Caine Mweemba, FTJ back salary increaases

Ruling MMD founding member Caine Mweemba has welcomed the proposed increased salary for office bearers and senior government office holders saying the move was positive as it  would help cushion inflationary trends in the country.

Speaking in an interview with ZANIS on Sunday, Mr Mweemba said it was only a normal trend that whenever civil servants are awarded a salary increase, it should also affect all top government office bearers including the President.

He took a swipe at Patriotic Front leader Micheal Sata for his continued attacks of President Rupiah Banda over the salaries saying he should stop window dressing over the matter as even his Vice President Guy Scott has appended his signature.

He has urged President Banda to go ahead and append his signature to the revised bill for increased office bearers salaries.

However, he suggested to the president to also increase student allowances for the University of Zambia (UNZA) and

the Copperbelt University (CBU) before awarding the incressed salaries to the politicians.

President Rupiah Banda, when as Acting President refused to append his signature to parliamentary bill for increased salaries of the executive and parliamentarians and sent back the to the house for revision.

Ruling MMD MPs and some opposition members ruled in favour of the 15 percent salary, a development that has not been well received in sections of society.

However, Chief government spokesperson Lieutenant General Ronnie Shikapwasha , during a press briefing on Saturday, advised Zambians to move away from the 15 percent salary increment for constitutional office bearers to allow government  to look at the problems  of the global economic crisis and its effects on the country.

And Second Republican President Frederick Chiluba also hailed the increase of salaries for office bearers saying it would help in their work.

Dr Chiluba told the media in an interview, Saturday, that government should however also increase civil servants’ salaries as well.

  1. The dwarf is celebrating coz he knows that when the salary is increased for the sitting president even his salary will also be increased. Chiluba should be the last person to talk about this topic, let reasonable people speak not this dwarf.

As for Titus Mpundu, I keep hoping to see some news that he has just disappeared into thin air.     That is a very serious matter and underdevelopment in nature.If that is happening in TZ,the probability of spreading to Zambia is almost one. This is for the simple reason that people living in Nakonde – Tuduma boarder shares the same cultural practices except for some few tribes.The chieftainess on the Zambia side always comes from Tanzania.

  35. I really detaste FTJ’s comment. He did so little to the walfare of 11 million Zambians. Fine he gave a Presido who really tried to bring sanity but the system that FTJ left is so rotten and short of long term developmental benefits rather has an immediate appetite. I think FTJ with all due respect must keep quiet and read the bible until he disappears from the map of zambia. UNZA students started suffering because of him.

    Whilst we can not stop this increament of salaries, I hope they do bear in mind that this will attract a price surge on most commodities thus sparking inflation. Its a cancerous approach I think. Let us all put on seat belts and suffer together with our leaders.

  46. I find it very intersting how a majority of people are supporting the salary increases for the MP’s and civil servants. Not that i don’t understand the poor working conditions for civil servants. For students it’s justifiable . Why can’t we look at sustainability and whether we even have that money. The number of Mp’s need to be reduced drastically to 1 or 2 per province and maybe looking into a position of a govenor. The civil service needs an overhaul to reflect merit performance oriented individuals who can transform the local councils and GRZ. That money needs to be channeled to Local investors so that they can create a lot of well paying jobs.

Those supporting the increments and are comparing them to ordinary Civil Servants should remember that the so called constitutional officers, especially MPs and Ministers, are on tax free salaries, enjoy such things as free fuel, interest free loans, free accomodation, house servants paid for by GRZ and above all, they are entitled to gratuity of over K500m every 5 years of which they pay themselves 50% mid-term and another 50% at the end of the term. And you compare them to civil servants, shame on you!!

    Urban:
    68% have access to clean drinking water
    29% have sanitary systems
    Rural:
    22% have access to “clean” water
    >10% have access to sanitary systems

    All this after 44yrs of so called indepedence and we have MPs and ministers from these areas. What service are you talking about?? They deserve incaceration, thats what they deserve NOT increments and hefty gratuities.

  73. #114, an “ordinary” MP, if there is such a thing, is entitled to an GRANT, though they call it a loan…it is interest free, they are also entitled to a monthly salary which is tax free. They are also entitled to allowances when Parliament in session, with free accomodation, meals, drinks and all..but above all, they are entitled to gratuity of which last time I checked, these guys were getting over K250m mid-term payment and are expected to get another K250m, which will now significantly increase with these increments. Thats your “ordinary” MP for you right there!

Things are bad yes but i dont people who are working for the people need to get peanuts… Did you know that those salary increaments account for less than 1% of govt revenue…Magande said that and was almost swallowed.     Mps are not accomodated in Government houses. When parliament is in session MPs outside lusaka stay at Parliament motel. An MP gets a net Salary of about K2.8 million after the statutory deductions.Most of this money is again deducted to service the vehicle loans. An Mp also gets a sitting allowance only when parliament is in session.

    An Mp is not entitled to a fuel allowance. Thus when the Mp visits his constituence he does so at his own cost. Mps from rural constituencies suck as chifunabuli or luangeni have to spend about K6MILLION on every return trip. These so called gratuities mostly end up in serving loans to cover the mps activities in there constituencies. In short an MP is expected to sort out funeral expenses, accomodation, food, school fees, medical fees for the constituents and all this money comes from an mps pocket.

    free airtime, per diem when you travel,paid for accomodation when you travel outside your host country..Point you cant add all those tghings to your salary. per diem for instance is only applicable when you travel. if you dont, then you dont get it. and interst free loans are not unique to MP’s. A lot of companies give those to their employees.

  84. #124 Golyati, an MP only resorts to using his money when he relises that he has not done enough for his people, he has initiated any income generating projects in his constituency and the day of reckoing is just around the corner!! Then he has to dig in his pockect and appease the people, however all that is unneccesary with time on your side…we have CDFs which with proper planning and commitment can go a long way in developing the rural, even the urban areas. I do not agree that an MP uses his resources to solve all problems in his area, they are too greedy for that!!

    You cant spend K6 million on one trip from a rural district in our country, infact the survey results have shown that almost all MPs are residing in urban areas with a few pretending to be in rural areas, in actual sence they spend more time in Lusaka with their mistress.
