I’ll further reduce the price of fuel if voted, RB

Acting Republican President Rupiah Banda has assured that his Government will further reduce the price of fuel if the people of Zambia vote him  State House on 30th October 2008.

Mr. Rupiah Banda observed that prices of fuel in Zambia were still high, hence the need to reduce them to a affordable levels if the country was to development quickly.

Mr. Banda was speaking when he addressed a mammoth campaign rally at Independence Square in Lundazi District  today.

The Acting Republican President said, because of high prices of fuel in the country, the growth of small scall farmers, transporters, industries and the traveling communities have been  affected.

On Fertilizer, he said his MMD government has already subsidized fertilizer from K200,000 per 50kg to K50,000 per bag in order to assist small scale farmers in rural areas grow more food and reduce poverty.

Mr. Banda told the people of Lundazi  District to vote for him, because he was an experienced politician who would manage the economy of Zambia well and make the people of Zambia rich.

And while in Chama Mr. Banda  warned that he will deal with people engaged in malpractice in the distribution of farming inputs in the distribution under the Fertilizer Support Program (FSP) once elected  persident.

Speaking when he addressed a mamoth rally Mr. Banda appealed to the people of Eastern Province to be vigilant and report those mismanaging the distribution of farming inputs.

Mr. Banda said the distribution of subsidized farming inputs is a Government program which intends to improve the living conditions of the people of Zambian and its misappropriation will not be tolerated.

“Youths you should not allow trick  stars to take  advantage of you by denying you what the Government provides for you” he said.

The Acting President also said he would ensure that the farming inputs are distributed on time and accessible to all viable farmers.

Mr. Banda said  he has  great hope for the future of Zambia and will improve the economy of Chama district by encouraging investments in mineral and oil exploration within ten days after elected into office.

He observed that Chama  has oil  and minerals that once exploited, will improve the living standards of residents as it will increase employment levels  and improve infrastructure development.

The acting president advised residents of Chama not to abandon the district as it has potential to grow.

Mr. Banda also disclosed that funds for Chama/Matumbo  road have been released and the contract has been awarded to a Chinese firm.

“A feasibility study has already  been done and what remains is for the works to start” he said.

He stated that he would ensure that rehabilitation works on the Chama/Lundazi road are completed so that the district can connect to rest of the country without difficulties.

And Mr. Banda says he believes that the future of the nation lies in the youth and pledged that he would address issues of education and unemployment to enable them improves their living standards.

He added that he would ensure that youths in the country are  empowered with life skills so that they engage in lucrative ventures.

The acting president said he will ensure that all developmental projects that were approved in the budget are completed on schedule.

He noted that once  elected into office, he would only have three years to complete all developmental projects that were initiated by late president Levy Mwanawasa.

“Within  the three  years I will complete all projects initiated by the late president are complete  and I will start new projects because I know the vision of the late Dr. Mwanawasa  as  I worked closely with him,” he said.

Mr. Banda has expressed confidence that he will scoop the president race because of  the massive support he has received in six provinces that he has visited so far.

“I have being receiving massive support wherever I have gone to campaign  and I am assured that it will be the same in Lusaka, Central and Copperbelt provinces when I go there,” he said.

He stated that his support from some opposition political parties have instilled confidence  and hope that he will emerge victorious on October 30.

Mr. Banda who was in the company of United Liberal Party (ULP) president Saskwiba Sikota, Forum for Democracy (FDD) president Edith Nawakwi, Eastern Province minister Charles Shawa, and several party and government officials, thanked the two political leaders for their suport.

Meanwhile, ULP president Sakwiba Sikota said that it was a pity that the Post Newspaper was not in the district to prove that Mr. Banda has support at  grassroot level in the district.

Mr. sikota said the multitudes of people that braved the heat in chama in order to show suport for the acting president was evidence of the confidence that people have in Mr. Banda.

