Acting President Rupiah Banda shakes hands with Senior Chief Kambombo of the Senga people in Chama district, Eastern Province.

Southern Province Minister, Daniel Munkombwe, has said the issue of non-payment of housing allowances to teachers has become serious and embarrassing to government.

Mr Munkombwe has, however, assured teachers that government will do everything possible to resolve the matter once given another mandate.

He was speaking in Choma today when he addressed hundreds of teachers and other civil servants at the council chambers.

This was in response to complaints raised by teachers that government has failed to honour its obligation to pay the teachers their outstanding housing allowances since the year 2006.

Mr Munkombwe admitted that the complaint of non-payment of housing allowance has emerged as a serious issue at various meetings he has addressed in the province.

But he cautioned the teachers and other civil servants that they would be making a big mistake to vote for the opposition in the October 30 presidential poll.

Mr Munkombwe said this is because the MMD is committed to resolving all outstanding problems affecting teachers.

He assured the gathering that once the MMD candidate Rupiah Banda is voted into office, he would ensure that the plight of teachers is addressed by government.

“You can’t have a salary structure that is permanent. The MMD, under Mwanawasa, tried hard to improve your conditions of service. I know they are not adequate but we will continue adjusting your housing allowances and salaries, “he said.

Meanwhile, Mr Munkombwe has cautioned the people of Choma that the nation will be imperiled if they voted for Patriotic Front (PF) leader Michael Sata.

He said the only right candidate in the poll is the MMD’s Rupiah Banda.

  1. That doesn’t sound right. UNIP had its 27 yrs, MMD has had its 17 now please allow PF to have its 7, or is it 8. MMD you will not win, this I know!!!!!

  2. Are there no issues you can campain on instead of holding people to gun point to get money that is rightfully theirs? issues such as
    1. 21% intrest being charged by banks.
    2. no drugs and doctors at hospitals
    3. high price of cement 75000
    4. industies that are closed when we need what they produce and can reduce unemploment eg NCZ, Mulungushi Textiles, Johnson and Johnson, Reckitt and Colman, Lever Brothers. (by the way we import all their products from outside)etc……….

  3. ah! teta, u beat to it! RB more of the same old crap.what he is saying is, ‘ you all dont deserve housing allowances! But if you behave, i.e by voting for me, I might just be kind enough to give you housing allowances.’

  4. is it vote for sale or what thus why it lucks integrity, when you a dirty road you always be ashamed, within your self let pipos will privails not forcing them to what they dont want just coz of allowance

  5. 17 years stil want more time. I wonder y some stil want an mmd gov. Vote wisely people, we’re being taken 4granted

  6. Teachers watch out if RB wins ther will be strikes again when he fails to fullfill his promises seemingly he can only do it if you like him or else moto what a load of crap. vote PF man of action and see the difference.

  7. Awe Bamunofu!! Twalimishiba, you are corrupt. We will receive all the allowances and fertiliser and then Vote PF. You cant see in the polling Booth ( John Cena weboooo. Why vote for you over allowances when infact cash is mine alaaaa. Pabwatoooooooooo

  8. It would be immoral for Teachers to vote for Rupiah Banda for the sake of getting the housing allowance. Teachers need to examine all presidential candidates and find out who is the best to rule the country, and not to be enticed by the Housing allowance Munkombwe (who is looking for a position in the government of Rupiah Banda)is talking about. Teachers are mature and intelligent enough to judge who is the best candidate and need not listen to an advice from a Mr. Munkombwe.

But really does Daniel Munkombwe in all his judgement, think he is better at determining the right candidate than all Teachers put together? What insight does Munkombwe have that would make Teachers admire so as to fo

  9. Since MMD has not paid teachers their allowances since 2006, under what conditions will MMD under RB, be able to pay? Is it not the same MMD that failed to pay? Will these housing allowances be a ‘BROWN ENVILOPE’ or is the ‘LEGAL RIGHT’ of teachers? PLEASE Ba RB be serious, or is that your old age is making your mind fussy, you can not think and reason properly? DONT HOLD THE NATION BY THE THROAT THROUGH WHAT THE RIGHTS”

  10. Madness!!!!! i wish i was voting! they shud be paid regardless.I supported mmd and Levy M. but this is just low! he’s not even ashamed that his men wanted to increase thier salaries.Wats wrong with our politics,it’s tym 4 a change…(IT’S A SHAME THAT THERE’S NOT MUCH TO CHOOSE FROM!)

