Draft national anti-corruption policy in place – Dr. kanganja

SECRETARY to the Cabinet Dr Joshua Kanganja says government through the the Anti-Corruption Commission (ACC) has developed a draft National Anti Corruption Policy and Strategy aimed at harmonising and coordinating efforts in the fight against corruption.

Dr Kanganja disclosed that one of the key elements of the policy was that of institutionalising the prevention of corruption adding that this called for individual institutions to develop and implement corruption prevention mechanisms.

He said while investigations and prosecutions would continue, it was better to prevent corruption in the first place because investigation and prosecution was not easy given the nature of the crime.

The Secretary to the Cabinet was speaking in Livingstone today when he swore in 22 integrity committee members drawn from the Judiciary, Kitwe City Council, Livingstone City Council, Zambia Police, Immigration department, National Registration and Pssports and the Ministry of Lands.

Dr Kanganja said he was confident that the draft National Anti Corruption Policy would be approved before the end of this year as it was just pending approval by Cabinet.

He said the policy was meant to remove opportunities for corruption and ultimately improve service delivery in public institutions.

Dr Kanganja noted that the concept of institutionalisation of corruption prevention through integrity committees was not unique to Zambia as there were other jurisdictions around the world who had similar arrangements in place.

He said although the National Anti-Corruption Policy has not yet been approved, the government gave a go ahead for the implementation of the institutionalisation of corruption prevention through the formation of integrity committees.

He said this is because of the importance government attaches to the need for improved service delivery in public insitutions.

Dr Kanganja observed that during the FNDP , government will have to undertake a number of policies and key reforms in the area of transparency and accountability adding that some of the issues to be addressed through the ACC would include the revision of the ACC legislation so as to strengthen it and bring it in line with internationally accepted best practices.

He said the other issues included the placing of the emphasis on prevention of corruption and related malpractices in public and private institutions and to institutionalise corruption prevention in both public and private institutions.

Dr Kanganja called on the newly sworn members to spearhead and facilitate the process of preventing corruption in their respective organisations and providing information on what the integrity committee would accomplish in their organisations.

Speaking earlier, ACC Acting Director General Mrs Rosewin Wandi said the commission stands ready to work with government and all stakeholders in both private and public institutions to see to it that the government’s goal of enhancing governance and service delivery through integrity committees is achieved.

  2. What policy ..this is all useless. Just improve govt efficiency and corruption will be cut in half. As long as it take one year to get a passport through proper channels, corruption will still be there. As long at it takes 5 years to get a simple title deed through normal channels corruption will always be there. As long as the govt charges high & unreasonable fees corruption will always be there. People always find ways to beat the system. So just improve systems to the point of making corruption not worth it. Who would want to corrupt a passport officer if I can get my passport in a day through normal channels. These are the issues who should work on and not this policy nonsense.

  22. We already have enough laws on corruption but as long as we have corrupt people in government, policies will be utter rubbish. A good leader even without laws and policies will always stop corruption but he needs a civil service committed to fighting corrpution.

  23. #28, this is the problem with PF, too much of feeling big, lacking seriousness and unpredictable. Lubinda is playing down the need to form a pact because of pride and feeling big. Come 2011, if HH goes it alone and Sata loses, PF will be the first to blame HH for the lose and at the same time blame rigging. Mr Lubinda is indirectly suggesting that the pact is not possible. So be it, but let PF and Sata not cry foul when they lose for the fourth time.

Thanks northwestern. just wait, our practice in MMD is that the one who delivers an entire province gets the VIP position, there are a lot of capable men in Zambia from every province but only one is required at any given time and this is the criteria that seperates them. so in this case the vip will come from one of the following provinces N/western, Western and Central. The MMD might just honor you with a VIP this time around and then a presdo in 2011 or 2016. We want to move the copperbelt to that Area now our copper on CB has gone too Dip and if price remains down then it will be economically unviable.

  26. #15 I wish you read yesterday’s Post about Lukuku the one who revealed about the K 15 M. The guy is pondering seeking assylum in some embassies because he feels he is being persecuted. He was thrown into the cells for owing some people and concidentally Cosmo Mumba was found at the place where he was arrested, Lusaka Hotel.

    Me I thought when you owe some one some money the agrieved person takes the matter to court (Civil Case) and not being arrested and thrown in the cells. It was well organised accordding to the report because immediately the guy was thrown in the cells ZNBC, Muvi TV and other reporters were at the schene (woodlands police station).

    SITET = Special Investigation Team for Economy and Trade.

    It was shut down by Chiluba. During my time at State House, SITET was headed by a specialist seconded by the British Scotland Yard, and it was very effective – so I was told!

  41. It is often forgoten that corruption is a 2 way process. For every one corrupted there is a corruptor. Most corruption does not involve money at all but just favours. I went into a bank on Cairo road in July last year. We all had to queue. But some chaps walked in with smug faces straight to the counter and woosh! served and on their way out! On another occasion I was booked for speeding over the two wires the police surreptitiously place on the road. I went to the station to pay K60,000. At same time a PS was also caught. Guess what? They let him off but seeing how unfair it would be, they let me off too! No money exchanged hands but it’s corruption!

