Nepotism killing councils- Masebo

The Minister for local government says nepotism and tribalism are vices which have contributed to the poor performance in local authorities.Sylvia Masebo says this has led to misapplication of government grants to councils.

She said this is despite a sharp rise in government grants to local authorities over the last four years.

Ms. Masebo also noted that most of the councils have employed ill qualified staff.

The Minister was speaking when she addressed Town Clerks, Mayors, Districts Administrative officers and council secretaries from 70 districts.

This was at a consultative meeting on the re-establishment of the local government service commission.

The local government service commission will oversee the employment of workers in councils to ensure qualified people are recruited.

And the National Housing Authority (NHA) may be forced to scale down the construction of houses in Lusaka due to lack of land.

Public Relations Manager, Tamika Mulenga told ZNBC news that the Authority has already exhausted the land in the capital city.

Mrs. Mulenga said the Housing Authority will now concentrate on building houses in other parts of the country.

This will also include the 300 housing units in Solwezi scheduled to take off early next year.

  1. i support masebos views.however,nepotism is slowly reducing in zambia for fear of employers/institutions to be visited by the ACC.moreover,take 4 example zamtel/cell z.the company is performing poorly coz ill qualified relatives were being employed and they cant perform.

Diversity in opinion and understanding of issues is very important in general life making but its very difficult for others to accommodate the vital elements contained in it.exposure doesnt come as a result of making trips only:it also comes through being amongst people who are able to solve work related problems by way of using various approaches.this is felt when we have hybrid of workers from different family and work referenced backgrounds.nepotism kills the spirit and progress aimed at by many organisations.theft is easily planned for in such institutions.the is happening to councils.how can zambia develop like this?never possible.pls fight it as we attack cancer coz we r behind you.

    Councils are one aspect of public service providers where communities should run to for pulic services. Right now they are all malfunctioning due to this disease ‘Neopotisim’ which eats at the bowels of public service delivery and cripples the whole system. With your efforts and commitment Ma’am we are assured of a permanent cure.

  4. This should not only end with councils other public service providers should also be made aware that they are under the microscope if this bull is to be stopped. Its difficult at zamtel/cell Z,to even have a land line installed at home when your name doesnt ring a bell to the approving officer. They still think a land phone is a luxury. Shame…..

  5. Nchelenge council has the most , if not the worst ill qualified top 3. CS is a history teacher. Director of works is mechnic from Mansa Trades. Treasurer has ZDA. Nchelenge grown with no formal training in local govt admin. We need developers not indoshi. MASEBO Take a tour or check their files.

  6. Yeah, and it is Ministers and other government figures such as yourself Mrs. Masebo that are at the forefront “killing” the councils. This really doesn’t come as news to anyone. The question is, what are you and the MMD going to do about it in terms of policy development and implementation?

  7. Nepotism is not just killing councils – it is also destroying the entire nation. Look at our embassies and high commissions – full of Mwanawasa relatives!

  8. thats why perfomance is poor in most GRZ dept,take for example DEC were i was working,as soon as chitoba was made commissioner by his relative levy, he employed about 50 of his relatives,some of us had to leave cos there was no chance of being promoted despite being graduats but thanx to god we are doing better now,micheal musonda a grade 12 just because he is a nephew to chitoba he becomes chief of intelligence less than 2years expirience and only 26yrs,also his own son brian with only 4GCE now a senior investigator,thats stupid,

  9. #11, I agree, that is rather atrocious! How can a secondary school graduate with less than 2 years experience become chief of intelligence unless there is absolutely no criteria for selection. We do ourselves such a major diservice by engaging in such practices because an unqualified person such as this becomes a liability to the nation as a whole

  10. Nepotism should be dealt with from the top first. So Masebo should start talking about the negative effects of nepotism to her boss first, after all the followers are just doing what the leader what they are learning from their leader!

Nepotism is more/less like cancer:it frustrates those that have the qualifications and potential to do the tasks outlined.it causes a lot of depression at a place of work amongst those that are not relatives as their efforts are not recognised by anybody.they are at the centre of unprofessional criticism even when they have done extremely well.the whole idea is simplistic in nature:someone has an agenda to silence them until they decide on their own to leave.what can this remained family do apart from gossipping and discussing family matters in offices?the home climate completely shifts to a working place.can somebody stop this?you need the involvement of real professionals and ethical pipo.

