Mutati to act as Transport Minister

2. Let’s hope Mr. Mutati has the competence to cope with the duties of both ministerial posts. Otherwise you will be soon flying another official to SA for heart treatment.

5. # 3, you are absolutely right, I do not see how you can expect Mutati to be effective in both positions considering that they are both extremely demanding ministries. We seriously need to revise our laws to ensure smooth transition of ministerial positions. What is the point of having a deputy minister if not to act in place of the incumbent when s/he is unable to execute his or her duties?

Nice move President RB Banda on “President Rupiah Banda has with immediate effect appointed Commerce and Industry Felix Mutati to act as Minister of Communications and Transport” and instead of “Mr. Mutati will be Minister of Communications on an acting position until such a time when the substantive minister is appointed“, please join the two Ministries above to form one so that you can begin to reduce the size of your Cabinet.

   Such will save us a lot in terms money in view of the Global Financial Crises which you claim has hit Zambia seriously almost everyday.

7. This appointment is honorable and we commend the President for nominating Mutati to Act on this position. An abled man can cope with two ministries thats whay a President can cope with more than 20 ministries we have. As country men and woman, we must be encouraged to seeing appointments of merrit to people who inspire confidence in public service and have a clean record. Mutati is compitent and has intergrity. I am confident that he will make it. We must realise that these are not Jobs but positions to be filled in by people who has the capacity and desire to deliver.    My sister Dora has a deputy, right?
   even if they diff duties but how about some one saving two ministerial position.

9. Am totally against this idea of one person working in two ministries. And we wonder why our govt. is not performing? How do you expect him to be effective when he has to juggle two jobs. Granted there are perm secs but that still doesn’t justify these appointments.

11. No one is questioning Mutati’s competency to undertake ministerial duties, the real issue is dividing time between two extremely demanding ministries. While this may be in an acting capacity and only for a stipulated period of time until President Bwezani appoints someone else, there must be a more efficient way of using available human resource without taking away from another. Ba Bwezani copes with 20 ministries because he has Ministers in each of these ministries who carry out their work. This argument is also extended to George Kunda who has dual roles in Government. Just because it is currently happening does not necessarily make it the most efficient use of these people in government.

13. What’s the budgets of the two ministries? Some of these ministries need to be combined for God’ sake….!! Zambia is a very small country with so many useless huge meaningless ministries, their main goal is to attend endless chain of seminars using Donor Aid and the only recommendations that come out is to make a follow up seminar…..

14. We were not supposed to have Communications and Transport as a Ministry. In any forward looking country ,Communications would have been under the Ministry of Commerce and Industry while Transport should have been part of the Minstry of Works and Supply. But in Zambia we always think of creating jobs for party cadres.

17. For now this may work out , there is of course the deputy, whom could have been an accomplice of dora `s misdemeanor .RB is still consulting I suppose , a senior minister becomes an overseer to advise RB later on whom to take the lead…..my view

18. Why should RB issue just a statement? This issue is worth a press conference. I miss those KK days when he would call for a Press Conference and Ministers started shaking.

21. Simple grade 8 Civics leson 1.1, will tell you that Telecommunications and Transport are part of Industry. Combining the two will be the most logical thing to do. Zambian 10 milion population is just equal to one Chinese or Japanes Town, headed by a Mayor and Concilors. I wondor the amount of admin skills our leaders have to fail to manage, serve, employ, educate, feed such a small population with such a minister to Citizen ratio = 60:10mi! Come on Zambians! lets be serious. Mr. Mutati, welcome. But please dont create problems like at your former Ernergy Ministry, where somebody Generates Power and Sells to himself. That is totally unethical! You cant do this in a Common wealth country. Zesco CEO is a Share holder of CEC. Conflict of interest hei!

24. # 2 i totally agree with you my dear.Frelix Mutati is a very cable minister but giving him two ministry will stop him from performing effectivelly .If any thing he will fail and just end up being flown SA for haet attack.

26. Someone tell me, why do we have deputy ministers again? I thought these guys are supposed to act in the absence of the ministers. If they dont, what is their job description? Get rid of the whole lot. Just wasting tax payers’ money. If Banda was serious with his statements that a few individuals in the name of ministers are enjoying huge salaries (never mind that he approved them himself) then he should fire all deputy ministers. They are just a drain on resources, especially now that we have so few of them

27. communication can only be under information and broadcasting/ wc all deal with communication whilst transport shld be under home affairs and not works and supply – transport does not deal with road construction but with road safety and licensing / registration of motor vehicles and drivers which is why there are conflicting roles between traffic police and RTSA.

28. Felix mutati is the most capable cabinet minister , infact bwezani would do well to hand over the presidency to him. . .he’s more competent than the entire lot combined
