Laupula Province Permanent Secretary Jazzman Chikwakwa has directed Milenge District Council to avail him with details on how it utilized K400 million Constituency Development Fund following financial irregularities that have characterized the local authority.
Mr. Chikwakwa threatened to hand over the matter to government investigation wings if the council fails to avail his office with the details of how the money was used.
The audit conducted at the council revealed appalling alleged abuse of public resources meant for development and poverty reduction in the district. [quote]
The permanent Secretary said his office initiated an internal audit on the local authority to verify allegations that the CDF allocation for 2008 had not been properly managed.
Mr. Chikwakwa said the recent internal audit report which checked and examined records and documents of the council, covering the period of August 2008 to May 5 this year, expressed concern over the way the finances were being used at the council.
He said cases ranges from unaccounted K56 million to the conversion of materials into cash by Area Ward Councilors.
Other suspected incidents involve undelivered building materials, unapproved payments and many others.

Last week it was Lukulu East and now Milenge District council.Let all councils open their books for public scrutiny ie apart from Salaries,we need to see how much is paid to each contractor for work done.That way,there will be open scrutiny and accountability for services rendered.
Hardly a day goes without talking about money in Zed. Just goes to show where we are! Good sign though. Every Penny, oh sorry , Ngwee oops, Kwacha has to be acounted for yes! At the rate we are Tente the jails would be full!
Especially ci simwinga in kitwe ,this man has ubsed his office too long patalala nokutalala and nobody seems to care. the roads in the city are impassable. He needs to be audited from the past to date. we have heard that the money was released but nothing has been happening to that effect. Its all sangwapooo at kitwe city council. No accountability at all ,how can we have a city like kitwe having the face its having now? l for one as a tax payer and resident am very disappointed too much and have since stopped even paying for parking lot fees because there is nothing we benefiting out of such. l demand the audit general to visit this man and his council administration.

We have a big problem whose roots stem from the Chiluba regime. The culture of “ukulyamo” is so rampant that the kleptomanic tendencies have even led some people dealing in scrap metal to promote theft of even bill boards which they put up as an advert. What is wrong with us kanshi? We cannot always be blaming political leaders in power.

The mountain of misappropriated funds seems to be getting higher each day. What do we learn from this? Never release money without a strict and transparent system of cash management. it is really not as complicated as it sounds…ask the Germans, they’ve been doing it successfully for 50 years and counting.

I disagree. I think that finally, someone is holding someone accountable for either the corruption or the outcomes. I think it is great that President Banda created a system whereby ministers are held accountable for their ministries budget.
More oversight, and there will be less corruption. We need to reduce the opportunity for corruption to take place, if anything else, and the more eyes on the money the better.
I would say get parliament involved (was was recently voted on and rejected in the NCC, although most delegates were for it), get citizens involved to – how about village/local/district council committees, to overview expenditures?

After embezzling vast sums of money through various dubious procurements such as Hearses, mobile hospitals and others that we have not yet discovered, they want to divert public attention from those scandals by pretending to be exposing many cases of theft of public funds all at once and claim they are seriously fighting corruption.
