The Bank of Zambia (BoZ) has opened a state funeral account to ease government’s financial burden of conducting the funeral of the late President Levy Mwanawasa and subsequent by elections.
BoZ Head of Public Relations, Kanguya Mayondi said the ongoing state funeral and the subsequent presidential by-election would have a significant financial drain from the national treasury.
“The ongoing state funeral and subsequent presidential elections will have a significant impact on the national treasury and the implementation of the remaining projects for the 2008 budget,” Mr. Mayondi said.
Mr. Mayondi told ZANIS in a statement this evening that it was in this vain that the central bank decided to open a “state funeral account”, whose number is 0014931764530.
“The account was opened last week on Friday, 22nd, August 2008 and is aimed at receiving contributions towards national event from Banks, private organizations and any other well wisher,” he said.
He said as the proceeds of the state funeral account would be accumulating, they would be handed over to government before the burial day of the late President, which is September 3rd, 2008.
Mr. Mayondi said BoZ Governor, Caleb Fundanga has since urged banks to open similar accounts into which customers and the general public were able to make contributions.
“These contributions will then be channeled through the Bank of Zambia to the government of the Republic of Zambia,” he said.
Dr. Mwanawasa died on August 19th, 2008 in Paris where he was admitted and treated for a stroke.
Government has declared a 21 day national mourning period for the late President.
Two days ago, Barclays bank Zambia also opened an account whose proceeds would go towards funeral expenses.

A shame in deed. Why are they doing all these long burial plans if they know the government has no money at all. THE FUNDS RAISED WILL BE USED TO FUND THE MMD CAMPAIGN.As it is now, they know it will be hard to get resources. Zambia is not short of funds to hold a funeral for the President…at all times, the budget has emergency funds. When we look at budgetary controls, you can always flex the budget to accomodate elections as well as the funeral. Fundanga, get ready to be fired after the elections. Parastatals are in losses as we speak, Zesco, Zamtel, Zampost,selfish politicians,useless all the times.

The least thing any polician can say at any one time in the coming future is that CERTAIN PROJECTS HAVE NOT BEEN COMPLITED DUE TO THE STATE FUNERAL AND THE ELECTIONS. This is a warning. Zambian are not sleeping anymore. ALL PROJECTS MUST BE COMPLETED JUST AS PLANNED IN THIS YEARS BUDGET AND PLEASE OPEN UNZA.

ZNBC should have just opened another channel to cover all the burial and viewing of the body so that those with access to a t.v can see him. a lot of money is spent on moving him from place to place. they should have jus showed his body in lusaka then burried. 21 days of mournin is too long. mwanawasa was rarely seen by his people, he was always abroad. its hard to mourn for someone you’ve rarely/never seen even if its the president of your country. you need to move on and not waste money on unnecessary things.

Sometime last week I asked the question, why Barclays Bank had opened a state funeral account. The whole of the govt cannot afford not to have money for a head of states’ funeral! thats ridiculous! I also said, if they knew they dont have money, why then are they takin the body around the country? That is not showing respect to him at all.Respect would have have been havin him in one place…Lusaka. Now, to my graet disappointment, I see Caleb is also a bootlicker! You must differentiate between Zambia and Namibia. In Namibia things are probably in place and they work like a well oiled machine. In Zambia nothing is in place, planes are leased,cars and other equipment will probably come from South Africa, i wont be surprised if the millitary vehicles used during the procession were hired from China.

According to the proposed Ministerial and Parliamentary Offices Emoluments Act, the Vice-President would get a responsibility allowance of K90 million per annum while the Speaker of the National Assembly and his deputy would get K80 million and K70 million per annum, respectively.while private members would get nothing. ……I smell a rat, everyone is trying to cash in on the death of the Presdo. The commercial banks that have opened accounts are hoping to make a killing from cheap deposits (remember barclays opened a non interest bearing account)…..and the MMD hope to fund their campaign from the same money.
It would be foolish to contribute to these accounts. The Govt undertook to fund the funeral from the budget.In any case the burden has been reduced by the French (Many thanks to them)

The idea of taking our late president’s body around comes with a high cost tag. For these people to make such a decision, there must be a lot of money around. Can somebody from govt. enlighten us on the numbers involved here. Is the state so broke with all due respect?

Well, everyone of those people is so used to begging and being sponsored by someone, that’s the category they are thinking in. Please think, if there is enough money around for the pay raise, there should also be enough for a state funeral. What would have happend if the French or the Aegyptians would not have paid for the whole hospital treatment, flights, etc? Would there have been another account opened at BARCLAY’s BANK for that?? Wow, i sure hope i had seen this earlier. Since its dead easy to open an account for some 1 who really does not need it i think it would be prudent if an account for the poor would be open, people have you watched MUVI T.V of late if you have then you will see the plight and suffering of many Zambians who need serious professional medical attention but they dont because of funds. No offense meant an just expressing my view because if i had the money and means i would do just that.
