Govt unable to finance important sectors

The Zambian government may not be able to raise enough revenue to adequately finance important sectors like roads because of the global economic down turn.

Works and Supply Minister, Mike Mulongoti, says funds for the construction of roads in the country will mostly cover on-going projects.

Mr. Mulongoti says this will be done in order to record meaningful progress particularly on government funded projects.

The Minister was speaking in Lusaka during the sensitization workshop for members of parliament.

The workshop, which was organised by the Road Development Agency (RDA), discussed the investments made and required in the road sector.

And RDA Board chairperson, Walusiku Lisulo, also emphasised the need to prioritise on-going projects.

Mr. Lisulo said only few projects will be undertaken this year to allow successful implementation.

  1. This cannot be an acceptable excuse. All other countries are currently investing in their infrastructure despite the credit crunch. Gov’t please do the same.

  2. Ah! bane! Roads are important! Zambian leaders needs to learn that roads are crucial to development. Why can’t we tar our roads permanently? Look at Namibia. The roads are perfect. Tourism, farming and manufacturing as well as commerce depend on a very good road network. Suspend the NCC if possible and build roads! Railnetwork is another problem! The shortest distance from Lusaka to the coast is through Malawi to Nacala port in Mozambique! Why has none ever thought of using this route now that Mozambique is a prospering democracy? It has taken decades to build Chipata-Muchingi rail (a distance of 50 km!) It took 8 years to build Livingstone Ndola rail in 1900s and 6 years for 1,860 km TAZRA!

  3. That is a right thing! Guys its a corrective decision you can only live according to your means. The global crisis is bad and we need to live with it at least for the short term.

    No point taking new projects when their is nothing left in the coffers. So until things improve the Government should maintain prudence and tight fiscal position.

  4. Ask the Chinese to cancel the plans for stadiums and build railways and roads instead. On this issue, Government is wrong. Please twapapata! Don’t take money away from these projects.They are not luxuries they are crucial to sustainable development and progress. The state of Lusaka International Airport is deplorable. Even Malawi’s Lilongwe is better! Wht is wrong with you people? You go to the airport, sit in VIP lounges and you think everyone else is OK! That airport is a disgrace as an international airport. Then Ndola! God have mercy! Airforce shelters converted to terminals! Now we hear, there is no money!

    I am sorry. It is these projects that are needed to stimulate the economy. They provide employment for people. People who are employed have money to pay tax, buy goods and services and send their children to school. Sitting back and doing nothing in the name of the econmic slump is not an option! If they have no ideas how it should be done then they should step down and let others do it. I supported RB during the election but I am afraid, if he has run out of ideas, let him step down and let another do the job. I have the interest of my country at heart. He is a jolly good fellow, but there is no time to waste. We must hurry to develop!

  9. Can someone tell me: Where in the world do people resurface Macadamised roads every year on major motorways? Zambian civil engineers! Where are you? Tell us why we have so thin asphalt on our major roads so that every year potholes appear? The asphalt on Great East road is as thin as the asphalt on my driveway in UK! Our trunk roads do not even have aprons and drainage systems. Who approves the shoddy workmanship? GRRRRRRRR! I am fed up!!!!

Edem Jokoto was right: It is the Ministry where ‘no work is done and nothing is supplied.’ Your excellency President Banda, I know these people supported your bid for leadership, but it is time for you to give them their pensions and let them go. Otherwise, I can see them dragging you down with them. They lack common sense and good judgment. If they carry on like that, we shall judge the man by the company he keeps. Sorry sir but I need to tell you. Better the wounds of a friend than the kisses of an enemy!

  17. # 19 u r coming out a very ignorant fellow. U dont’t know Road Construction at all, as such u better sh*** up. There is no road with an apron, or maybe u just don’t know what an apron is. U must also understand that the thickness of a road is dependent on the traffic volume and other factors. Not all Roads that we have an asphalt wearing course. D not comment on things u don’t know about. Leave it to the technocrats.

Its like children who go round in tatters with calls to be clothed going unheeded by their parents only to have them give an excuse ati because of the global economic crisis, when previous calls have fallen on deaf ears.

    Does this mean they are going to close some of Zambia’s 29 ministries?

    Maybe local councils are better at contracting road construction than central government. I say let councils have 50% of government collected revenues, and reduce the number of ministries to 10-12.

  26. hasn’t our national debt been reduced over the last few years ?well it is time to issue govt bonds and get back to the level of debt we are comfortable with.if we have nothing to be concerned about we shall get sober.use that money to build roads without drainage which will disintegrate in a few years so mwe can start the cycle again that is the way of capitalism you chaps

  27. Ba Mulongoti, we, here in Ndola, started seeing tarred roads being “upgraded” using a graders long before your global economic crisis. I mean some tarred roads have been converted into gravel roads!

  29. Roads are expensive to build in Zambia because like everything else we depend on foreign aid to put up even a basic path. We have the resources and the machines to build roads but these thick politicians are burying these projects so they can resurrect them during elections! How long are these guys going to take us for granted? Bandana won the elections on condition that he continues the projects left by Levy but by the looks of things, the script has changed.

With or without global economic down turn, Govt must try by all means to support the very important projects like the roads and other infrastructures. If the Govt quits those projects now, when are they going to work on them because even before the declaration of global economic down turn, this Govt was lagging behind in such important projects. These chaps do not really know their work period. A govt full of excuses:o! Shame