They should come up with policies that are aimed at improving standards of living for all Zambians and no just a minority; and corruption will be a thing of the past. The gov’t; should adopt the idea that has helped reduce corruption in Tanzania by almost 80 percent i.e. make every eligiable citizen an anti corruption member/officer. Therefore those that wish to be corrupt will not know who is really corrupt and who is not. Simple but VERY effective.

  47. Hey, does anyone remember the late Kebby Musokotwane? He reported a Greek chap to the authorities for attempting to corrupt him with a gift. The Greek man in his defence said, ‘It is normal for people in Greece to give gifts.’ I cannot remember how that case ended. Fora long time now and I have not heard of anyone in authority reporting an attempted bribery. It has now become ‘normal’ in Zambia to give and receive unsolicited gifts. If someone is given a ‘brown’ envelope surely the question to ask is ‘Why is this person giving me this?’ There is nothing for nothing. Someday, you will pay.

  53. #33, are you sure you have not heard of Dr. Kanganja? Are you an educated Zambian? Dr. Kanganja has a well earned doctorate in Law. He was a lecturer at UNZA for many years and am sure those of you that have been associated with Zambian education in one way or another would know Dr. Kanganja. The only one with a useless doctorate is Chiluba because the crook has not formal education of any form. As for the KK and the late LPM, they deservetheir honours because they have renowned track records of professionalism. Chiluba is just a useless thief.

    Personally, I believe each and every individual has potential to exile in school and this is why I am on record recommending that Micheal Sata should sit for Grade 7, 9 and 12 exams for I think he can pass.

    It is all about utilising your opportunity and this is perfect opportunity for SATA because the MMD GRZ is offering free education upto Grade 9 or 12.

    People are afraid and have been denied a future for a long time now. All Zambains need is a party in government that will show them that Zambia and Zambians are not poor. The UPND’s the epitome of this and its manifesto proves this fact.

  73. For all those UPND supporters patting themselves on the back for “preventing Sata from winning”, get real! The last time I checked UPNDs objective was TO WIN the election, not spoil it for Sata. The same goes of PF supporters who have the same train of thought regarding UPND. Instead of poking at each other, focus on why your candidates lost and try to find ways to overcome that in 2011, if your candidates decide to stand again. Stop trying to make it seem like you scored a victory when you actually lost.

  74. I agree, this Task Force ‘arrangement’ is not viable for the long term and we need to institutionalise the fight against corruption. Best way to do this is by implementing a well thought out policy and strengthening existing agencies like ACC, DEC. They should be adequately funded so as to attract quality prosecution talent. Current status quo is unsustainable with Nchito’s minting billions of donor funds with little to show for it!

  76. LT can you please dig deeper and give us some information regarding the new ZAMBIAN PASSPORT? Some of us in diaspora are going to be in deep trouble when our passports expire because it is taking too long (more than 4 months) to get our passports renewed, It is not possible to get a visa without a valid passport!! Can you please check with the passport office in Lusaka and find out what’s happening there?

Mr Mushili (Ndola Central): Madam Speaker, with the introduction of the new machines and centralisation of the issuing offices to Lusaka, Livingstone and Ndola, how will people be issued passports without being subjected to queuing up at the passport offices as this is what has caused a lot of corruption?

    Lieutenant-General Shikapwasha: Madam Speaker, queuing up will be eradicated totally because the new equipment that we have put in place produces more than 1000 passports in 24 hours. Therefore, because of this new technology, there is no need for our people to queue up.

  78. Not a bad idea however, the national anti-corruption policy drafted in Zambia will definately be corrupt itself because at present Zambia is a world class corrupt country. From role models in the southern region to riggers. Check how the elections were rigged up. Outcomes of Zambian elections are always questionable.

    Any new anti-corruption faces on the block?

  79. AK #107, what rigging are you talking about? You PF chaps never cease to amaze! When you win, there’s no rigging, but when you marginally lose, then poor old VJ must have done something fishy? Get serious for once, Michael Chilufya Sata is NOT the claibre of leader we need to lead us into an ever complex global economy! Sata has lost elections 3 times in a row!, and come 2011, Zambians will hammer the final nail into the coffin!

  80. Vote Rigger (No.71): That Greek man who almost corrupted Kebby Musokotwane, apparently fled Zambia. That is perhaps why, that oval building along Kafue road, opposite the former chinese restaurant, is still incomplete. the last time I checked, he still had title deeds to that ugly building

  83. What a joke! Rupiah—the Septuagenarian— is just trying to pull wool over our eyes. All these old-aged politicians, most of whom must really have long been sent into pension by now, don’t care about the future of this country, as long as they are no longer there, when it’s time for them to go. If he cared so much about corruption in Zambia, there would be no way he’d associate himself with acquitted thieves like Chiluba. My estimation is that someone who can associate himself suspiciously like that has already KNOWINGLY abused office by now. These guys don’t care!

  84. Typically, his being an old man makes him think he’s too clever. But being that also makes him know that he’s dabbling with danger in doing what he’s doing! That’s why this “graft policy”, even if there are enough proclamations already. Laws are not just white elephants (on paper) but have to be applied (in reality). But maybe we Zambians will really be so asleep as to accept being duped till 2011, if the current reverse-course continues.
