Analysis:Questions for Hikainde Hichilema

With the Election Day fast approaching, it is important for Zambians to weigh in on all the contesting candidates so as make choices that will benefit our beloved country. As was well pointed out, my previous article only analyzed Rupiah Banda partly and Michael Sata but left out Hakainde Hichilema and Godfrey Miyanda. This led to some mistaking me for a UPND sympathizer.

Well I am not a UPND sympathizer, I strive to critique objectively as a matter of fact I have few questions to raise against Hikainde Hichilema and his party.

The name Hakainde Hichilema was unknown on the Zambian political scene until the untimely death of Anderson Kambela Mazoka. When Mazoka died, the need to quickly elect a successor was eminent. The funeral was characterized by a lot of politics with UPND members searching through the ranks of their party to find a suitable successor who would lead them to victory in the 2006 elections.

I recall that the succession was involving; names came up along with differing views from various members. Noteworthy were sentiments expressed by certain senior UPND members emanating from the Southern province propagating that Mazoka had to be replaced by a fellow Tonga. Those sentiments were then understood to have meant that our UPND colleagues set being a Tonga as prerequisite for any aspiring Presidential candidate. Weeks that followed, the name Hakainde Hichilema was brought up.

Some agued to say he was not a UPND party member or at least not an active one but that argument was quickly disputed when we heard that he supported the party underground and was close to the late Mazoka. Hakainde’s supporters gave his successful economic background and financial advantage in their arguments for HH. By the way all this was happening while the party had two Vice Presidents namely Sakwika Sikota and Robert Sichinga.

The nominations were then followed by a brutal election period that created a lot of rifts in the party with losing members like Sakwiba Sikota and Given Lubinda resigning to form their own political party; the United Liberal Party. Among the reasons that the aforementioned individuals raised for their resignation were vivid tribalism, electoral flaws and intimidation. Thus the UPND that was seen to be a party for all Zambians earned itself a tribal dent.

Enter Hakainde Hichilema. Seeing as most Zambians did not know the man, his supporters sold him as a successful (rich) economist and as the best man to turn Zambia’s economic and social misfortunes around. Listening to the man, it was and still is easy to tell that he brings unique and fresh ideas to the political landscape and possibly is the best candidate in this election. But unfortunately there are a few questions that he needs to answer.

With those tribal association set early in his political career, the weakest point Hakainde has is that very tribal dent. Please get it right. I am not saying that Hakainde is a tribalist or that Tonga people are tribal but when it comes to voters understanding the character of politicians, two things come in play; reality and perception.

HH may not be tribal but certainly voters associate him with tribalism especially bearing in mind the background given earlier in the article. Note that when those issues were raised early in his political career, HH either never opposed the tribal sentiments or did denounce them convincingly enough. So by actually accepting the party nomination to be a presidential candidate, Hakainde was seen to embrace those sentiments hence the tag.

For him to win back the hearts of all those keen Mazoka followers, HH needs to clear the air with regard to those perceptions.
His opponents have also questioned his source of wealth. Some say that HH was one of the people who were tasked to spearhead the privatization of state owned companies, an exercise which led to the collapse of Zambian industries and mass loss of jobs. What economic prudence did he exhibit in this process? If he really is the best man to take this country forward why didn’t he advice government against rushed privatization and the Structural Adjustment Programs?

If he is the good economist that we hear he is then he should have known the retrogressive effects of the IMF and World Bank policies, but why didn’t he resign on principle? Would we be wrong to conclude that HH is willing to do whatever benefits him as an individual regardless of the action’s adverse long term effects on the ordinary Zambian?
HH has to answer these questions.

Life has stages and certain offices such as the Presidency require great knowledge and experience. HH has never held any political office before not even a ward councilor or worse off a party ward chairman. He swung straight from the boardroom to the party presidency. It doesn’t work like that. In political office, experience and deep understanding of how government machinery works is paramount.

