President Rupiah Banda has appealed to the republic of Korea to consider investing in the troubled Nitrogen Chemicals of Zambia (NCZ).
Mr. Banda says he is aware that Korea has the appropriate advanced technology to rehabilitate the fertiliser plant.
He says agriculture is critical to the economic development of Zambia and a recapitalized NCZ can provide cheaper fertiliser for peasant farmers.
The President was speaking at state House on Thursday, when he received letters of credence from Korea’s Ambasador designate to Zambia, Oh Jae-Hack.
And Mr. Banda said he is happy, the Korean resources Corporation- KORES has begun to partner with Zambian Miners.
The President called for more partnerships to enhance mining activity in the country.
He also commended the Korean government for its continued assistance to Zambia in mitigating the effects of floods in some parts of the country.
And Presenting his letters of credence, Ambassador OH said Zambia stands out as one of Africa’s most successful examples of political stability and sound economic development.
He said his government is looking forward to working closely with the Zambian government in its efforts to further achieve economic development by sharing development experiences of the two countries.
Ambassodor Jae-Hack said it is gratifying to note that the bilateral relations between the two countries have continued to grow, since the establishment of diplomatic ties in 1990.
Meanwhile, President Banda has appointed and sworn in Simon Kachimba, a former miner, as new Labor and Social Security Deputy Minister.
He urged Mr. Kachimba to help resolve the challenges of job losses, especially in the mining sector, where some companies are threatened with closures, following reductions in copper prices on the world market.
President Banda expressed confidence in the newly appointed deputy minister, adding that he is qualified and well placed for job to deal with the challenges the country is faced with in the labor sector.

The essence of foreign investor is that you import investment only to export profits. Profits that should go to agriculture and infrastructure development instead. They are mortgaging the future of unborn generations, ensuring that they too grow up in poverty.

There is only one exception, for which I would allow foreign investors in Zambia. That is for industries or businesses that:
1) have very little gross profit (total revenues – cost of revenue) and
2) demand that every single cent of their cost is spent in the Zambian economy – all suppliers and employees, must be Zambian.
That is the only condition under which it would make sense to allow investors to keep all their profits and not tax them, as is the case today.

Continuing from comment 43, what I am also saying is that if industries are too profitable, they should not be in foreign hands. That is the only way to maximize the industry’s impact on the Zambian economy.
Or, if they become too profitable, they should have a windfall profit tax, or better yet, not be in foreign hands at all.
Zambian Airways is a sad story but there are lessons to be leant by the Ncito Brothers as well as the Post.Running an airline is not the same as being in court or writing newspaper articles.Koreans should come if they are willing.

What we have in Zambia are just dealers who make a bit of pocket change by being mine suppliers, Government suppliers etc.and then pose in big cars bought using borrowed money. Right now I`m sure they are waiting for Koreans to invest in NCZ so that they can become suppliers to NCZ. They also specialize in getting cats by being middle men in small deals.

Except for the government. Why do you think they are giving so many breaks to foreign investors? Because there are LOTS of obstacles in the way of Zambians. Put there by government, and government can take these restrictions away. If they can give LOANS to foreign companies, they can give loans to Zambian businesses. If they can exempt them from tax, they can exempt Zambian startups from from tax. Why have special economic zones, and not apply the benefits to the entire economy?

check my blog on #39. NCZ is unviable in its current form partly because of the cost of phosphate, the technology in use against purchasing power of our peasant farmers when it comes to fertiliser. However my guess is that an invester will have more efficient technology probably outomated to minimise waste on both raw material and throughput. if outomated labour cost will come down as well. my dear Sony Ericsson Phiri thats my guess i hope thats the strategy with the koreans

How about the government gets up and starts developing and nurturing their own ‘investors’? In quotation marks, because we’re not talking about investment but development – investment is only a small part of the process.
And what is with the passive-aggressive attitude to Zambians? Why are foreign business people seen as better than local ones?
It is time the government started to develop Zambian potential – business schools, loans, infrastructure support.
Check out Keiretsu and Chaebol, and see how Japan and Korea set up their own private sector manufacturing industries.

Here is another note. You cannot sing the praises of the mining industry, and complain about the fact that Zambian industries and the government are undercapitalized.
Billions (US dollars) were lost to the economy because the mines were privatized and in foreign hands.

The factors that constitute viability are the same that differentiate men from boys and women from girls.
What one potential investor see as non-viable is what another sees as viable. I hope you are aware of Anglo-America/Indians – KCM issue.
What eyes do you use to see, and what do you want to see.
On the same plot of land one man will see a three bedroomed house with a servants quarter and a small chiken run, while another sees 30 story tower housing manys business; how viable is this plot of land?
Due to lack of working capital, NCZ has targeted its marketing efforts on a few local entities and Government agencies. NCZ has also sought to reach small scale producers by introducing smaller packages of fertilizer which are sold through retail outlets. Major competition exists for the company from imported fertilizers considering the lack of financial capacity of NCZ to meet the requirements of the country.
The government could help by banning the importation of all fertilizer not produced by the NCZ, or slap tariffs to make the NCZ’s product more efficient.
NCZ needs a better business model and support from parliament, not Korean investors.