  12. This Goverment has also failed the Ministry of Agriculture. Lets vote them out. Viva Pf. Enough is enough

  13. Why Should it take an election period to have the grievances of the underpayed and overworked teachers brought to light. This government must be serious ,they just cant tell us now ,that teachers have to wait till MMD is voted back into power to have their issues resolved. No wonder we need ba cobra to clear up this mess.Viva Pf

  14. R.B do you know that dignity is the last possession of the conquered, please save your dignity before you lose it as well.

The writing is on the wall, you are out,Sata in!

  15. Leadership lets test this

‘avoid conlict in form of quarrels and arguments, you simply dont have the time’.’INTHE OUTMATE MEASURE OF A MAN IS NOT WHERE HE STANDS IN MOMENTS OF COMFORT, POWER AND CONVENIENCE, BUT WHERE HE STANDS IN TIMES OF CHALLENGE AND CONTROVERSY’. ‘A MATCH STICK HAS A HEAD, BUT DOES NOT HAVE HAVE A BRAIN’. ‘ THE REALLY GREAT MAN IS THE MAN WHO MAKES EVERY OTHER MAN FEEL GREAT’. ‘ LETS LEARN TO SEE A DOOR WHERE OTHERS SEE A WALL. ZAMBIA LETS WAKE UP AND DO THE RIGHT THINK LOOK AT THESE LITTLE PROVERBS AND DO THE RIGHT THING FOR MOTHER ZAMBIA. TO ME RB IS VERY FOCUSED AND WILL LEAD THIS COUNTRY TO PROSPERITY AND NOT MANAGE US THEIR.

LETS ALLOW HIM TO LEAD US TO OUR DESTINE. DEVELOPMENT IS A JOURNEY AND YOU WALK THROUGH IT NOT BY ACCIDENT OR IMPRESS KAPONYAS OR TRIBES. 19. Its very very immoral to let old men that need to rest to contest for presidency!these chaps need to farm and feed the nation!!Munkombwe, you are one of them…these shikulus are your colleagues!RB and Satana!viva HH!!!

  20. #31 Your ambiguous message is not only is full of spelling errors but it reveals a very sordid conscience centered on materialism. You have obviously never lived among the Bembas, otherwise you would know that they have the heart and mind it takes to unite and rule the people of Zambia.

  21. I think politicians should be made to swear under oath so that any promises they make to the citizens when campaigning should be held against them when elected. It should be punishable for politicians if they knowingly mislead the public in order to get elected. It should be charged as fraud!!! The other day it was Sata, Yesterday it was HH, today it’s RB!!! come on……

  22. @#12 well said! That crap in the name of Daniel Munkombwe thinks teachers can stoop so low as him. Come to think of it a man of his age kneeling down for an ACTING president who is infact a nominated MP. In his dreams he thinks Shrek will get it easily as RP. No ways! Abantu balisukilapo nomba. They vote on merit. MMD has lost sits to the opposition and the opposition have lost sits to MMD. All this has happened on merit. We stopped voting on party, tribal and regional lines. We want people that can deliver. Not “Shrekish” people that will doze a month off like they are on valium 5 injections. They start dozing on 1st and wake up on each monthend just to get their pay and then doze off again.

  23. People of southern province, you can not suffer because of Munkombwe’s job. Vote for the right candidate for yourselves. Viva Mr Right candidate. The end of mmd is the end o Mr Munkombwe mind you he is just an appointed southern province minister, no consitituency.

  24. @#40 Shrek says there will be no state function at No:1 Independence Avenue because he is busy campaignining and fears that he might be left behind in touching the places he hasnt gone to yet.

So tomorrow it all ends after the laying of wreaths and Freedom statue. Thereafter mulipolopela no kwendamo.

  25. Viva Zambia! Happy Independence Anniversary, and may the best man win! Let MMD give us a break. Their time is up. Kuya bebele!!!

  26. why do we have to vote for them so that they do the work they were elected for in the first place.See we don’t have to vote for them cause they are not doing there
work, first and foremost they say vote for us so that this becomes better and when they get in power they forget about us.It is high time we sit down and reflect on our leaders.

