Reference is made to minute ZM/5/1 dated 10th December,2008 on the above subject matter.

You will recall,Your Excellency, that on 18th Novenmer, 2008 you requested for urgent financial support for the same student and attached a medical report. The bill on the medical report amounted to about US$ 19000. While the request was still in process, a new request to purchase the ticket for Mr.Kabwe was made.

Since the later was a better option and easier to handle, we procured the ticket and sent it through your office.Unfortunately, the student has not traveled sighting complications of the operation and the related costs.

Apparently ,the University Teaching Hospital Management has responded to our request for professional advice on Mr.Cardson Kabwe, a student based in ST Petersburg,Russia.The response is attached herewith for your information and onward transmission to the student.The support to Mr.Kabwe largely depends on the professional advice as reflected in the letter.

We would like to inform you that University Teaching Hospital does some open heart surgery but the waiting list is long.

It is rather difficult to give an opinion on a patient who has not been physically seen by ourselves.

Also be informed that even if the patient was to receive treatment in Russia, an adhoc committee on treatment abroad sitting will be necessary.

I feel his situation is an emergency, though i see that its only being talked about on LT. Surely how many people have access to internet in this country for a young man’s life to be dependant on it?

This is sad and heartless.The letter from the Busaries committee indicates that they felt it was “a better option and easier to handle ” to have an air ticket sent to Kabwe, than send money for his operation. honestly are these the leaders we have in power.Looking for the easy way out because they can’t be bothered saving a young doctors life?UTH has a long waiting list let the man be operated abroad.

  13. what Dr.Mwaba said is true about waiting lists. what i don’t know is if UTH does heart surgery.I remember the late Dr Nyendwa had a long list of heart patients waiting to go to RSA for valve replacement surgery.He could only take a few and the rest had to live with their condition.A lot of Zambians suffer from Rheumatic heart disease and other heart diseases so the waiting lists are long.Adhoc meetings are held to decide who gets treated and who doesn’t.Ofcourse if a 90year old and a 14year old have a heart disease you would pick the 14 yr old.Unfortunately nowadays if a 60yr politician and a 25 yr old medical student have a heart conditon.the politician will be picked.Shame on Zambia.

  20. Let me put a few things in perspective here, I studied in Moscow and before i joined my University, my good Zambian friend died of suspected pneumonia at a Moscow hospital. This situation is not new however dissapointing. I was a student leader there who argued on many occasions with the embassy and govt officials on issues such as allowances and Medical insurance. The thing is, there is no structure of action up to now of how a student in Russia should be treated by local hospitals, the Russian govt has made it clear that all students studying there should have medical insurance so that they can be treated without delay.Our officials have chosen a very beauracratic method of first,

  34. Its a disppointing thing that needs agent action, the guy will die, the govt will have blood on its hands. I have been in Russia, the guy now is glued to his bed, his friends need to attend classes, all alone in winter, without any hope, St. Petersburg is distance away from Moscow where a useless embassy is. These letters take long, and they guy will wait till they meet in Zambia, what a heartless society in the name of educating pipo. Sorry guys if i have sounded emtional, but i have been there. I urge the ministry of Education and health to act on this immediately or will start mentioning names on this blog. Suggesting flying the young man back to UTH to see him then send him to SA?

  35. I don’t know whether its the Russian govt or Russian Universities to blame. Here in China at least at this University where I am, the Chinese govt pays for the medical insurance for Scholarship students.

    My advise to the govt is that if the scholarship conditions are not good, they should stop sending our children there. Every year we hear of so many problems that Zambian students in Russia are going through and no one bothers to rectify them.

    **To me it seems the Embassy in Russia by making a second request when the first one was still being processed but all the same,the govt needs to sort this matter urgently.

    The embassy is to blame for the mess,it seems before the money for treatment could be processed in Zambia,they made a further request to buy ticket so that the student could instead go back to Zambia which was illogical if treatment could be done in Russia,it’s a waste of time & resources by first sending the student to Zambia then sending them back abroad.

I am interested as to how easy it is for the Adhoc Committee which oversees the sourcing of treatment outside zambia can sit and quickly resolve that VJ needs an ear operation in South Africa but not see it urgent that a heart patient needs to access treatment outside of zambia before they pass on.
    We need serious people to preside over our affairs, than these guys with the attitude of, “let us benefit first before others”.