He alleged that PF leader Michael Sata pose a threat to people in border areas because he threatened Luvales in Western Province that he would chase them to Angola.

“He will not spare the people of Chama, he will chase them to Malwai becaue trhey share boarders with that country,” he said.

And FDD president Edith Nawakwi appealed to the appealed of Chama to elect Mr. Banda as President because he committed to improve the education sector.

Ms. Nawakwi said Mr. Banda would improve the sector with regard to education of the  girl child who she said is married off at a tender age.

The FDD leader observed that a number of girls in rural areas do not complete their grade twelve due to inadequate financial resources and distant educational infrastructure.

She urged mothers in the district to take their female children to schools as they can contribute to the growth of the economy of the nation.

  10. Watch this guy, he is going to leave this country with a very big debt if he is not stopped. Zambia is not a rich country for RB to be misusing the hard earned tax payers money.

    My advice to you RB is as follows:
    a) order more fire tenders/engines for the fire brigade;
    b) Hospitals and schools need urgently human resource, drugs and bookes etc, spend some of the money on health and education and also;
    c) Invest in the Police service by providing them with modern equipment like CCTV cameras/Speed Cameras to curb crime in the country;
    Lastly, but not the least, I would urge you RB to get some fertiliser for yourself to use at the farm because thats where will be sending.

  11. How do you reduce fuel prices when the local currency has lost strenghth? Be wise RB, you should now be talking about investing money in exploration on oid alleged to have been found in the N/Western Province. You can not reduce what you do not produce but can only be determined by market forces.

    Here in the UK though prices had gone done it took gov intervetion for prices to be reduced though not fully to the price suggested.
    So when RB or anyone else says they will reduce its because there are companies out there tht might be taking advatage of the situation and still want to charge high prices.

    Just before it was announce that late former Zambian President Mwanawasa had died, the exchange rate was:
    1 USD –> ZK 3,200.
    Today, I am reliably informed that it (e. rate) is at:
    1 USD –> ZK 4, 200.

    ZNBC Public Relations Manager, Mirriam Tonga says other political parties except the PF had paid for their political adverts as of last week.

    Mrs. Tonga told ZNBC news in Lusaka, Tuesday that the PF only made part payments Monday despite several reminders.

    She said ZNBC has resumed airing PF’s political advert following the advancement of payments.

So it is only right that pump price goes down because if that does not happen the gains from the falling world market prices will remain in the hands of fews dealers.     Food security is a crucial issue and that is why every candidate promises that once in power they would reduce farming imputs. As a wise leader who is already in power, RB has done a great thing by leting his govt subsidize fertiliser by 75%. This will allow more peasant farmers to access the imput and the result will be an increase in food production and incomes for our rural community.The increased food production will spiral into increased invetment food processing thereby creating employment for our people. The cost of these subsidies can the be recovered over and above from the taxes from the food processing firms.

In fact for your own infomration European Union has had to submit many complaints especially to US for too much subsidy on farming. Much as most farmers in US can afford farm inputs, US will not take food security lightly. This is what we call strategic planning; subsidy on farming is not a loss to govt, never; you ask Israel.   120. HH has promissed to give free education up to university starting January 2008. Sata has promissed to reduce taxes and then increase government developmental projects within 90 days (I dont know how he will manage from reduced govt revenue).
    Let us look at HH’s promiss; January 2008 is 3 months before the next financial year. This means that HH is hoping to work with the same existing budget to implement the policy (I dont know how). he has also said he wil give free medical services imediately he comes into office.   129. The many people that will cast their votes are already decided. What matters is how many have been swayed to the right or to the left. MMD has the figures on thier side looking at 2006 election. For the opposition the question is how much has been done to sway more voters to their side.   193. Regarding reducing fuel prices, one needs to understand what makes up that price. There are many components in that price, some of which are totally beyond Govt control. Really the Govt can only temper with the Tax component. Earlier this month on this blog, I explained why fuel in Zambia is expensive and why it will remain expensive. The basic cost is the price of oil on the world markets. Govt has no control over this. Oil feedstock pumped into indeni for refining is not pure crude oil. It constitutes crude oil, condensate (semi processed material), petrol, diesel and parafin. So this composit is already pretty expensive and Govt cannot do anything about it.

