A Non-Governmental Organisations (NGO) has urged the National Constitution Conference (NCC) to seriously review and adopt Article 149 in the Mung’omba Draft Constitution that has the provisions of the Presidential running mate system with a view to avoiding the costly running of the Presidential by-election.
Chikondi Foundation President, Bishop John Mambo, says there is need for NCC to adopt Article 149 that provides the adoption of the Vice President as a running mate of a Presidential candidate and that allows the adoption of the Vice President as President in case a calamity befalls the President.
Bishop Mambo has told ZANIS in an interview in Lusaka today that the adoption of Article 149 in the Mung’omba Draft Constitution will help to avoid the unnecessary costs of holding of Presidential by-elections.
Bishop Mambo, who is also Nyamphande Orphanage President, said the adoption of Article 149 will play a crucial role in bringing about political stability as well as help to foster economic development in the country.
The Lusaka-based clergyman said there is need not to dilute the provisions contained under Article 149 in the Mung’omba Draft Constitution as this would help to prevent political divisions and fighting in the country’s political parties.
Meanwhile, Bishop Mambo has advised Movement for the Multi-Party Democracy (MMD) Presidential candidate, Rupiah Banda, to carefully scrutinize politicians who have joined in supporting him after scooping the party’s Presidential candidacy.
Bishop Mambo said there is need for the Acting President to carefully examine politicians who at one time never supported him to stand as MMD’s Presidential candident in the forth-coming Presidential by-election.
The clergyman charged that the people who have now thrown their weight on Acting President, Mr. Banda, were just seeking political appointments in case the Acting President Mr. Banda scoops the forth-coming Presidential by-elections.
Bishop Mambo has since cautioned the Acting President not to work with politicians who are only interested in political appointments but instead appoint credible people who have the interests of adding value to the development of the country.
He urged presidential aspirants in the forth-coming Presidential by-elections not to centre their political campaigns on character assassinations but instead base their campaigns on pertinent issues that will contribute significantly to the development of the country.
And Bishop Mambo has called on the Electoral Commission of Zambia (ECZ) to expedite the announcing of the forth-coming Presidential by-election date in an effort to give an opportunity to political parties to sell their party manifestoes.
Bishop Mambo, who also echoed calls from various political parties and organisations to have the elections date announced, said there is need for the ECZ to expedite the announcing of the Presidential by-election date so as to help the people make informed decisions on which political leader they have to vote for.
Bishop Mambo has since urged the Zambian people to remain peaceful and united as the country goes for the Presidential by-election in November this year.

If Zambian Airways can’t pay the US$ 1.6 million debt with a $40 million turnover this year where is this money going since they claim the shareholders including Nchitos, Post etc… do not claim their dividends which by default reinvesting in the company (Hello!). Airline’s top expenses and crucial ones are; plane leases and financing, fuel, payroll, taxes and NAV/handling/airport charges. Without paying these you can’t function at all. So why don’t they explain where the $40 million ends up, labour is cheap in Zambia, they probably haven’t paid most their taxes too since Magande himself is advocating deferring the NAC debt.

Had the so called king of democracy been selfless, Mungomba’s draft would be the sole business of Constitution Assembly. But selfish tendencies led to NCC which is watsing more money by doing silly things. The draft constitution has all the people want and would have prevented all these costs. We should have taken advantage of change from one party to multi-party by including a change to the constitution before Chiluba’s thugs took office. I doubt if we can rely on NCC to do anythin useful when their interests are money and plots coming out of the sittings they are having. NCC has time to correct the mess for the money they are getting

Allow me to comment on what is already taking place in Zambia. Some of the sentiments from some politicians are threatening transparency in the forthcoming presidential by-election. Sata was pronounced fit by doctors, who are they to disapprove of this?
Some of the sentiments that some parties are making towards the PF are not healthy.
We need respect from the parties involved. Zambians and political parties must learn from what our neighbouring countries are going through because of injustices during elections.
We need free and fair elections. We don’t want to le
cont……….. We don’t want to let down the spirit of late President Mwanawasa. He fought corruption and injustices; we don’t want these to resurface during the campaigns and on election day.
The resurfacing of some retired politicians back into politics is very much worrying. We know them and what they do. Another thing that we need is equal coverage on public radio and ZNBC. We need transparency.

Running mate system might be quite risky to our new democracy. I can just imagine how it could be in a Christon Tembo opposing third term for FTJ & being booted out of the party scenerio. With the history of MPs crossing the floor, I think we have not reached that level. Somehow I feel where the party in power can be allowed to continue might do…this means legislating intra party elections or something like that. That is what I think…..

though MMD are happy and sure that they can scoop this coming presidential election by adopting ULUPIYA to be their candidate, they may become very much disappointed about how they can loose.
according to my analysis, Rupiah banda’s adoption has just lessened the sweet victory of PF AND brought 50% wining chances to each top three political parties (PF, MMD,UPND)
i can assure you that MMD will scoop the entire Eastern province and give upper hand to RB. However, this will not change any pattern as compared to the previous elections because eastern is still not a strong province for PF or UPND.

Imwe ditch the running mate idea. It is bad enough being stuck with a crap president who we can not easily remove without being constitutionally stuck with a crap VP as well! In present system at least the pres can put us out of our misery if the VP is crap. Also if the pres died again and the VP took over how would we choose a new VP? I know – hold a by-election for VP!! Sata = Northern, Luapula, Copperbelt and half Lusaka
HH = Southern, Central, North Western and Western and half Lusaka (he is the one most likely to benefit from Mwanawasa 2006 Vote who do not agree with Banda selection. This is why am saying Lusaka half because I expect HH to win Lusaka rural like Chongwe, Kafue and Chilanga while picking good numbers in the city. So if MMD wants to ignore HH they will be making a big mistake. HH has been campaigning in Western, Central and North Western since last elections.
