Speaker of National Assembly Amusa Mwanamwambwa has directed Energy and Water Development Minister Kenneth Konga to give the house full details of the 50 percent Total International shares transaction.

Mr. Mwanamwambwa says there is need for the Minister of Energy to enlighten the house with complete details on the intention by government to buy 50% of Indeni shares from Total International.

He said the Minister should, during the course of this week, provide full information of the transaction process for other members to understand.

Mr. Mwanamwamba stated that other Members of Parliament (MPs) have the right to know about the on-going negotiations between government and Total International concerning the possible shares transaction because the house has a role to play in matters of national economy.

The Speaker’s directive comes after Chipili Member of Parliament Davis Mwila raised a point of order against Energy Minister’s decision not to inform the house on the on going 50 % shares sale negotiations between government and Total International.

Presently government is negotiating with Total international to buy the company’s 50 % shares in Indeni Petroleum refinery for it to completely take over as sole owners of the company.

The current ownership of Indeni refinery is shared between government and Total international with 50 % shares each.

  1. Why fear to tell the owners how you negotiating for their money? Why hide? Anyway the problem we have is that they think they are the owners of zambia yet all of us, God gave to! Evenif majority are suffering as if others are more owners than others. God will check you out! Think twice!

  4. Why was this fellow to to sleep in Kasama in the name of campaigning at the expense of his duties as Minister of energy, Konga knew very well that Indeni would shut down for maintenence. In any case fuel shortages were experienced even before Indeni was shut. Such inept behaviour towards duty by Konga is to say the least disgusting

  5. We all know that once government takes over Indeni the fuel shortages will become as common as those in Zimbabwe businesses will suffer and investor will run away.

  6. I read the story again on Zamnet and realised that this is bad real bad Joe Jackson. Do not mix government with oil. It was bad in the U.S. with President Bush. It will be bad in Zambia with it’s corruption leaders. Take Indeni out of the governments hands make it a private company or a PLC. All government has to do is have rules, regulations and taxes that the company should follow so that the people have Zambia rip it’s benefits. Oh I forgot we do not really see much help from the fuel taxes that are aready there imposed by the government.

  8. What are the reasons for wanting to have sole ownership of the refinery? And why not create another refinery where GRZ will have 100% shares? In fact that is even an opportunity to have a refinery configured to use Angola oil as feedstock by virtue of distance and just for infrastructure development such as the Benguela railway line.

  10. More selling out of Zambian state assets. Nice work if you can get it. First they let Indeni run into the ground on a minor technical issue, so they can get kickbacks for large orders of imported fuel. Then, they get to turn around and say – “Look, the government can’t run anything, we have to sell our shares to Total of France”.

    It is a scam. And scammers go to prison.

    What Zambia needs, is a big Chinese Wall between the State (civil service, parastatals) and the Government (President, cabine, MPs). What Zambia needs is a separation of the powers of state, of the state and government, and of the party in government from the government.

  11. Here is an idea – the government that lets a parastatal run into the ground, should not have the right to then sell that or any parastatal.

    I think if they cannot run a parastatal, instead of selling that parastatal to the lowest bidder, they should resign from government.

    I think with the next fuel shortage, at least the minister should tender his resignation, just as a matter of honour.

  13. #13 My thoughts exactly… This whole thing is embarrasing.. The current TOTAL arrangement is exactly what we needed.. This is a Partially privatised business Joint Venture with one the largest oil Firms in the world.. Exactly what we need.. so ask yourselves whats going on? how can TOTAL want out??? total run refineries all over even that big one being constructed in the UK that brought kafwafwa with Union a few months back.. think what’s going on? what ae they not happy about? cause it should’nt be in our interest to see them leave.. The have the technology, know-how, feedstock , they have capacity to revamp and expand the operation targeting supplies into DRC.. Ie all DRC fuel coming from Zambia…what’s going on????

  14. How solid and transparent is this deal? Scrutinise total International before you buy those shares. Why would it want to sell part of it’s booming business if all is well? As for you Mr. Konga, how much has Total and its management promised to deposit in your accounts should this deal pass? You definitely would have not been hiding the matter to others had the deal been genuine. I feel very sorry for zambian tax payers and the young generation as they will have a lot of issues to solve once they take over leadership.

