Kanchibiya parliamentary by-elections set for October 18

The Electoral Commission of Zambia (ECZ) has set Tuesday, 14th October, 2008 as the date for the Kanchibiya constituency parliamentary by-elections.

The seat fell vacant following the death of area Member of Parliament (MP), Albert Kanyanyamina in July this year.

ECZ Public Relations Manager, Chris Akufuna said aspiring candidates in the by-elections should lodge completed and attested statutory declarations and nomination papers on 18th September, 2008 between 09:00hours and 15:00 hours.

Mr. Akufuna said the aspiring candidates would further be required to pay a K500, 000 non refundable nomination fee.

He said the candidates should take along with them nine (9) supporters who must be registered voters in the affected constituency as they.

Mr. Akufuna disclosed this in a statement released to ZANIS in Lusaka today.

He said the campaign period for the Kanchibiya by-elections commences on 17th September 2008 and will end at 18:00 hours on the 13th of October, 2008.

“The polls will take place on Tuesday 14th October, 2008, from 06:00hours to 18:00 hours. Aspiring candidates in the by-election should lodge completed and attested statutory declaration and nomination papers subscribed before a magistrate, local court justice, head of primary and secondary school, principal of college, commissioner of oaths,, election officer or returning officer on Thursday, 18th September between 09:00hours and 15:00 hours,” he said.

He further disclosed that registered non-governmental organisations wishing to monitor the elections should apply for accreditation from the ECZ on the 9th of September, 2008.

Mr. Akufuna added that the commission would only allow a maximum of 20 members per political party to accredit to monitor elections in the constituency.

“Please note that only a maximum of 10 accredited members per political party and two accredited representatives of NGOs shall be authorized to represent their respective political parties or NGOs at the collation centre,” Mr. Akufuna said.

He said not more than two members per participating political party will be allowed to witness counting of votes at the polling stations.

  2. This is strategy by MMD to sway attention to a Parliamentary bye-election in Kanchebaya and test the rigging machinery. Let us petition the ECZ to deffer this bye-election to coincide with the Presidential Bye Election. What kind of Chungutwi is this.

  3. I am standing! That was my constituency before they rigged me out. Plus so na ma half for MPs increased to K26 million per month? Nkakula namayanda yatatu before 2011!

  4. ECZ recently announced that the Presidential and all Parliamentary will be held on the same date. So by them annoncincing the date for the Kanchibiya by elections they have also indirectly announced date for the Presidential by-elections.

    SO if ECZ ‘official statements’ are anything to go by, then this a test for them. The MMD through ECZ are trying to confuse the opposition so that they can come and only announce that 14th October will also be Presidential by election date. So opposition partie watch this out!!!!   5. I support # 7 complaining of no money to conduct presidential by elections, why not combining with the november one to cut the costs?

  6. combine the two elections and save our money if at all there sensible & logical pipo there otherwise we’ll begin to doubt yo competency and brains. let the elections be held together for the sake of being sensible and logical. thanx….ECZ (Dan Kalale)

  7. MMD will come back since people generally want continuity with Levy’s legacy. Sata and HH be careful , Levy will torment you from his grave because you were not annointed to finish his term. Dont say we did not warn you of potential nightmares on the matter.

  8. Why not combine the Presidential and all the pending parliamentary by elections. It is much more cost effective that way. Otherwise people in these areas will suffer from election fatigue if the have to vote twice within 5 weeks

  9. i think the ECZ are not thinking,hw come just recently they annouced that all pending parliamentally bye elections will be held on the same date as with PRESIDENTIAL BYE ELECTION.This is serious can SATA AND HH logde in a comprehesive complainty to the so called JUDGE

  10. EVEN IF THE BY ELECTIONS WHERE HELD AFTER WE FOOLISHLY ANNOIT RB, HH and SATA are broke to mount any meaningful challege to the ‘new’MMD GIVEN THE RESSURECTED JOB SEEKERS WHO DESPITE ‘RETIRING’ ARE NOW A FREQUENT FEATURE ON ZNBC;;;;WE ARE PAYING TO WATCH MWAANGA AND COMPANY
