he gave the speech to Guy Scot because he knows he is the worst culprit.

  6. Regulating the internet simply means that somebody will be watching over you, watching everything you do. Sata saying that its to protect the Women is just a cover up. There is more to it. Think about this; How do you think they are going to filter the web and know whether you are insulting women or not? its only through analyzing everything you do.

  7. Now now I knew it! I knew why the ‘Post’ published that editorial yesterday. It was to signal the coming of a draconian piece of legislation to clamp down on independent views. Sakeni in fact fired the warning shots when he talked about the need to stop insulting the President on the internet a few weeks ago. Now the pieces of the jigsaw puzzle are in place. This is also a confirmation of the tripartite “siamese twining” theory between Bwinjimfumu, Justice Ministry & State House and OH!… the DPP. Their entry point is “insults against women” but we know the real motive. Sad, very Sad indeed.

  12. He was not even present! His speeches are always read for him. This is the sort of thing that fuels rumours and undermines the respect that the president should enjoy. State house should be providing truthful explanations as to why sata is not appearing in public, not letting people guess on their own. The levels of incompetence in this govt have never been experienced anywhere on this earth since Jesus rose from the dead.   13. Easier said than done. How is he going to do it? Remember the time when somebody started the rumour that Ukwa had died? They reportedly asked our ignorant and technologically challenged police to investigate. Anyway most servers will just be moved outside the country and hence out of jurisdiction. I don’t condone insults on the blog but I hate censorship more, especially by semi-illiterate politicians.

    • But the service provider giving you that link has to remain in Zambia. All the legislation will do is to compel them to filter out traffic headed to the offending sites. In China, it requires some significant effort to effectively access social sites like gmail, facebook, youtube, etc because the service providers are compelled to apply filters. And the security agencies monitor every bit of traffic.

    • I agree with you. Respect is important. What I am not sure is the means being proposed for achieving this. Isn’t this a huge cost for the country for the benefits that will accrue to the nation? It would be better to dialogue and create synegies with civil society and church to work together & teach our people the values of being good mannered.

  20. Today is International Women’s Day. The least we can do is begin to observe some decency in our blogging not only towards the women folk but also to each other. The tendency to stray from the subject matter and caricature bloggers in ridiculous and insulting ways is something that would be a good idea to refrain from first. Government intervention will be quite a tightrope to walk but I think as bloggers we can do this ourselves…

Perhaps it is worth removing heads buried in the sand and waking up to the global reality that as you worry about local political agendas, there is a meeting going on in New York where people from different countries are seeking a global agreement to deal with issues relating to women. The Indian delegation for example, have the current high profile rape cases causing them to change their legislation, the EU states about half the women in the workplace are experiencing harassment and discrimination. Just looking at the line up of the US delegation is a clue to where this is headed. So if his wife has been invited over there to address certain topics then perhaps he is getting all hot under the collar for reasons other than the simplistic petty stuff some are fixated by.

The internet is only but one conduit through which what has gone wrong with our society is evidenced. It is the remote superficial part – slippery and perhaps futile to try and deal with, when you have not analysed the causes of this scourge from within the huts, homes, systems, political will and socio-economic grounding. Deal with the reality – its causes, before venturing into outer webspace.

  39. What about the ‘Post’ for publishing steamy pictures of girls and women’s ‘in between the thighs’ area in night clubs. When challenged, the editorial of the ‘Post’ said this was to expose the moral decay of “your own children” from “your own homes”. Have they been warned other than a lukewarm comment from Sakeni? The insults from the internet though regrettable, are a sign of “simmering & bottled up anger” of “your own Zambians” in “their own homes”. The good news is Government can change it. Idi Amin usurped power by military coup whilst Sata is God annointed the ballot box of democratic elections and has been in power for less than two years but not more than ten years which the constitution does not allow.