Like #9 said, a strategic plan would have been to reduce govt holding to between 20%-30% offload diffence to 3rd party – say Chevron or Other business involved in crude refining.. come up wit shareholder agreements for transfer of shares between any party… Govt controls TAZAMA any way and the we have DOC in DAr-essalaam where the feedstock is offloaded… Energy / petroleum bill introduced governign the Operation + financial regulation on pricing etc.. INDENI sources its own feedstock… a bit logical, but would be long term strategy.. WHY DOES GOVT WANT TO CHANGE THINGS?? why would you want to take 100% shares knowing you dont have the technical know-how, resources or skills to expand facility or revamp.?? why?? to sell to someone else like RP Capital -ZAMTEL saga.. CORRUPTION…

Ala Rubbish was not done with ZAMTEL.. it was just the beginning .. which was easier because wasn’t a Joint Venture (50% : 50%) which have complex shareholder agreements… RB was planning something even bigger… someone has oiled him for that plant.. maybe some Saudi Arabian or South American oil business tycoon.. but someone.. so has approached TOTAL with proposal to purchase, which must be very very complex under JV shareholder scheme. one must remember that the company may have been incorporated as well under French jurisdiction as well… Im telling you there’s a PURCHASE TO SELL plan here….

But INDENI has a very very very very STRATEGIC LOCATION VERY STRATEGIC supported by INFRASTRUCTURE UNRIVALLED in AFRICA.. the luxury of running a pipeline from The OIL TANKER itself to the plant in the centre of the continent.. Not worried about Sabotage/rebels as they experience in the NIGER Delta…. The plant itself not in bad shape.. just a few parts that need replacement or up grade.. the plant is right in the heart of Africa’s mining HEART Copperbelt, Northwestern , katanga.. serviced by a good straight road.. They cut out those trucks rnning fuel from SASOL in South Africa to DRC…. Qualified Personnel coming out of Copperbelt University.. So have abundance of Chemist .. Just on job training needed.. pay them peanuts anyway

  18. Sorry bloggers .. ive talked a lot.. But in my view something corrupt and bigger than we evr thought is behind this approach by GOVT to TOTAL.. AS far as ive read TOTAL didn’t initiate this or have not openly come out to say that the’ve chosen a divestment strategy.. which is a very important decision thats impact ‘s the conglomerate world wide operations.. As other countries may panick thinking TOTAL in divesting from refining.. Countries like Cote D’voire economies are based on processing for re-export to West african region.. huge Public relations issue here… INDENI is worth at least 3 BILLION DOLLARS in my rough estimate.. take 10 year earnings that would result from controlling finished product into Zambia , DRC, Rwanda, maybe malawi.. Something STINKS.. people hold yourselves

If the silent buyer was clean and serious with serious , say 1 billion SD expansion plan, GRZ would have used this a campaign tool or selling for for MMD, and would have openly pushed this thorugh parliament.. discussing more important bills on how to regulate and collect fees in future, than stpid media regulation….. but now.. hush hush quiet quiet… but Rubbish B is corrupt.. he makes FTJ look good…

  21. 50% ownersship between private and public should be encouraged as this keeps checks and balances in place. However, if Total were making profits as they have done in the past they would not even contamplate selling any shares to the Government. Total’s free tax deal is coming to an end and therefore they are unwilling to carry on and would rather leave the burden with the Zambian Government. Konga needs to get on top of his job and refuse any bribes

  22. #26 Amayama. TOTAL are running and building new refineries in many countries in he world. They are into Refining as much as they are into Exploration and Extraction.. “Tax” as you refer is every corporations burden across the world. There’s nothing frightening about Zambia’s Tax Regime anyway otherwise no Multinational wold be in Zambia, let alone a lucrative market like energy. Besides taxation is below the line.. All companies focus on a financial measure called EBIT(Earn. bfr Int & Tax). in otherwords, the pay themselves before the base number on which tax is paid is arrived at. Vehicles used. Transfer Pricing in this case TOTAL Mark-up the price Crude is sold the refinery from a sister TOTAL trading coy etc. Tax avoidance strategies. Something sinister is seriously going on..

