Nurses feel cheated by Government over salary hike-ZUNO

The Zambia Union of Nurses Organisation -ZUNO-says it feels cheated over the 21 percent salary hike for civil servants.
 
ZUNO says its members’ are concerned because the total increment does not amount to 21%, but less.
 
Organisation President Thom Yung’ana explained that the true status after critical analysis of a number of nurses and midwives September 2013 pay slips, has established that, almost all nurses and midwives have been awarded a collective total salary increment of 21%. 

The increment is broken down into 4% increment on basic salary, 2% increment added to the existing 5% basic salary as commuted night duty allowance and 15 % of one’s basic salary as the newly introduced health personnel shift differential allowance.

Mr. Yung’ana said in monetary terms, no lowest paid nurse or midwife, who is correctly placed on the salary structure and with the correct revised monthly basic salary, has received less than K600 as salary increment, before individual’s statutory tax deductions and NAPSA contribution.
 
He however, noted that ZUNO has noticed some disparities, amounting to underpayments affecting a very small number of its members.
 
The ZUNO President said the few effected nurses and midwives’ monthly basic salary seems to have been increased by 1.1% only, instead of the agreed 4%.
 
Mr. Yung’ana said he has since formally written to government, informing them of the alleged disparities, as well as to seek their urgent intervention and clarification. 
 
However, Government has assured nurses and midwives that the salary disparities recorded in the new conditions of service effected in September this year will be rectified.

Health minister Joseph Kasonde said the disparities were merely a problem associated with the new salary management and migration from a fragmented salary structure to a single spine structure that Government was implementing.

The minister said this in Parliament yesterday when United Party for National Development (UPND) Lukulu West Member of Parliament (MP) Misheck Mutelo asked whether the Government was aware that nurses countrywide were threatening to go on strike.

Mr Mutelo also questioned the minister of Health what the cause of the strike agitation was and what measures the Government had taken to avert the planned strike.

Dr Kasonde said the ministry was aware of the planned strike action by nurses countrywide but that the issue had already been brought to the attention of Government and corrective measures were being undertaken.

He said the matter was purely a payroll issue and had nothing to do with the collective agreement.

  3. ZUNO is speaking on behalf of all the paramedics who have been affected by this irregularity. They include cadres like clinical officers,EHTs,lab techs,radiographers,physiotherapists etc collectly making the system able to function. Remember Doctors are either doing administrative duties or planning go back to school as the training at Ridway does not adequately equip them such that the ML( a retrained clinical) is far much better.

    • good point so called doctors does nothing but administrative far frm clinical work only medical licentiate ar doing operations most of these doctors doesn’t even knw to preform a C. section

    • You cant compare a Clinical officer with doctor you fool.How long does it take to train a CO and how long does it take to train a doctor. A ML is a CO period

    Awe sure ba PF, this is the most complicated Salary increment I have ever seen in my life, but they told us it will be 21% increment but our payslip show 4%, how does it work imwe aba fi ma economics, teach us please. I feel very cheated, some of us will never even see or understand that personnel shift differential..what animal is that? will it happen every month?

    • Shift differential is an allowance you get for working in un social hours, I.e afternoon and night shifts. Normally an employee is supposed to work between 7am to 5pm (morning shift). In conclusion as long as you do afternoon and night shift you will be paid personell shift differential allowance

We deal with human beings and we went to school for 2yrs others more than 3yrs and surprising enough only to get salaries equal to that of cleaners.We know you(PF) have employed relatives who are not educated i.e. cleaners,security officers etc & u raised their salaries as one way of paying them back.The government (PF) has under looked us when they promised to improve our salaries by 21% but gave us amafi 4% with expensive life caused by them (PF Goverment) by removing subside on essential commodities.WE NOT HAPPY COME 2016.WE WILL USE WISDOM WHICH WE GOT FROM SCHOOL

    • All medical personnel had been receiving salary increments at the expense of other civil servants who among them are even more educated than the 2 – 3 years the medical workers do. NOT long ago (2012), the medical practitioners were awarded 100% salary increment while the rest were in the range of 10-15 percent. Zambia is for all! The PF government has just harmonized the salary disparities among civil servants. Why should Nurses get more monies than other civil servants with similar or higher qualification? What you get is current (already) enough compared to the work you do.

    • I am really spooked about these heailthy workers, do they consider themselves to be the heighest acadimically exposed people in this country? Surely how do you bring in some other workers into your complaining for salaries? your 2yrs or 3yrs paper is nothing compared to bunches of qualifications which some civil servants like security have

  6. Civil servants must learn to appreciate. What about workers in the private sector what increment have they gotten. Is it only these so called civil servants who voted for PF into Government?

PF you have undermined education sooo much! Now I know what they mean when they say we are led by uneducated leaders! I went to school to have a better life! Most nurses that graduated last year are also still malingering in the streets no jobs, people are dying in the hospitals due to very few care givers yet you Kasonde and your friends saying there are no vacancies!   8. Your ZUNO president is a draw back. The point is he agreed a 4% increase not the 21% we economists are hearing. So far there is no economical calculation that can eat your whole 17% to come to 4%.Or maybe he negotiated for a bit by bit increase. Or he is a coward a government yes bwana like leonard Hikaumba.

      How can a professional cadre who spent 12 years in school, 2/3/4 years in a college be given such a so-called salary increment which far less better than a CDE honestly? Is the ZUNO president a normal persons with five senses intact who proudly raised ZUNO contribution by 5% to enrich himself? Nurses reasons for striking is for better & reasonable salary increment.

