Bilateral ties should culminate into sustainable livelihood for the people, Pande

maga.jpgGovernment says bilateral ties between nations should help transform the livelihoods of people economically.

Tourism, Environment and Natural Resources Minister Kabinga Pande says the south-to south cooperation between Zambia and India has greatly benefited the people in the two countries especially in education and technology.

Mr. Pande notes that that Zambia and India enjoy cordial relations because of the
good policies by government.

Mr. Pande  hailed the Indian government for the continued support in areas of
education as well as in technology, agriculture, manufacturing.

The Minister was speaking in Lusaka tonight when he officiated at the commemoration
of India’s 60th Independence Anniversary held at the High Commissioners’ residence.

He pointed out that Zambia continues to learn from that country in ensuring that
bilateral ties are cemented and strengthened.

And Indian High Commissioner to Zambia Rivar Wallang said investment and bilateral
trade between Zambia and India has remarkably increased.

Commissioner Wallang also disclosed that India will continue offering scholarships
to Zambians to study in that country. 

He reiterated his government’s commitment to helping Zambia in various fields by
capacitating more Zambians in different skills.

On Zambia’s hosting of the 27th SADC Heads of State Summit, Commissioner Wallang
commended the government saying Zambia is improving economically and has made
positive strides in breaking the cycle of poverty and under-development.

  2. Fellow patriots who have preserved our enduring peace and tranquility from time in memorial, what we are seeing of the so called OF is nothing but kicks of a vanishing front without credibility or dimension.

    rThis country and our flourishing Democracy are not their preserve. The public know that they OF is full of some Marxist zealots too alien to Democracy and the free enterprise. Most of them have obscure interest and battles of imaginations in their heads. They have realized the brow of cut and run on demos. Now under sponsors’ pressure to observe the pledge against our peace, they are talking from a point of total disillusionment way off the democratic dialogue tangent line that wins.

    Do they really think GRZ and LPM is their rubber stamp prone to jump at every imprudent press statement released? Are they the only or first and last civil society our young democracy has condoned? If that were the case, how many voices would GRZ dance to in the face of disputes? Democracies have never been nurtured on dictates of a few closed to dialogue.

  3. Had that been the case, consecutive USA administrations could have been failing on many fronts of interest. We can histoically look at the Cuban missile crisis, the Vietnam quagmire, the Iran contra to the Michael Moore and Cindy Sheehan rattles over Iraq, no No American made such reckless treats on the administrations. The OF has gone too far with its hollow threats synonymous with ukubuta. Did these OF have any input in the MMD mandate, appointments of cabinets or share the prerogative LPM enjoys? They have had no interest of the people. Their role in democracy has been misplaced hence failing people on social needs despite the heavy donor support they receive.

This country will prevail even long after OF enters the archives of civic advocacy. Let them do what they want there are more than enough patriots to prove them wrong and over violence.

  5. ‘Political will needed in corruption fight’

    AUDITOR General, Anna Chifungula, has called for political will in the prosecution of public workers who are alleged to have stolen public funds.

    Ms Chifungula said in an interview in Lusaka yesterday that she had substantial evidence against some of the officers who are suspected to have stolen public funds.

    However, she said relevant controlling officers had not been to her office to collect the evidence so that action could be taken against the suspects.

    She has since called on civil society and members of the public to take ownership of their finances by making their voices heard, and ensuring that public funds are not misapplied.

    “There is need for political will in order for some of these cases to be prosecuted.

    Some suspects have even admitted to having stolen the money, and we have informed the relevant people.

    Unfortunately, to date, nothing has been done,” Ms Chifungula said.

    She cited a case at the Road Transport Safety Agency where officers connived with some Bank of Zambia officials in purporting that K 14 billion was deposited in Control 99, when no money was banked.

  7. The work of the Auditor General must be supported by all well-meaning Zambians. Miss Anna Chafungulwa is a professional in her field of work. She is a fellow with the ACCA. People, she is guided by ethnical & professional conduct regulations as stipulated by ZICA, ACCA and IFAC.

    The lady has taken the office of AG to greater heights. For example, the office of the AG is ACCA Accredited Employer amongst very few eployers in Zambia with such accreditation. This an ACCA accreditation that does not come on a silver plate. Furthermore, it is important to note that most of her staff conduct themselves professionally.

    Let us support her as citizens, politicians and audit/accountancy professionals

  8. Ba Chibwe(8),Rev.Dan Pule is has been an FCCA much much longer………..so much for your comments about conduct etc.!! However, your point about supporting the office of the AG is very valid.The merits of a strong AG are plain to see from the Public Accounts Parliamentary reports being produced.

    Ba Chibwe take note ACCA is a business and as much as Accreditation of an employer sounds like a grand achievement it is accorded to all AG offices in almost every govt!!!I’m not knocking the profession or the qualification but somethings should be understood when showering lavish praise on them.

