PF and UPND trying to gain political points over salary increments

Opposition party leaders have been accused of using the proposed salary increments for constitution office bearers to gain political mileage.

Northern Province Minister, Lameck Chibombamilimo says the proposed salary increments for constitutional office holders are justified.

He said this in reaction to a protest rally organized by the PF, UPND and Non governmental Organizations in Lusaka on Saturday.

Mr. Chibombamilimo said salaries and allowances for constitutional office holders that have been provided in the past years have been inadequate.

Mr. Chibombamilimo said it is immoral and hypocritical for politicians who previously performed public functions and got hefty pay to now condemn the pay rise for constitutional office holders.PF’s Michael Sata and United Party for National Development (UPND) president Hakainde Hichilema should be the last people to condemn the salaries for constitutional office holders.

He said it was hypocritical of Mr Sata and Mr Hichilema who had in the past undertaken public functions and got paid for their work to condemn the pay rise for the president, vice-president, ministers and other constitutional office holders.

“As a result of such public works, Mr Hichilema can today leave his profession and pretend to dedicate the rest of his life to serving the Zambian people,” Mr Chibombamilimo said.

The provincial minister said Mr Sata had for most of his life worked in the political offices and was therefore conversant with how costly it was to carry out functions of political offices.

Mr Chibombamilimo said that in some instances, elected officers worked for more than the stipulated number of hours thereby justifying the need for salary increments.

“An elected official often dips into his or her private resources to carry out his or her duties because there has never and may never be enough resources to fund the activities of political office holders,” he said.

Mr Chibombamilimo said the expectations of the electorate were high and could not easily be satisfied.

He said that the figures proposed for the increment were arrived at after sound judgment by professionals. He therefore said that it was highly immoral for the two opposition leaders to be against the move.

Mr Chibombamilimo also accused University Teaching Hospital (UTH) Neurologist Francis Manda of attempting to revive what he termed his fragile and ailing political career by using President Mwanawasa’s illness.

But Mr Hichilema said that it was wrong for Mr Chibombamilimo to compare his earnings from private businesses to what constitutional office holders were demanding.

He said the monies that the constitutional office holders were getting were tax payers’ money which should be used to pay striking lecturers at the University of Zambia (Unza) and junior doctors at the University Teaching Hospital (UTH) among others.

“I have never been on the payroll of the Government and I do not get money from tax payers. I am a private businessman and if Mr Chibombamilimo wants to start doing business, let him do so,” Mr Hichilema said.

Mr Hichilema said the monies that the leaders were demanding could be channelled towards paying retirees, doctors, lecturers and improving sanitary conditions in most townships in Zambia.

Things could be worse,if the opportunists or products of tribalism in the name of hakainde took power.let him not use this opportunity to gain political mileage.The tribalism I saw in Southern Province was scaring,its like i was in a different country.People there were seeing The president is illness as an opportunity for them to shift tribaism countrywide

  3. Chibombamilimo’s reaction is pathetic, it stinks and deserves to be spat on! This is not at ‘ubomba mwibala emo alila, awe!’ This is tax payers’ money and its clear they do not want their grudas spent on lining the pockets of stupid *****s who are doing nothing but indulging in adulterous canal knowledge of other people’s wives and common whores at the peoples’ National Assembly Motel. I will rather die first than award the likes of Shakafuswa a pay rise. As for HH, he is a stinking tribal skunk of the worst odour. He should never be allowed to take advantage of this crusade to land into plot 1.

I attended the rally..it was massive, alot and I mean alot of people attended and there was huge chimwela…last seen in 1991..Indeed “the HOUR has come for MMD to go” Ka Chibombamilimo is the same chap who was paid by Maureen to advance her presidential bid. When you hear him say something..its as good as coming fro Maureen.

