PF’s failure to table freedom of Information Bill not surprising-Kaingu

Opposition Movement for Multiparty Democracy (MMD) has described the Patriotic Front (PF) government’s failure to table the Access to Information Bill in the current session of Parliament as not surprising.

On Friday last week, during the Vice President’s question time, Guy Scott told parliament that his government regretted not bringing forth the already approved Bill but that the Bill is now due to go to a sub committee of legislation of a Cabinet after which it is expected to be ratified by Cabinet itself before the Bill is eventually tabled in Parliament.

This was contrary to what Dr. Scott had announced early this month that the PF government would table the Access to Information Bill in the current session of Parliament.

MMD vice president for politics Michael Kaingu has also described the failure by the PF government table the Bill in the current session of Parliament as one of the many failed promises the PF government has allegedly been telling the Zambian people.

Dr. Kaingu has observed that such a failure to present the Bill as was promised by the PF is a typical disadvantage of allegedly implementing socialist policies in a Democratic country.

Dr. Kaingu was speaking in an interview with Qfm.

    • But that is the reason we changed governments. It shouldnt take so long to bring such a bill to parliament unless you want to suppress free speech. Let’s forget about MMD and hold PF accountable to such promises.

    • @Kafupi, is your mother still checking on who you are screwing with? What has it got to do with the FOI bill? Has Kaingu been a member of parliament under MMD for 20 years? Wasn’t Sata calling the shots in MMD as party secretary general from 1991 to 2001? Please Zambains just discuss the merits or demerits of the FOI bill. The side rubbish of 20 years is just nonsense. The MMD has been led by different people at different times. Most of the dunderheads in PF were the big wigs of the MMD’s first 10 years! Sata, Scott, Sakeni, Luo etc were the cream of Chiluba’s MMD!

      You are obviously out of depth on what the Freedom Of Information (FOI) Bill is all about. In fact your rumbling shows that you are merely a PF useful id**t who will praise blindly even where they don’t understand a thing. FOI bill is about transparency and members of the public requesting information from Government and it’s departments. It is not about who says what on ZNBC or in th PF-Post. Besides, do you think the two journalists would have been ambushed and detained for nothing but being suspected of writing articles on the ZWD, if you had the freedom you are trying to claim under this Govt go thugs?

    Make a progressive announcement, do draft documents, find some excuse and stall, philibuster, create a series of stories situations and crises. When asked by donors, say that the document is in the “pipeline”. Just when the opposition and / or donors turn the screws, pull out the document and claim that you need to rework a few sections. Constitute a committee, technical working group and advisory groups and re-start the process. That should all take around 5 years.

    MCS was able to remove RB’s immunity in 3 weeks flat, get the SI55 through in a heart beat. The dilly dallying is just that. The FOI Act won’t happen till dogs master break dancing.

    When are we ever gonna get something positive better off something entertaining? I would rather hear something about Zambian movies now mwe, last week was such a torture with the usual chochise, can we read something uplifting this week? Thanking you in advance!

  8. Dr. Kanyingu??????????? When did he become a Doctor? In what?. I knew and I know this man since 1996, KOZO lodge, selling planks and cement and as well as MK sports. He has never been a Dr.

  10. Fear not, the opposition is here! I’d like to imagine that some opposition MPs still exist in Parliament. That being the case, any MP is free [pronounced “Required”] to pass motions in the National Assembly. If the FOI wasn’t brought up by Dr. Scott [or PF], any other MP could have raised the issue.

    In case MPs forgot, it is their job to raise motions to be discussed. Further, if neither MP raises an issue, we as citizens have the right [pronounced “Privilege”, also “Obligation”] to raise and propose private member bills; provided we have sufficient signatures from other citizens.

    Why is it not possible the pass the Freedom
    of Information Bill asap? We need this Bill
    urgently, since ECZ observed that the Public
    Media was biased towards PF in bye-elections.
    We need independent public media and good
    protection for journalists. We need an end to
    silly censorship. Table it asap. We are watching.

    • This is just in! MMD is not on power any more; PF is in power now and were sworn in and charged with serving Zambia.
      What does this mean? Simple, it means that we can talk about MMD all day, all month, and all year and go absolutely nowhere. Let us learn from the past with living in it.
