The Lusaka City Council (LCC) has warned that it will shut down bars and night clubs whose owners and their employees allow underage minors to patronize their premises.

Council Public Relations Manager Chanda Makanta says there is need for proprietors of such premises to respect the law.

Mrs. Makanta told ZANIS in an interview in Lusaka today that the local authority would soon swing into action to inspect bars and night clubs in a bid to ensure that they are operating within the confines of the law.

She warned that bars and night clubs found guilty of entertaining underage clients would face the wrath of the law.

Mrs. Makanta said the council would not renew trading licenses of bars and night clubs contravening the law.

She urged bars and night cub proprietors to heed the timely warning from the council and operator within the confines of the law.

Mrs. Makanta also requested bar and night club owners to make sure that they open their premises at the stipulated time, in line with the law.

She further appealed to parents and guardians to ensure that their underage children do not venture into bars and night clubs.

The Council Public Relations Manager also appealed to members of the general public to report to the local authority bars and night clubs allowing underage patrons in their premises.

She pointed out that inspectors from the local authority are inadequate to effectively check the operations of the bars and night clubs.

Mrs. Makanta further observed that a lot of bars and night clubs have poor sanitation posing a risk of diseases.

  6. We have heard about this a million times but no action has been taken. Why do they have to announce instead of closing the bars because the owners of those businesses already know what is required of them? Talking, talking, no action, shame.

Most of these tarvens are actually owned by council employees. What can they tell us? Carry out a survey in Matero and you will be shocked just how many council employees are directors of such places.

    If Council is serious about closing bars, the should also visit the compounds like Ng’ombe where taverns or so called nite clubs chezela. If they close they open as early as 06hrs. If they close, they only do that once the beer runs out. Go there and talk about closing not just focusing on Kabwata. Shaaa!!

  10. Our govt is never serious with doing anything good for our country. They make me so sick. If they are serious this could have been done a long time ago.In U.A.E, you can never find anyone drunk and moving in the streets. If you are found drunk be it local or foreigner, the police arrest you immediatly and deal with you. Its worse for foreigners coz they depot you without wasting any time. These pipo are serious as far as mentaining order and law is concerned. Our govt is only concerned with inccreasing their own salaries and doing nothing to develop our nation. One day they will be punished, not all days are mondays

I think the civil society shud press the City Councils in all towns to ACT UP, otherwise there is always only going to be bla bla bla, we are the people who should make these coucillors sit up, in other words, we have faied to make these people do their work, for which we pay them a lot of money.

  14. Parents can do a lot in this area, raise your children with proper morals whilst they are young.

    show them the way to go. Encourage them with the spiritual things of God.

    Enjoyment, yes is the portion of the young, but they dont neccessarily have to be in beer halls and pervetive nite clubs. Churches have introduced youth meetings where they can interact and have sound friendships

    Parents help us, pastors alone cant manage.

In this case what do you expect??Some pipo drink beer to forget their misery and all the bad things in this world.Do blame the youths blame extended families as well

    Sorry to say but some of these Youth meetings have turned out to be “partners’ meetings” due to the nature of these unsupervised gatherings. We have seen cases of pregnancies and even defilment at such gatherings. And you know what, even Pastors have been caught pants down at such meetings.
    I agree that this is a job which requires everyones’ participation.

  17. The number of bars is on par with the number of churches in Zambia. Every corner you turn to there is either a bar or a church. Yet we still have problems regarding under-age alchol abuse. ‘Binge drinking’ is and will always be problematic but introducing measures that can stop ‘Mwaices’ from entering bars/night clubs is not rocket science. This will however, only help solve the problem partially. Where does family fit in i.e. parents/guardians etc. What role does the church play in this one? Churches can help advocate such issues from the moral point of view to help establish a just society. Does it have to be Govt. doings all the time? 😮

  20. It is a pity that a lot of sad and negative stories have been written about Zambia and Zambian in particular. Honestly, this country is blessed with good climate and inteligent people. Believe me or not we are actualy blessed.We should be hard working. No one will develop this country. be harBut the question is why are we always behind in everything.

  21. LCC will continue issuing these threats and not do anything. The bar owners know that once shut the next moment they will be open as long as bucks exchanges hands and some lame excuse given.
    This is all due to weak laws usually implemented in zambia.
    On one side even where the law is strong, individuals will violate it with impunity knowing the implementers are easy to bribe and coerce into bending laws. This is one case of being caught in the whirlwind. The circle is vicious. But as soon as laws start to make examples of certain individuals, sanity will be the order of the day. As for now our laws are just paper tigers.

    I was the other day suprised as to how it is difficult to have some quality time with ones family, meaning my wife and children included. Much as i and my wife drink we got suprised how difficult it is to find a place catering for children fun without alcohol being on sale. I stay on the copperbelt in Ndola and wanted to take my children out for fun and ensure there was not any alcohol, to my suprise i could not get such a place. All places with good play parks have but alcohol on sale. Where are the district councils in zambia and what are they there for. Collecting rate and just coming on Tv threatening to shut this and that bars. I AGREE WE NEED CHILD FREINDLY PARKS, CHEWE

  23. dont blame bar owners its a way of making profits,i also run a bar in kapiri mposhi,i can not make profits without teenage girls cos they bring a lot of customers like truck drivers,even the council benefit cos we pay them,

    Big bite is a night club in Kabwe which has been operating at an almost open air space on 24 hours basis with the full knowledge and blessings of the council.Residents who are within the raduis of about 2km are always disturbed with the loud muzic from this place.The place is a bus but it is turned into a night club after 20 hours,and buses coming after that usually end up packing literaly in the middle of the road.I don`t know if the council is waiting for residents to take law in their on hands

  26. The Council should be closed down themselves for failing to act on this issue time and again! The are just full of hot air giving warnings without action. we are fed up. Nowonder they are lowly paid cause they dont function. They should shut down without warning.Dont they do inspections first before issuing licenses?? Too corrupt I guess!!!They accept bribes and look the other way!!!

  27. You need niteclubs and bars to avoid people turning their homes in shabins! When alcohol is sold to strangers in private homes, the children who lives in those homes are exposed to sexual abuse by drunk men who stagger around their home carelessly. These days certain church members sell Mosi, Shake shake, Dobo..etc, in their homes to improve the ration money.

  30. Bwana Teta u are at the helm of local govt ministry. I personally want to see the development you always sing about by the MMD dealership. From 1991, so many pipo have lost their lives to cholera & its still on-going. Cholera is actually seasonal and yet you fail to eradicate it. What more the clubs and bars? These serve as pipo’s source of livelihood and enetertainment. This gonna end as one of the many political rhetoric we have listened to for the umptenth time.
    ACTION IS WHAT WE NEED TO SEE CHANGE. Get to work!!!

  31. The problem of “Kids” patronising bars is the same old one for the past 10 yrs.The pblem is deep rooted. It depicts the moral decay of the zambian society and generally speaking, emanating from the economic hardships the Zambian populace is going thru. How do u expect a retrenched miner with six “beutiful” daugters to survive. His main solution is to let them indulge in immoral acts for livelihood.Infact most families survive throgh the same.The LCC should think thru tahn just act on impulse.