    It’s a pity ZDA has lost the punch it once had!!Those in the know will remember the VERY high success rate of ZDA graduates at ACCA and ACMA examinations!!

  11. Should the AG position be by presidential appointment or be made elective.It would be interesting to have the Inspector General, provincial police chiefs,the director of public prosecutions, auditor general, ACC & DEC chiefs elected positions!!

  12. #14 THE ORIGINAL PUNDIT.Without any doubt,all those positions you listed MUST be elective for us to see any meaningful progress in our nation.Apart from being elective,there needs to be a provision for a recall if they become incompetent.The cardinal point is that they should be answerable to the public and not just to a sngle person and in our case which is the President.

  13. Christy, the best way for you to find a right Zambian man is for you to save up some money and go an a safari to Zambia via Victoria falls (not Victoria town in Zimbabwe) in Livingstone. Spend some time in Zambian town or city like Lusaka. Visit the Copperbelt and you will find someone. But don’t be deceived by someone sending you photos over the internet. You can also meet some Zambians overseas by going to some of their celebration meetings. October 24 is Zambia’s independence day and Zambians in the usa, Uk and Australia will certainly have some independence meetings. Just check google for Zambians in the usa etc. But don’t be like an Australian farmer who went to West Africa looking for gold and for a so called woman he had met over the net and ended up being locked up by people who wanted money from him as no such a woman and gold he was after ever existed.   14. #11 Chapi, the AG is a presidential appointee. How do you expect that office operate without political interferance. I think besides the audits, we need qualified controlling officers for each ministry. I dont think PS’s are qualified to do the job. I would rather we precvent misuse and mis appropriation of funds rather than focus just on Audits. We need The office of the Controller General too. In a politically charged country like Zambia, AG reports sometimes is just a which hunt.

    Ba Chapi(15),the success of any electoral process is dependent on the integrity of the electoral registers.In Zambia that is problem numero uno !! We have to find ways of incorporating accountability to an electorate into the job descriptions of these positions.I don’t honestly see this happening during LPM’s time but its an idea for inclusion in someones election manifesto!!.

    Personally, i would like to see power transferred back to the people from the executive and accountability be enshrined in the amended constitution.Am i a dreamer??

Where on earth have you ever seen statutory positions of security nature such as Inspector General of Police, Head of anti Grafti institutions-ACC and anti Drug DEC chiefs elected positions than being nominated ones by the Head of state and ratified by legislatures? Show where that has happened and why developed countries which give their heads of state powers to nominate candidate who are later ratified by legislatures are successful states? Its like your head is full of ukubuta without clues of practical public affairs.

    Get out of your stupor, Governmental operations are too complex to be left to every jim and jack. Government is not like your kantemba. Start blogging from your head instead of legs shaaah!You write like your head has not yet retained its misplaced brains.

  17. Ba Original Pundit #10 it is not a question of just showering lavish praise on the ACCA. As much as I found it worth mentioning the ACCA employer accreditation I took the ACCA business strategy into consideration.

    Ba Original Pundit it is said that you can take a man from the village but it is difficult to get a village from a man. This goes to people whose professional training has not worked well for them to behave according to their professional ethic dimension. So let us support good work by the AG so far considering that most professionals in public sector have disappointed Zed time and again. Hon Hachipuka on PAC is at least supporting the good work

Mwaiche Veteran welcome back from your slumbre.USA is a good example where such positions are elective at STATE level.Public Prosecuters,the Sherriff,the Superior Court Judges,Attoney General and alot other positions are elective.What your friend CHITOBA did has adverse repercursions here in the USA and no one could protect him the way LPM tried to do.Here my friend these public officers like SAGE says are answerable to the public unlike the way you DEMAGOGUES are plundering the national resourses with impunity and no one able to stop you.

Sage(18),if you look at the qualifications and experience of the current PS’s you will be pleasantly surprised.The Secretary to the treasury is the controller general you mentioned and the current one is more than competent for the position.Audit is a forensic exercise used to ensure adherence to procedure,rules and regulation.The structure is already in place. what is failing us is the capacity of the AG’s office and the law and procedure of enforcement is weak.Only during LPM’s tenure have the enforcers(Parliamentary Public Acounts Comm.)been a select group of competent MP’s who understand the complexity of treasury mgt.The PAC has flexed its muscles often but the DPP has failed us!For a start, let the DPP be elected and accountable to the entire citizenry irrespective of political affiliation.Only then will you see some semblance of sanity in the control of govt. financial resources.The DPP must be independent and funded by Parliament directly not the legal affairs ministry!

I know both the Western and African counties and especially Zambia since I am a Zambian too. I am concerned for people like you from getting wrong men who just want to abuse you.