  14. An audit is required in all the Local Authorities. It is very true most of the people do not know what they are doing. Just creating a mess and problems in the towns and cities

  15. Its high time nepotism is got rid of for the sake of development. Only qualified people should hold senior positions that require decision making and mechanism of implementation. Who employs the Councillors by the way. Do they undergo interviews or what is happening. I need to be educated.

These chaps are very selective in their information they think we are going to be impressed with that news. If you comment on what does not fit them they will roar like thonder in protest. They will use words like “it’s bad timing” when you say they need to find a new leader for the party since the president is ill. How good is their increments in the absence of the president???? We are watching you guys.

  17. I am actually working on political appointments of ill qualified relatives to senior positions of district commissioners. Dennison Chisunka can not even express himself properly in English

  18. # 10 its true nepotism is everywhere especially in the foreign service what do you expect when the Director of Human esources is from a prominent tribalistic tribe!!!!
    the same goes for the Office of The President everyone down even to the cleaner are from 1 tribe english is not even the official language!
    These guys once they enter any organisation the take over Look at what happnd to ZCCM once one of them became CEO that was it!!!!

  19. Masebo should just shut up. Does she think we are not aware of the fact that she belongs to the family tree that’s why she landed herself a ministerial position? Instead of attacking these mayors and town clerks about the vice of tribalism and nepotism, she should first exorcise herself of the vice. She can ask Miyanda Godfrey to give her the contact details of the exorcisist he and Chiluba used to exorcise State House of KK’s ghosts, or Levy for the one he used to chase away Chiluba’s two stinking adultery and stealing ghosts.

LPM is the most useless President Zambia has ever had.I say this because he of all 3 presidents has appointed uneducated relatives to positions in cabinet and civil service jobs.He even appointed my friend Moses Muteteka as minister,its ubsurd.Zambia economy is growing because because of the demand in metals such as copper on the world market,not because of LPM.The Free Market we now have was brought about by Kafupi although he had his own mistakes.Most Zambians think the economy is doing well only because they compare it with Zimbabwe and because for so long we have been suffering we forget that Zambia was once a great and rich country under UNIP until the latter years!!

Don’t be so narrow minded and scared to call a spade a spade by conveniently limiting yourself to your area of responsibility even though you jknow deep down the scourge is system-wide! Everyone knows this. The only question to be asked is what are you going to do about it? Not just for the Councils, but for the entire Government!

  22. WW or call it nepotism is back again. The solution is to have a directory for job descriptions which we can use to establish compliance by employers it be government or private that they are employing qualified people for positions. Minimum qualifications must be spelt out for all positions and the ACC must make frequent visits to verify that there’s compliance. Short of that we are wasting our time talking about it. I am ready to come up with a whistle blower’s site if you all support the idea. It is only when people make noise that the people in authority pay attention. We don’t have to wait for Ms. Masebo to raise the yellow card. By the way waht is the URL for ACC?

  23. This move to regulate hiring in local government is indeed timely. The cancers of nepotism and tribalism however,are threating all levels of government today.Look at our efficient and productive manpower who can develop the nation searching for green pastures elsewere because of these humpering indecences.The job market is literally frozen because of the new trend “if you want employment,you must know someone”.This has indeed defied proffessionals from working under there specialties thereby applying themselves inadequately just to earn a living.We indeed need to do something about these great levels of incompetence surrounding us.Let us first bring down this tall tower from the bottom…

  24. I was shocked the last time I visisted Zambia. Lusakas shanties have grown so much while the planned areas are shrinking.

    libala north, Mutendere extensions, etc, etc. It looks like there is no control. A lot of capable people have left the country and this is the result.

    There was a time when Lusaka was within control development wise.

    With the right people, Lusaka can be controlled once again.

  25. It appears as though money is wasted on non productive or incompetent staff at all local Authorities.

    Take a Southafrican or Botswana or Zimbabwe or Namibian towns. You cant compare with the present Zambian towns.

    The local Authorities should call for a public symposium to discuss the way forward. What is obtaining now is unacceptable.

    Our towns are a disgress.

  26. We have enough resources and potential revenue sources to make Lusaka a decent place to stay.

    The problem is that when the eyesore becomes to common it stops being a problem to the populace. This is what has happened in Lusaka.

    Visit other places outside Zambia, then people will begin to see what an eyesore Lusaka is developing to be.

  27. # 25. i whole heartedly support you. ba LPM has been the worst and i pray will be the last president of such a caliber this nation will ever have. he is worse than a cabbage coz a cabbage would make a good meal when properly done. if this nation has to get rid of nepotism lets get rid of LPM + his crew and ask God to give us a leader of his own choice.twapwisha……