  11. Some of us in the international NGOs received increment of between K74.00 and K240.00 i.e. qualifications being between Certificate and Degree. Diploma holders are now getting home between K2,400.00 and K2,600.00 and Degree holders K2,800.00 to K3,430.00.
    We have no union, cannot go on strike, cannot protest and are not even told the basis of our increments. We work under threats throughout. Our bosses are getting more than K10,000.00.
    PLEASE bloggers helps or advise us how we can get help without being fired, we know jobs are hard to come by.

  12. Nurses have become a nuisance in Zambia – always causing unnecessary problems for everyone! They got hefty salary increases last year when teachers got nothing and didnt cry baby! So what do they just want to strike for this time? Stupid *****s! Fust fu.ck them hard and they will stop this stupidity!

      Who really needs stu.pid rude nurses when Alangizi can deliver children better than the so called tuma Zed Nurses? Why should we be paying you so much better than teachers when your job is just washing patients, etc! Come down to mother earth or elso go to hell!

  13. As far as teachers are concerned,the increments were fine.Well done PF govt.Why should workers with similar qualifications but in different ministries get different salaries?a certificate,diploma,degree is the same whether in education or agriculture.

  15. Cleaners Baleisa Baleisa Ba Nurse na COUNTRY WIDE STRIKE.Give medicine,scan,Xray patients do RMPs,dental work and give physical treatments to patients becoz we are the same.You(Cleaners) even say studying & going to school is ours & money its yours.You will see(Mulemwenako)

    It’s good that we are going on strike indeed,because patients were going to suffer the consequences of our frustration…..our work input would definitely be very poor. Anyway,that is the choice Zambia made in 2011.COME 2016 SATA OUT!!!!!!!

Wat we re saying is that a CDE can not get the difference of 200 to 400 with a nurse and mind you some of us got k6 basic salary increment. If the government thinks it wil clarify our increment by toping up k90 it must be joking. Just a reminder mr zuno president be careful wenever you address us otherwise you ll burnt alive(surely why should you alarm the nation by saying more money) dont you know that the landlords have already increased rentals. Be wise my Friend be wise!

    • PF does not understand the value of going to school and doing things in an orderly fashion! I wonder why they don’t consult before doing what they do.

      How can a CDE get almost the same pay as someone as educated as a nurse? This is unfair! The nurses are justified to seek some major adjustment in their pay to restore the distance between the CDE and themselves. What PF has done is reducing the status of nurses to the level of CDEs.

      The best way to put more money in people’s pockets is by reducing taxes and lowering the cost of living and the cost of doing business! This was the approach we were made to understand from the original PF manifesto! This year’s budget deficit will be the worst in the history of this country!

  17. Nurses please go on strike we need better services not being treated like kids we tolerated them from April and only to get some peanuts. Cleaners are getting more than they deserve. Its like school no longer matters.

Saddening,and to think the delay to implement and awarding salary increments was to avoid such occurrences,shame!!!doesn’t Government have qualified and experienced programmers to prevent such unnecessary confusions or maybe it was a deliberate move to deprive the civil servants and to see if they would embrace a slice from their new salaries?Lets be serious PF.

  20. Meteorological Dept salaries are the worst. One scale exists for staff with different qualifications. Please don something as soon as possible before we explode.

  21. It surprises me that still in this country people can’t do basic arithmetic. Where did people get the 21% from? I have not done any calculations as the information available is inadequate as the “actuals” of the ingredients, which are not given here, are the weights. If the percentages given are what the union agreed to, then they are responsible for misinforming their members. Since the increments are fragmented, the overall increase should be the weighed average increase which will surely fall far below the the highest awarded increase of 15% even though the 15% increase on basic salary is the biggest weight.

    The Ministry of Finance Accountants should have rebutted the pronouncements even before the increments were effected as this will now only bring about friction in the country.

  22. @ psychiatrist 3 – Ridgeway campus is brutal my friend and Zambian doctors are among the best in the world because their education system especially then is based on merit and not pocket power. Dont walk in water whose depth you dont know. If you failed going to ridgeway, blame your genes and curse your upbringing.

  24. I commend the gvt of the day it realy has done what other Gvts failed to do. Like removing the distance between the rich and the poor. Powering the nation, Giving the nation short and long term vision; seeing the reality of implementing programs.

    Now its your lazyness, greediness and your ungratefulness that is tarnishing the good of the well performed Gvt.
    Analyse yes! realize yes! If we the Zambians where given Just one day to taste what is going on in Egypt, Lybia, Somali, Syria name it… then you will realise what they re missing

Some Ridgeway doctors can hardly perform the simpliest of surgical procedures. Medicine is a skill and you have to learn & perfect it. It is not about being pompus. MLs are really making a diff erence now believe it or not

  28. Zambia needs to move away from this kind of thinking! Salary increase should be performance based with an annual component to adjust for inflation. When the labour costs go up, we become less competitive as a country in attracting FDI.

    I have had to stop employing Zambians because they have become too expensive for me to afford and most of them are lazy and corrupt anyway.

    Most of these nurses have a very bad attitude to patients and in my view, they don’t deserve any increment. Government needs to seriously come up with a mechanism of weeding out the bad eggs from the civil service and only reward high performers! It is unfair to reward hard workers and lazy bones at the same rate. It ends up encouraging laziness and the hard workers get discouraged!

  29. so sad that civil servant cn start insulting each other like this, this is not time to see who is a teacher and who is a nurse,if you chose to be a nurse be a nurse,if you are a teacher be a teacher no nurse has said teachers are geting more than us,inthink they are simply saying non profesional are getng almost like them,education is expensive these days evn the one you are saying a certificate,if nurses are not good enough let them stop work and the CDEs wil attend to you when you come to the hospital,if the government so wishes can fair them evn tonight,so don’t insult them
