President Mwanawasa says the constitutional review process is an internal matter which the people of Zambia are capable of dealing with in the spirit of national unity.
Mr Mwanawasa has since congratulated the Oasis Forum and the Collaborative Group on the Constitution, CGC, for calling off their planned demonstrations over the constitutional review process during the SADC Heads of State and Government Summit which opens on Thursday in Lusaka.
In his address to the nation on ZNBC radio and television on the eve of the SADC
summit last night, President Mwanawasa said it is gratifying to note that Zambians have agreed to host the Summit in a dignified and peaceful manner characteristic of the Zambian people.
The President said the debate and dialogue Zambians from all walks of life have
engaged in over the years is healthy in the democratic process of the country.
” As I have said previously, dialogue presupposes a Give-and -Take approach where
the outcome must be a result of consensus, taking into account the aspirations of
the majority of our people and the need to preserve the peace that our nation has
enjoyed over the decades. In this regard, allow me therefore to congratulate the
Oasis Forum and the CGC for calling off their planned demonstrations over the
constitution review process during the forthcoming summit,” said President
Mwanawasa.
He noted that this was the first time from the time SADC was born that Zambia was
hosting the SADC Summit and that he was humbled that he would serve as SADC chairman on behalf of the people of Zambia.
Mr Mwanawasa said Zambia was assuming the SADC chairmanship against a backdrop of numerous socio-economic challenges faced by member states.
These include agriculture and food security, security, gender, HIV and AIDS, defence
and security and political developments in the region.
All the neighbours will be looking to Zambia to provide leadership over the next 12
months as the region faces the daunting development challenges that lie ahead.
It was therefore the President’s expectation that all Zambians will demonstrate
patriotism by rendering their full weight to the successful deliberations and
conclusions as well as programmes of action that will steer the region to prosperity
for the benefit of the peoples of the region.
The SADC Heads of State and Government Summit officially opens on Thursday at
Lusaka’s Mulungushi International Conference Centre.
President Mwanawasa is expected to assume the Chairmanship of the regional body from Lesotho Prime Minister Pakalitha Mosisili.

President Mwanawasa said dialogue pre-supposes a give-and-take approach where the outcome must be a result of consensus. He said the debate over the constitution had been a healthy discourse in the democratisation process of Zambia.
President Mwanawasa said as was customary the world over, security during summits such as the current one was pitched at the highest level.He said some road users would be inconvenienced on certain occasions and he called on Lusaka residents to exercise patience, respect and courtesy during the summit.
President Mwanawasa said he was humbled to take over the SADC chairmanship.
“Zambia assumes the chairmanship of the SADC region against a backdrop of numerous socio-economic challenges being faced by the member states,” he said.
“On the economic front, member states continue to face the challenge of accelerating real Gross Domestic Product (GDP) growth to a level not less than 7 per cent by 2008, the target set by SADC.”
He said all member states were required to attain a single digit inflation rate, attain a budget deficit of less than five per cent of GDP, reduce public debt as a percentage of GDP below 60 per cent and attain a current account deficit of less than nine per cent of GDP by 2008.
President Mwanawasa said to achieve that, SADC was establishing a development fund, developing the protocol on trade in services and developing the protocol on mining aimed at harmonising mining policies within the region.President Mwanawasa said SADC continued to face numerous challenges including in the areas of education, health and the HIV/AIDS pandemic.
He said the region must continue to develop and implement policy measures and strategies to combat HIV/AIDS, which threatens the very core of existence.President Mwanawasa said he had assumed the SADC chairmanship at a very critical stage in the grouping. SADC was established on April 1, 1980 in Lusaka with nine members, which has now grown to 14 with the attainment of independence among some member states.

PF’S MUSONDA LOSES ELECTION PETITION
Lusaka High Court judge Thomas Ndhlovu yesterday dismissed the Lupososhi Constituency election petition saying the allegations of electoral malpractices had not been proved.
This is in a case where losing Patriotic Front parliamentary (PF) candidate for Lupososhi Emmanuel Musonda had challenged the election of MMD’s Albert Mulonga as member of parliament for the constituency.
Musonda among others had accused Mulonga of engaging in corrupt practices prior to the election in wilful contravention of the electoral laws in a bid to secure his election.
He asked the court to nullify the election results for the area saying the election was not held in a free and fair atmosphere.
But Mulonga denied all the allegations against him in his defence before the court.
After analysing the evidence, judge Ndhlovu dismissed the petition saying there was no evidence to support the allegations against the respondent.

The Oasis forum bountifully invested in the cancelled Demo such that the wastage continued even when the police said no demos. But when Shipapwasha and Kunda sent warning shots that they were going to preserve peace and make the Oasis Forum responsible for anything out of the demos, the message trickled down to the marrow of the last thug.
They understood the seriousness and what GRZ meant in unconcealed terms. It was until the last few days that they started seeing the teeth of GRZ ready to break thuggerly wherever it vowed to emerge its demonic head. They saw the teeth in and around cities with Lusaka taking the highest build up.

Now ‘concerned citizen’ is an English phrase which means ‘any person legally belonging to a particular country-in this case Zambia, who is concerned about something’. It means the writer choses to contribute on the basis of anonymity but indicating that he/she is also concenred. It is not a patented identity so far as I know.
