HH promises to complete construction of two universities in Chinsali

Opposition UNITED Party for National Development (UPND) leader Hakainde Hichilema has said that he is ready to finish the two universities under construction in the district if voted into power.

Mr. Hichilema said that the construction of the two public universities,namely Robert Makasa and Paul Mushindo respectively.

He said that two varsities that the late Republican President late Michael Chilufya had embarked on in Chinsali will be successfully completed and commissioned once his party is voted into power after the January 20, 2015 presidential by –election.

Mr. Hichilema said that the two universities under construction in Chinsali District are very important to the people in the area and the rest of the country.

He added that his party will also ensure that it gives bursaries and scholarships at all public universities including those students who will be educated at the two universities in Chinsali.

He was speaking at a public rally held at the presidents ‘park. Mr. Hichilema said that his Government would ensure that all Zambians have free education from Grade One to the University

However, speaking at Mulambwa Ground in Mongu yesterday, the Patriotic Front (PF) candidate Edgar Lungu said that there was no way opposition United Party for National Development (UPND) president Hakainde Hichilema can claim he will continue where late President Sata left because he does not understand the vision the late President left.

Mr Lungu also said there was nothing new MMD presidential candidate Rupiah Banda can offer to the Zambians if voted into power.

He said the PF will continue with its pro-poor programmes because poor people also have the right to good life.

Mr Lungu also said that Western Province is on course for unprecedented development spearheaded by the Patriotic Front (PF) Government, the party’s president Edgar Lungu has said.

He said Western Province had been neglected since Zambia’s independence in 1964 but with the PF coming into office, Government has started implementing projects to develop the region.

Meanwhile, the opposition United Party for National Development (UPND) has said that it has sufficient members of Parliament (MPs) to pass any progressive bill and efficiently run government.

UPND deputy spokesperson Edwin Lifwekelo said in a statement yesterday that contrary to an impression created in the media, the UPND has 37 MPs with eight MPs from MMD and independent MPs that are backing them.

And, UPND president Hakainde Hichilema’s wife Mutinta appealed to the electorate at a rally in Lusaka yesterday to vote for her husband because he has what it takes to meet their expectations of an affordable life.

    • HH has National and specific promises.This two should not be mistaken .For example when he talks Luapula ,he says he will develop tourism and agriculture is that not specific and visible?The answer is yes it is. When he says he is going to subsdise Education so that the Poor of the poorest can also learn ,is that too much promising?It is possible to provide free education ,all one needs is to reduce the size of cabinet, do not over borrow and reduce Governemt expenditure on luxury Vehicle and Lifestyle .Through these savings you can now direct these savings to Education.All what the pupil should pay is PTA fees not School Fund.

    • Please these university with no accreditation are of no use. change the approach and invite proper credible universities in to Zambia. Sorry but these constructions are not realistic especially that we can not even maintain the 2 main Universities currently in Zambia.

      I would not call these universities but advanced colleges / High Schools.

    • HH believes in helping the all poor bright children get an education they want and deserve with any artificial financial barriers.

      Unlike the PF , HH will make sure that government bursaries are granted to all University students irrespective of which party or tribe they belong to.

      PF has no clue on how to raise money to fund educational bursaries at University. Evidence is there for all to see how it failed to help UNZA students and then led to one enthusiastic student to commit suicide . Her father hoped to get money for his maize he sold to PF-FRA and pay for his child but that was not be.

      The deceased student met all the criteria to study at UNZA but was denied bursaries because she was Tonga. I bet those in doubt should check bursaries record.

      Then manner less Miles sampa goes to UNZA and throws ka k3500 at students to insult them and show them the TOP PF official have money to throw about and not to sponsor students at higher institutions of learning.     • Ba chile, the financing structure will be different. Instead of using borrowed money HH will use savings from running a small, but efficient cabinet and government. If the existing projects are not completed, GRZ resources would have gone to waste! It is better to complete them and optimize their utilization to obtain an optimum return! That is a huge difference in approach!

    • Ba Dabwiso when there was no kansanshi ,no lumwana no kalubila ,the roads in north-western were funded & tarred using money from copperbelts mines & mind you the mines in north west only contributes 40 % of total revenue from all mines in Zambia.

    • @Nike Juma it is only moraly right to complete these two Universities .Sata would have done well to build a University in Northern province as well.It is possible to pass a bill in parliament because UPND has 30+20 from MMD+1 form ADD and 8 nominated these will be more than PF MPS started within 2011.By the way the constitution will be passed and ministers under the new constitution will be chosen outside parliament and parliament will be simply for law making,so I don’t think any normal MP would shoot a progressive bill.HH is the man of the moment.Aleisa,aleisa kateka wa chi shinka.

  4. These universities are already under construction. It therefore makes sense to complete them. The promise is therefore a reasonable one. There are a lot of resources that are being wasted by government currently: just look at the size of cabinet, the number of deputy ministers, the vehicles they buy themselves (a Toyota Landcruiser VX costs K1.2bn old currency), irrelevant foreign trips, useless rebasing of the kwacha, useless jubilee celebrations, the list is endless. How did government manage to finance all those irrelevant by-elections? A lot of savings can be made that can used for social programs such as education. A student loan system would be more sustainable.

  5. There is nothing wrong in what HH said. Though unequitable, unfair and clearly nepotistic of Sata to build 2 brand new universities in his area (underlying just how tribal the man was), any sane leader cannot abandon such projects midway. However, a future government should behave differently

      You scan around for a two university that are almost complete and latch on them as a promise you can deliver once elected? Shouldn’t we ask how much work is left on those univeristies to assess your input when you come into power? Why not just to build to varsities when you come to power in a province of your choice?

Be fair and real! Southern province has received more subsidies from govt and ngo’s than any other part of the country!     How could they be funding so much and at the same time neglect existing infrastructure. Infrastructure development is supposed to be balanced you build, renovate and reconstruct. But for chinsali in comparison to other new provincial capitals was over funded because he dreamt of retiring there. But look and see that he has not lived to taste.

    WE NEED A PRESIDENT FOR ALL ZAMBIAS AND UNIFORM DEVELOPMENT

But if that was the intension then there are cities like Kabwe which are more central for every Zambian to access and why not in Western province or better still eastern. Why only his homeland.

HH is on record criticizing the PF government on having started constructing 2 universities in Chinsali and promised to reverse that. he said this when he featured on radio KNC in Kabwe. how can he forget so early and contradict himself by promising Chinsali people that he will complete the two universities? which is the truth now? he has to be consistent in his promises.

It is petty to promise to finish the construction of the two universities in Chnsali when we know very well that have already been budgeted for and finances allocated, hence there is nothing to stop the completion regardless of who is next president. Giving bursaries to all the students in public niversities is wishing thinking and Zambians should be wary of such rhetoric. In most countries where they are doing that, taxes are extremely high and we sould expect HH to revise taxes to fund all these dreams he has. Are Zambians willing and able to pay huge taxes in order to have free education for everyone in the country? Knowing Zambians they love free things and will buy the cheap talk from HH.

  30. Only one university is sufficient to cater for students in Northern province and only will be completed. This need to be appreciated by PF cadres since their Sata never completed any MMD projects. A new KKI airport started by MMD, only girls boarding schools in Luapula, Masaiti, former president’s houses and Chama road are all projects left by MMD remain incomplete during Sata’s rule until his death. Only reasonable ruler will complete what others started if it benefits the nation on assessment.