  6. #1, Tribalism is everywhere in Zambia. You have cited of Southern province, but I have worked in Eastern province for so many years where you find tribalism even in the church of God. The people in church campaigning in tribal lines during church elections. The Easterners vowing not to vote for anyone from another province just to have a change even none qualifies. In Solwezi, it was the same problem. The locals, Kaondes, threatened to bewitch a Bemba and told him to leave the town otherwise he would carried in a coffin.

  7. Well, there is nothing wrong for PF and UPND to gain political milage out of the mistakes which the selfish leaders cant see over the heft salary increaments they want to give themselves.

  8. I need to research more before i can comment! According to Magandes comment on the matter he seems to indicate that the Initial budget for 2008 had a provsion for the said increment, and is said to have been approved by Parl. Though i fail to understand his annoyance on increasing the lectures salaries esp that Govt is getting there entitlement which is i suppose above the 15% unless am mistaken.

    I guess one can comment if they have all the facts. But regardless their pay increament seems to be unjustified.They receive huge allowances and dont feel the fuel costs and still demand for hikes how shameful…….

    Please number 1 leave that subject , lets talk about the increments to these

  9. Sata and Hakainde for sure will get all the credits from people because the fight is genuine. Chibombamilimo you are amongst the greedy and selfish ministers who joined politics to get enrichment. Thus why some countries would not vote for a poor person who first when voted in has to make sure his/her stomach is fed first at the expense of the voters. Some of us have not been paid the monies that we have laready worked for because the govt says there is no money. But there is money to pay their increased allowances and salaries. You will see what will happen to nation if the govt doesn’t heed to the cries of the people.

Maybe we shopuld just federalize Zambia, or split it like so: Luapula and Copperbelt goes to join Katanga to become part of Zaire-Congo; Northern Province joins Mbeya to link up with Zondwe Sata’s fellow tribesmen Nwacusas in Tanzania, Eastern should be ceded to the Ngwazi’s Wamutarika Bingu in Malawi, Southern and Central provinces (bantu botatwe boooonse) must be handed over to Mugabe in Zimbabwe to give him enough votes to defeat ka Morgan, Western province with all its fervent seccesionists should be made part of Ian Khama’s Botswana while Northwestern turned over to Santos in Angola.

    MMD is making a mistake that may make it diffitulty for them to win elections should the President be not available for continuation in the near future.

    The first people to vote against the rulling party will be civil servants. Then the rest will follow suit…

  23. If Koyatininii expected to see everyone who attended the rally, it not Hikaumba’s problem. I was standing next to him at the rally. He was very much present. I was encouraged by his courage. I engaged him in discussing the same problem. I mervelled at his large share of wisdom and level headedness. I was left convinced that he is in a class of his own. He is just naturally gifted. I had no option but to withdraw all the criticism I had levelled against him.

He must be mad, It is this same Chibombamilimo who said some people were in the mandevu mountains fasting and praying for Mwanawasa’s quick recovery and that the prophets, I don’t know from where, had prophesied that the President is fine, what is he saying now? they almost killed Dr Chituwo for saying the truth. Iwe ka Kabombamilimo buka and take responsibility without complaining. Did you take up that position to enrich yourself or to serve us the masses? How much tax do you pay? Our eduvation and health systems are at a standstill and he knows it but instead of trying to make it better. he wants a larger pay so that he can afford to not to use the UTH and send his kids to UNZA because he cant be bothered to allocate money to the right place. He should be ashamed of himself for using our money for his selfish wants. How dare he say what they have already is not adequate and he thinks the salaries of the lecturers and doctors are?-People that actually ARE educated and deserve that money.

  37. We all agree that the proposal for salary increments are not only ill-timed but they are also completely immoral. If the Preident refused to agree to those increments, why do do it in his absence? The MMD team has shown total greediness on this issue and may be made to pay the heaviest political price in the end. However, I would also urge HH to be careful with Sata because this is a marriage of convenience that would only hurt HH’s political career. HH should stand on his own or with well meaning people and not Sata – the Satanist, wo way. People will loose respect for HH if he chooses that route.