Another component of the fuel prices in Zambia is due to losses of oil during shipping at sea and pumping by Tazama pipelines, and losses during processing and storage at Indeni Refinery. As an expert on the industry I can tell you that some of these losses are unacceptable, but then we are using old equipment.

    Please also note that there is a time lag between sourcing and consumption. Crude oil components are priced using the price on the day they were loaded onto the ship. But that cargo will have to be shipped all the way to Indeni. Depending on the size of the cargo,planning etc, it could be 3-4 months before it finally becomes petrol at your local filling station.

Here in the UK the low prices began to reflect within weeks, meaning they have already refined the crude oil we bought with them at high prices. In Zambia we all source from Indeni, so unless the Govt reduces some tax we will have to wait untill indeni catches up with cheaper crude oil. In any case, I have raised the issue of illiterates to help us see that the presidents we have must demonstrate that they have ability to develop our nation. It is our votes that put them in office.   205. #287. I don’t know why fuel is cheaper in Zimbabwe. I know that they do not have a refinery and that they import most of their fuel from RSA. Fuel is cheaper in RSA for various reasons – close to sea, many refineries etc etc. In many countries, including Zambia, Tax on fuel is very high, sometimes more than 50%. So there’s a lot of room for a govt to play around with the tax component. So it could be that Zimbabwe’s tax on fuel is lower than that in Zambia.
    Input cost into RSA refineries is lower than Indeni’s. When Zed Gov in 2002 allowed OMCs to import fuel, a number of them reduced what they bought from Indeni because they could land it cheaper from RSA.

The POST did not support SATA in 2006 because they did not know that they share the same principle; the principle of having no stand point. SATA and the POST both have opportunistic behaviour and that is why they can stand for one thing today and turn the following day without explanation. The POST and PF have another thing in common; name calling, insulting and fighting with people. So PF policies are not different from the POST’s policies and behaviour.   208. #293 You may wish to know that one of the valid options that has been considered by both Zed Govt and World bank is that Indeni stop refining and the country imports refined products through the pipeline. What puts validity to this option is that we buy pure petrol, diesel and parafin, mix it with dirt ie crude oil then ask Indeni to purify it so that you can have pure petrol, diesel and prafin again. Definately you end up with petrol more expensive than when you began. Did we import refined petrol by pumping before, check history around 1973. Perhaps the best option is to invest in Indeni so much that we will be able to crack the heavy fuels so we can have more petrol from crude oil.Money!

I still believe that most pipo understand what goes on in their small little worlds… a marketeer knows what affects food prices, a kaphonya knows what to sell and how best to increase profits…engineers know how to calculate,,,they might not know the language of governance, economics and law but they sure have brains to understand what issues affect them.   216. #303 The issue of educating voters is something needed. We may know about what is going on in our immediate environment but my argument is that a president needs to know much more. He must demonstrate this. After all he will be responsible for making serious decisions that affect everyone. Fine we have advisors but we know the power of our presidency. Take RB’s fuel reductions, it would be good to let people know the consequenses ie what budgeted projects will suffer, otherwise people will still be expecting the Govt to fulfil all its budgeted promises. Lack of knowledge does not mean one does not have capacity to learn. But somebody has to teach them. This’ll improve voters.

    THE INPLICATION FELLOW INTERLETUALS IS THT THE PROJECTED INCOME THROUGH WINDFALL TAX MAY NT BE REALIZED.

    SO I AS WHERE WILL RB GET THE MONEY TO SUPPORT AND SUSTAIN THE PRICES THAT HE IS SO ABNORMALLY CUTTING?