  23. The Minister should explain the process and procedures that were followed for Total to acquire the 50 % Indeni shares in the first place and who else is in this 50 % with Total. We also need to know the procedures that Mwanawasa used to give Total exclusive rights to be bringing in crude oil and finished products. We also need to know the how of Indeni Financial losses which were two years ago reported to be in excess of US $300 Million are going to be treated in this share transfer process. Is the Zambian Government taking over the Indeni Losses of US $300 Million..

Hon Konga must be replaced with a serious person like Flix Mutati.Where was he and his ministry when the stock levels of fuel was finishing.If he Hon Konga and his ministry is an active one they could have planned ahead of the situation.We are not going to be puting storines from Hon Konga in to our vehicles.He is busy issuing out ministerial statements no results.

  26. THE GOVT BUYING BACK THE SHARES FROM TOTAL INTERNATIONAL IS MOST WELCOME AND LONG OVER DUE. INDENI IS A STRATEGIC COY WHICH NEEDS TO BE CONTROLLED BY THE GOVT ON BEHALF OF ZAMBIANS. ITS FUNNY WHILST THE WESTERN WORLD IS BUSY PROTECTING ITS ECONOMIC INTERESTS ZED IS GIVING OUT FOR A SONG COYS LIKE ZAMTEL AND I DONT KNOW IN WHOSE INTERESTS. IF TOTAL INTERNATIONAL CAN OFFLOAD ITS SHARES IN INDENI WHAT WILL STOP THE OTHER INVESTOR OFFLOADING ITS INTERESTS IN ZAMTEL AFTER RECOUPING ITS RETURN ON INVESTMENT AND INVEST SOMEWHERE ELSE. THE MOBILE BUSINESS IS VERY PROFITABLE AND THIS WILL CONTINUE FOR THE NEXT 10 YEARS BEFORE IT WILL SATURATES. WE HAVE ECONOMIC ADVISORS BUT THEY HAVE BECOME AGENTS FOR MAKING PROFITS FOR THEMSELVES AND OTHER VESTED INVISIBLE PIPO.

  27. I thought the person responsible for running a ministry is the controlling officer , and so in this case the person to blame for fuel shortage is Peter Mumba.I will understand if these mmd thugs have now highjacked the system, but then why do we need a PS?

  33. Petroleum sector is one ares people fail to understand as evidenced by all the the guess work on this blog. As a matter of fact no one should even resign. I use to shade alot of light on this but was discouraged by the level of reasoning by some of the blogers so cant talk much. But i can simply tell you that if most of the postings were mature most of you pipo who visit this site would have alot of information. Take time to study the Petroleum Industry and you will never go wrong e.g posting questions and waiting for answers. Asking pipo to resign may not be a solution.

    You cannot go to bed with Zed Govt and expect to live happily thereafter. Indeni is too old. It’s like an old car. Very expensive to run. Total are shrewd and experienced. It’s cheaper to get rid of an old car. Our Govt will end up assuming all the $300m losses plus teh cost of running a very old Indeni car.

    The best is to shut down Indeni completely.

  38. Bravo #44… Industrial plants are not built to run for 30 years max.. They are built to run 50 years plus, subject to recapitalisation , re-engeneering, replacement of sections needing replacement. the Boeing 747 has been in operation since the seventies. Have you heard anyone saying shut it down?. We are talking big heavy industry here.. not consumer goods.

You will be so tired walking through kafue textiles plant alone… will see a real man.. a man with a vision for Zambia.. not these small D%ck wankers that find every excuse on to run a simple maintenance schedule…

  40. This is boosheet! The whole saga sucks big time! I only wish the Speaker’s directive could caryy substance! It’s just a coating! One thing clear is that Total International has been coerced by the donors to pull out their shares in Indeni as a wa y of protest I believe. How else could they pull out from such a viable and profitable venture? It’s a (donor) squeeze gimmick. Where is the money to acquire these shares gonna come from when the same takataka GRZ was unable to recapitalise Zamtel and is now looking for an equity partner! Doesn’t tally! And now the Oil Marketing Companies(OMCs) have been allowed to import fuel, exerting pressure on our already weakened kwacha, because they will need huge amounts of dollars to meet the purchases. The dollar will be K6000 to one by year end!