  60. It is important for students and indeed any other person in diaspora to have private medical insurance. It doesn’t matter whether you are in the UK or some other developed country, the waiting lists are usually long.

    This is the most sad reading I have ever read concerning the way our 17 year old GRZ works. The Chief Justice got sick and in less than one week he was evacuated for treatment in South Africa. Cardson Kabwe, a brialliant young GRZ sponsored Zambian I personally spoke to yesterevening, has been sick for 4 months now,in a foreign country Russia for that matter,and no one from GRZ seems to be serious concerned about the urgence needed to treat him.

As the St. Petersburg Student Union Vise President(though not operating in that capacity)would like to comfirm personally that the whole issue has not been faked in anyway. I personally had a brief talk with the patient and had a look at the documents. This issue needs agent attention.
    It is not wise for those who have less knowledge on the issue to be giving unfruitful coments.   80. The student should come to Zambia and follow government channels for seeling treatment. The Zambian mission in Russia can not consent for him to go for an operation. He should come home and have to deal with his request in Zambia.

THE INFORMATION WHICH MR KABWE SENT TO US THRU EMAIL IS NOT CORRESPONIDNG WITH WHAT THE EMBASSY WROTE TO THE BURSARIES COMMITTEE OF ZAMBIA.MR KABWE TOLD US THAT THE OPERATION REQUIRES $15000,BUT AS YOU CAN SEE ON THE LETTER WHICH THE ZAMBIAN EMBASSY WROTE TO THE BURSARIES COMMITTEE,IT WAS REQUESTING FOR $19000.WHERE IS THE EXTRA $4000 MEANT TO GO????

    COULD WE BE TOLD THE REAL AMOUNT SO THAT WE KNOW HOW TO HELP.

  82. #140. My kabwe presented his problem to Embassy 3 months ago, the amount was in Russian Rubles and this tym ruble has fallen to abt 35% against USD. thats the reason y the figures are different, but in rubles the figure is the same. hope u understand this?

  83. the people working from the russian embassy should show some seriousness in handling matters,they requested for the money from the bazaries and while the govnm was settling the matter they asked for an air ticket,and the bazaries sent ,
    they also miss infomed Mr Kabwe that its the govnment which said he must go back home.i dont undastand what type of leaders we are having nowadays.lets try to be polite in facing some matters that deals with life.

  85. Mr.President if you are reading this blog these steps needs to be undertaken 1. The Secretary to the Bursaries needs to be fired with immediate effect 2.Kabwe needs to receive the money for surgery with 48 hrs. These students were supposed to have left Zambia with life and health insurance.Stop embarrassing us and do your job.

    please do not respond to some of these lowlifers,they think everyone is cut from the same cloth.

    they respect wealth so much hence the reluctance to accept this situation,despite all the proof provided by you with assistance from LT.

    we might come in later but the road is long and resources will have to there when our friend is recuperating.

    P.S. some people don’t worry about spending money on things which are of loww priority but are stiff handed to give to help.

  89. Surely gov’t should pay the medical fees to have the poor student operated on. It only goes to show that our gov’t has no concern for its ordinary citizens. Just the other day we heard Chief Justice was taken to RSA to be operated on for a heart condition. I wonder how long it took to debate his evacuation. Does it mean some lives are more worthy than others? Shame on u fellas at Bursaries!May God be with our countryman, Kabwe.

  90. can someone give him some warm water with cayenne paper good for the heart twice a day ,garlic daily .Parasite clease and juice some green vegs no sugar no salt no nishima . etc he will be good.

  91. His scholarship should cover medical insurance.. Insurance will meet his treatment expenses.. I don’t think it is worthwhile to fly him home while in poor health. Let him get treated where he is.

  93. If the Bursaries & GRZ CAN NOT help our BROTHER in RUSSIA, let the Bursaries CUT $200(1 month top allowance) from the $800(4 months). We can live on bread & water &PRAYERS for ONE MONTH, and our fellow student(KABWE) can live his LIFE! GRZ has over 100 students worldwide. $200 X 100 is $20 000, enough to help even during his recovery period…. FELLOW GRZ student, lets just inform the Bursaries to cut from allowance and channel the monies to RUSSIA…