  27. Voting for ndani to get chani ?This guys are indeed danderheads .How can you put conditions on somebodys money ?This teachers need to get paid whether with MMD or PF in power it is their money it is them that sweated for it.Good night, have good dreams like being on a boat cruise.Viva PF

  28. WHO IS MMD? THESE SAME CHAPS PRETENDING TO BE OPPOSITION WERE MMD UNTIL 2001. THEY FAILED THE COUNTRY, TODAY THEY CONDEMN THE MESS THEY LEFT. THEY STARTED TRIBALISM IN 1997, REMEMBER TRIBALISM STARTED IN 1997 THEN SOMEONE WAS WRITING GRZ LETTERS IN A LANGUAGE I WON’T NAME. WE SHALL SEE, WE SHALL SPLIT THE VOTES. LET THEM JUDGE MMD AFTER 2002. INE NI HH HH CHABE. FORWARD ZAMBIA. HH HH HERE I COME!

  29. This is bad and ECZ should do something. The playing field is not leveled coz MMD is using every govt resource available to win our votes. However God will help us guy PAAAAAAAAAABWWWWWWWWWWWWWAAAAAAAAATOOOOOOOOOOOOOOOOOOOOOO

  30. No, you people. Now Toadface is putting everyone on hold until he gets voted in. Why should we give MMD another mandate when they’ve already failed under the current one? Sounds like ransom to me.

  42. Zambia’s 1st president was named “DAVID” The 2nd was “JACOB” The 3rd was “LEVY” All these three names came from the bible, now tell me which book, chapter or verse where you can find such names like “RUPIAH” ,HAAKAINDE or GODFREY? Come on people “THE GREAT ANGEL IS MICHEAL” Vote wisely its 30th October. He is 4th.

  43. If this is true, ECZ must censor Munkombwe and RB becoz this is vote buying at its worst. Why shud teachers vote for RB in order to get their deserved housing allowances? Its these uncaring people who never really understand zambias “educational malnutrition” to speak irrelevant stuff. Also saying we are headed for perils if sata comes into office, this munkombwe shud be given a 24hr ultimatum for alarming the citizenry. We are tired of these daylight robbers. Shud we be getting good allowance promises every time there is an election? May be thats why God is judging these thieves by meting death on them.

  44. LT. You should copy the Have Your Say format where comments are queued and moderated before they are published than just eating the comment without notice. mwaba aka mutwe

  45. #31, bushe Lubinda mu Bemba nangu ni za yellow? I thot Lubinda is from Western province. Guy Scot uko ku scotland. So who is a tribalist? This time i boat has penetrated western and Northwestern provinces which were not campaigned last time due to the selfish Saki. Such liers like Saki are a waste of time. He was a man of a sound mind in the mid 90’s, not ino inshita. Anso Saki alechepa umubili ninshi?

  46. IAM HEADING TO LUAPULA TO REINFORCE RB…..TO RIG 4 RB

COME JOIN ME….HA HA HA HA

    SATA …NOT IN MY LIFETIME

    LUAPULA VOTE FOR RB

  47. If PF supporters were honest enough, they would start accepting the fact that MMD has already won. It is very clear, without a shadow of doubt, MMD has won these elections.

  48. Konichiwa Che Guevara! ogenki desuka?

But Rupee Bandit (RB) is ugly, eheeeee. Just see how even an entire chief looks scared of akulu mphuno.

And who is that one in the background? Is it Ronald Benza (RB)? Oh! I meant Ronald Penza.

  49. Countdown: 5 days 5 hours 50 minutes remaining and we are counting.

Vote for HH for a real ray of Chnage and Hope that all Zambians can believe and trust in. vote for your children’s future. Vote for economic independence

To this end, I ask RBB and MMD to quickly endorse HH for Zambian President. Munkombwe was quoted as saying the Sata may win if MMD makes a single or simple mistake. So, MMD stand up for what is right. It is not too late for RBB to infrom the Nation through ZNBC TV and radio with Times of Zambia together with Zambia Daily Mail that let all vote for HH.

May you all Zambians have a great weekend. I am leaving for a SABBATH recess. Thank you all for you support.