I totally agree with you there; this is the talking that can bring progress.
But of course this needs to be done in a careful and well planned out manner to avoid food insecurity.
At the time the govt plans to ban importation of firtilizers, NCZ must be given enough capacity to not only meet the farming demand but assure a surplus just in case of a little more investment in agric than before. An abrupt policy without this care would turn out to be deadly.

I am a firm believer in Foreign Direct Investment as a necessary catalyst to boost growth for an economy, but when foreign investors are being courted only for the purpose of taking over already existing plants and without encouragement to make new investments tied with technology transfer, then I am afraid, we do not have anything positive to look forward to in terms of development.

Absolutely. And considering the high price of fertilizer, demand is not the major constraint. I would bet that the best managers and workers at the plant could be really useful in creating a successful business model. They’ll know like no one else what the biggest problems are. Once you have a business plan, you can go after financing. The GRZ could even help in getting financing form the African Development Bank or many other banks.

Zambians have wealth , we just do not know how to mobilize our funds to make concerted moves. These same investors that some of you are worshipping do not even have the money, they finance most of their endevours via debt finance (borrowing from banks). What these investors do can easily be done by zambians . If zambians could organise and merge mutual funds and hedge fund managers they would have the same economic power as the investors. Some of you are deluded to think these investors have the same money they are investing sitting in bank accounts
These investors organise themselves into Mutual fund groups with a fund manager as the head. And then they go to the worlds commercial banks and produce a detailed structure of their investment plan and then they are loaned money . they bring that money to zambia and then make profits and repay their bank loans . They then end up owning something they could never afford individually and continue to reap the profits. Thats the story of the investors in Zambia , they are not as rich as most of you imagine they are just smart with their planning. This is one of the things i highlighted in psuhing for dual citizenship because zambians abroad can form their own Mutual fund groups

The zambian government are puppets to money. They only reason why they treat zambian investors funny is because we do not invest as much as the chinese or more correctly we do not invest collectively like the chinese. Zambians are a powerful entity collectively but individually are finances are laughable. Imagine this if Igo to the zambia government with a mere £30000 as an investor I would be laughed at and treated as a nobody, but if I took a hundred zambians with £30000 each and formed an umbrella organisation they will dance to our tunes because we would collectively have £3 million. Absolutely, I’m serious. 🙂
Look at the effect of the privatisation of the mines. To export that much copper artificially cranked up GDP. However, what was the real effect on the economy? Did they pay taxes, so the government could upgrade infrastructure – no, nor did they upgrade infrastructure. In fact, they degrade infrastructure, with their tonnes of raw materials. They did not share profits with the government either. And they were not obliged to pay a living wage to workers. Are they allowed to import all their supplies – yes. The multiplier effect is minimal.

I would only look to business with very high cost to profit ratio, and then demand that every cent of costs (suppliers and workers) is spent within Zambia. That is the only way we could excuse ‘investors’ not paying taxes, and not sharing profits with the government. And include a windfall tax with every contract or make it the law.

Actually they’re doing both. We have wealth – it is called copper, cobalt, cole, etc. There are banks which lend for the purpose of large development projects. So it is not necessary to sign away the country just to watch foreign businesses do their thing in Zambia. FDI is ‘in vogue’ with the IMF, which is supplying 1/3 of the state’s budget. Thta is why the leading politicians are crying for foreign investors, when the answers are to be found right at home.

Please everyone, google chaebol or keiretsu, and check out how the Korean and Japanese governments set up their manufacturing sector. The same principles can be applied to agriculture.

I suggest that in order to give leverage and guidance to the zambian economy, we sign a memorandum of unerstanding which mandates 45% ownership of all zambian owned parastatles by South African investors(especially in the mining and tourism sectors). We can explore further sectors and offer our technical and financial muscle.

It is all about how you interpret development. Is it simply roads and factories? Or does it mean economic prosperity that is shared by everyone in the population, and not just indirectly?
The only way we can justify foreign investment, is if the impact on teh economy is maximal, where today it is minimal. Attract only those industries where costs are very high, and demand that every cent of that cost is spent in the Zambian economy.
If profits are high, demand a windfall tax and enforce it strictly. Suppliers should always be Zambian, not foreign businesses doing business in Zambia. Workers should be very well paid.
However, even better is if we would revive the parstatals and cooperatives using Zambian money and if necessary, borrowing just like ‘foreign investors’ themselves do.
Workers and other industry veterans could be instrumental in creating profitable business plans and business models, which can be presented to banks and the government to obtain financing.