The presidency certainly is no easy task. We can’t afford a President training on the job. We can’t afford to experiment leadership with a man that has never held any political office what so ever. How then do we judge his abilities to be our countries’ commander in chief and chief executive officer?

Some may argue to say you may have all the experience but it could be experience in the wrong things. But just to qualify my position, look at how difficult it has been for HH to woo significant public sentiment at least much has Sata.
The UPND has perhaps the best technocrats and professionals to take this country forward coupled with the best ideas. But the truth is a few people understand how HH intends to create wealth for all Zambians. What is his magic trick? What is the core of his economic plans? What is the premise of the party’s manifesto?

Now get me right dear reader, HH may have answers to these questions but he has not been very successful at communicating to the average Zambian. The average person on the street does not understand what the UPND concept is as much he/she understands (for lack of a better example) the Patriotic Front’s concept of low tax and more money in your pockets or citizen empowerment.

I contend these gaps in HH’s camp such has the inability to rectify his image, address campaign issues and stale penetration among voters reveal his lack of experience. Little wonder most Zambians say he has been reserved for 2011.

  6. I was UPND during Mazoka’s reing but when HH ascended to power on ground that only a Tonga can succed Mazoka I resigned to join Michael Chilufya Sata’s PF.Viva Sata Viva PF.

    Honestly, I don’t mind Rupiah Banda. The MMD during Mwanawasa’s reign is by far the most successful govt Zambia has had so far.

    Zambia has experienced amazing economic growth in a Free Market System and they managed to reduce the inflation rate from 32% to 8%. You have to give them credit for that.

    I honestly don’t mind anyone as long as it is not SATA.

Look, You probably have nothing to write about Miyanda because the man is a time waster.HH has stated before that he wasn`t enganged by GRZ to pravatize, but he was a consultant for the buyers who in turn paid him handsomely…and am sure Mr Editor you have heard the man himself talk about this.What more do you want or are you just asking questions for the sake of analysing?

    Get real and please am not an HH lady or PF or RB because am not registered so that sets me free, but am a zedian and are eligible to chip in on any ka issue!!

  11. I personally i prefered HH even in 2006 but i cast my vote on LPM for a simple reason that SATA would have won the elections which i didnt want at that time. This time around it is the same HH wont get a lot votes not coz he does not deserve them but people have fear that SATA might win and thus will cast for RB. I cannot wait for SATA to get out of his presidential dreams so that zambians can do normal politics. with SATA around it is difficult as people vote for candidates they dont want just to stop him. SATA please go away after these elections

  12. Triblelism is everywhere, Look at RB in Eastern Province, Sata on the Copperbelt, Northern, Luapula and Lusaka. RB openely said it in eastern province that he soiled from Eastern province therefore, they should vote for him. Mr. Analysis, you shud analyis well. you are RB, no wonder.

  14. Those of you who have studied economics will appreciate that economcy policies not yeild results immediately they are implemented. they tend to take time. The most important think in an economy is the foundation. A solid foundation capouled with a good engine is bound to move a country forward. I hate this, but its true, the New deals gvt claims of having steered this country to a “boom” can not go without paying gratitude to the Chiluba regieme. Those decisions that that regieme made made it easy for the New Deal gvt to implement certain measure/polices to position us where we are today. KK was scared to make those decisions for fear of hurting the Zambians.

  17. I would like to pint out an error in this article. The two Vice Presidents for UPND at the time was Saki and Patrick Chisanga. Patrick replaced Bob Sichinga who resigned from the party. Most people like to call UPND and its members tribal but its the most diverse party in Zambia. Because BOB was from the North his replacement was prefered to be from the North but could also come from any other province except the South and Northwestern because Mazoka was from the South and Saki Northwestern. This is no secret everyone knows this and it has been explained time and time again. The fact of the matter is You PEOPLE that keep calling the UPND tribal are really the ones.

  22. Authoritarian rule works for arrogant citizens with too much mouthing as less work and so much expectations from the Govt.

    Many are afraid of the nemesis because of their sorry lazy selves and being used to getting paid for malingering.

