Chipata slashed maize victims to be compensated

People whose maize was slashed on hill slopes in Chipata district on Wednesday will be compensated.

Chipata Central Member of Parliament, Lameck Mangani confirmed the development in a telephone interview. Mr. Mangani said that the Chipata District Disaster Management Committee will go to the hills and assess the damage to see how the affected families can be assisted, although he did not disclose the kind of aid to be provided.

The MP, who is also Lusaka Province Minister, however, warned that the move to assist the affected families is not an acknowledgement that people should continue cultivating on the hill slopes.

Mr. Mangani said that cultivating on hill slopes contributes to land degradation. He said that this is because the hills are left bare resulting in heavy current of water from the hill slopes, damaging property and roads in the townships.

Meanwhile, Mr. Mangani has condemned the move by the residents to stone his building in Nabvutika compound in protest against the council’s action.

The MP said that it was also unfortunate that the residents had intentions to go and slash maize at the republican president, Rupiah Banda’s farm along the Chipata-Mfuwe road.

He strongly condemned the action by the grieved residents, saying people should not take the law into their hands. The residents on Wednesday took to the street stoning the building belonging to Mr. Mangani, a shop for Nabvutika Area Chairman for Zone 3, Dauzen Mwanza and a house belonging to Chipata mayor Sinoya Mwale.

This was in protest against the move by the council to slash their maize planted on the hill slopes. The slashing of maize has also sparked confusion between the mayor and the ruling Movement for Multiparty Democracy, MMD’s leadership, with the mayor facing disciplinary action.

  3. I thought these people were warned against faming in the hills, and appropriate action was taken against the offenders, so why compansate them. Or is it just to protect RB’s field?

Are hills also gazetted or has the council alocated some plots on this hills if not please someone has to pay. 2ndly, did the council warn these people not to go ahead with planting maize along the hills? can somebody answer me please am waiting. Do not create hunger even when you can avoid it. Me i eat well as a president of Zim but its the poor Zimbabweans that suffer, do be so folish chipata council

  16. Poor management by Chipata Municipal council. Why authorise the slashing of maize and then turn around and say the victims will be compensated. Heads must roll as this is a shear waste of our meager resources.

This is the way to go…not only pa mataba; but also on other serious national issues like closing mines. “You close my source of income; I close your source of income as well”; the slash mine slash your paradigm – version 2.0 :d/

  20. Why slash the fields in the first place? This expenditure (from us tax payers of course) could have been avoided if these council officers dialogued with the victims. Spend some money in future to provide security (council home guards) so that people do not cultivate on these hills. In addition, provide alternative land to these villagers for this activity so that they continue feeding there families. There is plenty of idle land a long great east road sufficient for farming but just that the councils and traditional leaders want to hold on to land they donot need. e bu Chief ubo??

  21. The idea to slash and then compensate is a welcome one if you realy think much.
    To slash is to stop them clearing those landscape which helps prevent soil erosion and most importantly it brings rain.
    To compensate is to help those people in this trying time for they made effort not to depend so much on the govt.

    #MMD please leave the mayor alone. Why contradicting yourselves. You say you dont support cultivating on the hillsides which the mayor is also against. For what reason is he going to face discipline???
    Be mature …its either you tell the mayor that he was wrong or to keep quiet. And now you want to steal more through those facke compensations which will not go to victims of your useless action.

  26. An eye for an eye seems to be at play and working here. Whatever the case, my view is that this stay on the slashing by council authorities is very progressive.

    Please GRZ, in form of councils – local government, please learn to respect other people in whatever you do. Do we have risk managers, eg president HH, in our trained local government systems?

    Who issued slashing orders,he should not be left scott free.Infact he should be made to pay heavily for his sins.Maize is not grown in one day,the process is that long.Why didn`t he/she issue chasing orders when thie poor women were preparing the areas.This is tantamount to terrorism.

    So erosion is the reason. Well if that’s the problem, teach the farmers to interplant rye and hairy vetch (which fixates nitrogen and saves the farmer on fertilizer) in the standing corn. When the corn is harvested, the cornstalks wither and add organic material, while the planted cover crops protect the soil and add nitrogen.

    Mr. Mangani and the council should be sentenced to cracking open the book “Making Your Small Farm Profitable” by Ron Macher, and reading it from cover to cover.

  32. It’s like in ba RB’s government tax payers money has to be wasted with no due consideration. Zedians it’s this kind of leadership that is killing you, they have to tax us heavily to accomodate silly issues like this one. Councilor passed that bill and these are representatives of people.

This is a good decision.Even if farmers were warned about not cultivating there then alternative land should have been provided but i guess that wasn’t the case so the farmers were left with no choice.It is through subsistence farming that most poor people find means of living so it would be absurd for anyone on this blog to say the govt is wrong by instructing the disaster management unit to pay out compensation to all those affected,how do you expect people to survive when their produce is destroyed,it’s too late to re-plant.
    I also say the decision to order the slashing was illogical too & someone must be disciplined for that.

    And no one from the council, no politician, no chief, no ‘investor’ can come in and throw them off their land, or destroy their crops without their consent?

  37. The money for compesating the farmers should come from the salaries of those civil servants and whoever sent them or else they should be fired, no more misusing tax payers money for negligence and abuse of duties.

  38. It is not always the case that cultivating on slopes creates soil erosion. It depends on the gradient of the slope, soil type, minimum tillage methods, whether there other plants like shrubs or small trees e.t.c. Sometimes it even helps to manage crops on a slope!

    Whether the council in Chipata had all the facts to make an informed decision of the effect the maize had on the slopes is information I am not privy to. They may have a case or merely acted on the general theory that cultivating on slopes tends to cause soil erosion.

Last month peasant farmers of maposa were being issued title deeds programme sponsored by world vision/ministry of lands already they are saling this land with a plan to encrotch in near by gazzetted forests and come 2011 elections GRZ will formalise it seeking a vote. We need order in the country.

Also one observation I have made most councils whether maize or illegal structures they wait until it’s almost ready then they move in to demolish or slash.something is terribly wrong somewhere I believe councillors reside in areas they represent so why wait when something can be stopped at inception?

  41. Corrupt NyamaSoya has instructed Chipata council to compansate people, awarding them for wrong behaviour, because he comes from Chipata. Is he cooling their tempers cause they wanted to go and slash his maize field/farm???

  43. They used tax money to buy slashers and pay some wages to those who slashed maize. They will use further tax money to compensate the victims. They also need some stationery for this purpose and paymasters or whatever they are called … no wonder why the world is in a mess – this is folly!

  47. Agricultural experts,are you there? It appears Zambia,and Chipata in particular, is the only place in the world where farming on mountain/hill sides is illegal.Maybe you just want to be heard that there is also what we may call Agriculture Experts Ministry in this NYAMA SOYA GOVRNMENT.