    Zambians have been bumming for too long and a person who doesn’t take bull if you can’t contribute your bit is the best man to get the bummers off their lazy selves and work. Work that will bring change,change that we can all be proud of!!

  27. The most successfull politician in zambia is SATA, look at how PF has grown since 2001. This time he is winning, he started it himself unlike these other inherited presidencies.

  29. I am a UPND sympathizer. But just like i did in 2006, I am voting RB (MMD). This is because I cant imagine being ruled by a dictator who says things without thinking. The Post have lost the little credibility they built for themselves when they stood against FTJ, by becoming image builders for a dictator they opposed in 2006.

  51. LT – In your introduction you say that you ‘intend to critique objectively’. Being objective does not allow for name calling. In your last article, you said something like – RB and his cronies. This, to me, is not being object. Objectivity respects all points of view without trying to digress a reader’s attention to align or otherwise to the writer’s point of view, even if the writer is right!
    I suggest that you just write things whether bad or good.
    Name calling is a very childish way of arguing. It misses the point of argument by changing the subject.

  52. #67 Magande was UPND. Infact he was one of Mazoka’s good friends. He even spoke at the wedding of Mazoka’s daughter “Chicco” in 2002. He was one of the founding members of the UPND. Its just that at the time he was broke and Levy made him an offer he couldn’t refuse so he left UPND for MMD and Finance Minister position. Levy also offered that position to HH but he refused.

  53. ok, I’m a huge supporter of HH and particularly UPND!!! I think this is a fair analysis of HH and what UPND expunds. I have a few questions for HH….fine, free education would be great for Zambia and it can be done. this country has a lot of money but we have very misplaced priorities where we expend most of our cash….so this is part of the money that can be used to fund the education sector. the cornerstone of every successful economy is an educated population i.e. we’ve only to look at Ireland and especially south korea to see that and not even that far, Botswana in our backyard! at the time of our independence in 1964, both s. korea and botswana were much more poorer than zambia..

  54. Looking at what the Mazoka’s had contributed, it was just right for UPND to protect their interest. All political parties in Zed are personnal properties, who would succeed the Cobra if need be?

    Some Zeddians have a problem because HH is Tonga, If he has the best remeady then let him be the Presdo.

  62. The author of this article, Mingeli Palata, I would advise you to make good research and have your facts right before you choose to mislead yourself with irrational thinking which you want to contaminate well meaning citizens.

    I attended the elections that saw HH get the presidence of UPND. When time for speech campaigns was given to contesting candidates, Sakwiba Sikota and others were just boasting of their experience in the party. But for HH he told the people what he would do for the party and Zambia respectively. That is the difference. Even now SATA and RB are busy talking about their useless experience while HH is saying what HIS GOVT WILL DO. That’s the DIFFERENCE. VIVA HHHHHHH

  65. To the true voters on the web; do not be cheated that an opposition leader will be a able to govern with less than 1/2 the required number of MPs in parliament. Even if you believe that Sata or HH can take the country forward, they will still have to take the country many steps backwards; For example, they will have to engage in costly and dirty politics just to get the budget going. Mazoka was coming from the corporate world without experience in politics but it is the policies of UPND which were copied by the governemnet of LPM that saw Zambia record favourable economic growth. It will provide us with an opportunity for the whole nation to discuss the various manifestos or ideas being persued by the political parties and their presidential candidates. Debates can also be a way of re-connecting with the populace especially those who can’t be bothered to vote due to aparthy. For example, the issue on tribalism, I do not think it would be right for HH to start defending himself on trivial issues such as this (bearing in mind that he has already made his statement), when there are serious issues that he should be focusing his campaign on.   149. A few points – all parties seem to be neolibera and unwilling to upset the IMF/World Bank and shift state income from ‘Donor Aid’ and taxing workers through PAYE, to taxing the mines (and collect a lot more money).

    We need a government that puts money from the mines into infrastructure and agriculture, and I haven’t heard a single party say that out loud.
