Extend theft probe to ministers, civil servants – Pande

Minister of Foreign Affairs Kabinga Pande says the ongoing investigations into the K10 billion scandal at the Ministry of Health should be extended to other ministries and government departments.

And Mr. Pande has advised civil servants in the country to work hard and earn their money in a clean manner.

Mr. Pande, who is also Kasempa Member of Parliament, said investigations into the theft of public resources should be done on every civil servants and ministers.

“We should not get what does not belong to us. It does not only tarnish the image of an individual but even that of the ministries where these people belong to and even the country as a whole. So the investigations should be extended to every one, even ministers,” he said.

He said abuse of government and donor funds should not only be described as corrupt acts but be deemed to be theft of public resources.

He said for a rural Member of Parliament, the theft of public funds such as the one at the Ministry of Health, affects the delivery of health services to the poor people in rural areas.

Mr. Pande pointed out that stolen money and that which is earned through fraudulent means could not be enjoyed freely because the people who stole it fear to be arrested.

He said this in Kasempa yesterday where he is monitoring developmental projects.

Mr. Pande said the country should strive to utilise what it has to enhance developmental programmes in key sectors of the economy hence the need to stop theft of public funds.

He urged civil servants in his constituency not to get involved in such scams saying they should earn their money honestly if they are to spend it publicly.

He further pointed out that government is determined to fight corrupt activities in the country and called on every patriotic Zambian to get involved in curbing theft and corruption.

And Mr. Pande said his regular visits and monitoring of projects in his constituency has instilled a sense of responsibility in those tasked to implement projects in the district.

“My coming here quite often to monitor the implementation of projects has an impact because people are scared to misuse the money. Though I do not come here as a supervisor but to create an atmosphere where every one is free to discuss developmental issues,” he said.

Mr. Pande, who bragged about having the best civil servants in the country, however said the global economic crunch has an impact on some of the development projects.

He explained that Kasempa district, just like other districts in the country, has experienced some delay in the completion of some projects due to the global economic crunch.

The minister was however, quick to note that government is committed to ensure that the projected that were ongoing were completed.

And Senior Chief Kasempa said the monitoring of project implementation was a very good guard against misuse of funds.

The traditional leader, who said this when Mr. Pande paid a courtesy call on him at his palace, also said projects can only succeed when people are united.

He also called upon youths to work hand in hand with the older people in developing their communities.

  1. Pande recently told workers at the ministry of foreign to act as whistle-blowers. He is a clean man with nothing to hide. Knowing him personally, as I do most people in government, he is a very decent man who should be pushed to the presidency. Not fipompwe mushibila nsala, kuti fyakupoka nakali mwisaya fimukukulu fishetani. Fimoneni, nafilunshi filetata. Mwemmbwa mwe.

    But in the Ministry of foreign affairs thats where there are serious abuses of money.Remember Chulumandas issues in Mozambique when he was serving as ambassador there.The issue has been silent.I hope Ba Kabinga is not just talking.Year in year out Auditor generals report on the ministry of foreign affairs iliko bad.

  6. This is what we need to hear serious people saying. It’s very impressive coming from the minister, Mr Pande. People should have respect for resources and ordinary tax-paying civillians. Let civil servants make their earnings in an honest matter, let the law prevail and long live the custodians of the law.

  8. Even at ministry of mines there is heavy corruption where officers are corrupt so that they can issue mining licence to foreigners. If you see the type of structure officers are putting, you would be surprised. The next is foreign affaairs. But the problem is that their president RB seem not to get concerned.     You seem to be ignorant of the happenings in Zambia. Before this scandal was uncovered, the Head of State (RB) ordered an audit of all govt ministries.

    What brought you to the conclusion that RB is not concerned?

  12. Theft clearly tarnishes the image of the thieving individual, his community and the nation at large. These thieves think they are smart by stealing money in a clever way and altering records. The book keepers in these departments have either been intimidated and forced into these acts, or they were implicit in their actions. All the same, in the end it all comes out and they leave their families to fend for themselves when the law deals with them.
    In future the big guns at the top should think twice before stealing any amount of funding. Mr Pande’s minister friends should follow the lead and monitor the developmental projects they assign to their juniors.

  17. Did you hear what #22 has just said? Despite all voice of reason, RP Capital was awarded an illegal tender and has almost finished the Zamtel evaluation. My dictionary tells me that criticism is disapproval expressed by pointing out faults or shortcomings. We want things to be done correctly and properly. As long as we continue to see the country being directed in the negative, it is the duty of every responsible Zambian to point out the wrong.

  18. The Zambian WatchDog is reporting that PS Simon Miti has been picked by police and that investigations have been extended to some ‘FORMER FIRST LADY, any one in mind?

  19. For more than three days now, authorities have been talking about a number of officers having been suspended. One newspaper has the distinction of having inside information and indeed breaking it to the public, especially if it is corruption related. We would apprciate if this paper could reveal the identities of these officers. Why a m I puzzled by this paper’s quiteneness – reporting only the official versions ‘which is usually stale as the paper’s stories are usually 2 days behind ‘

  22. President Banda must just ask for a list of Companies that supply goods and services to govt Ministries and the ownership will easily be traced to Ministers and Civil Servants and action can be taken. This is easy to do!

  23. I think these probes should be extended to Ministry of Finance and National Planning. Because there you will find that some departments could even have a budget bigger than what a district is allocated, even a Minsitry’s in some cases. Having said that, who looks into the activities at the Auditor Generals office? Who probeth the prober?

    After caging them, their cells should be run like an open Zoo. The culprits should all be paraded every morning so that all Zambians can be going over to view them and give them daily tongue lashings

As I have done many times before without any successful challenge, I will ask again: Name me just ONE institution in Zambia, from State house down to the smallest Ministerial unit or department that is not rotten to the core with corruption? Government, defense and security services, judiciary, legislature, and now, yes, even so called “churches” are steeped deep in corruption it’s enough to bring tears to a fish. I rest my case.

  28. # 17. You are lying. RB did not order this audit. A bit of history about this issue. On April 5, 2007 it was reported that AG Anna Chifungula had differed the previous day with MoH PS Dr Simon Miti over accountability in the ministry when the two appeared before the PAC. The difference occurred when Dr Miti disputed most of observations of financial irregularities in the Auditor General’s report and tried to defend the alleged financial misappropriations in his ministry.

    Chifungula, on the other hand, maintained that accountability in the Ministry of Health left much to be desired and that Dr Miti did not always co-operate with her office in answering audit queries and providing the necessary documentation. Dr Miti disputed this and clearly, Chifungula was not amused.

    That’s how the PAC resolved to invite Secretary to the Cabinet Dr Joshua Kanganja to intervene in these misunderstandings between Chifungula and Miti. All this happened before members of the press. And this incident was widely covered in the national media.

    Dr Miti welcomed the PAC’s decision because the relationship between his office and that of Chifungula was not good and he did not want to “wash dirty linen in public”.

    On the other hand, Chifungula maintained that there is nothing personal or private between herself and Dr Miti. All she was interested in was for Dr Miti to answer to her audit queries. She said the issue of washing dirty linen in public should not arise because that is her duty if public funds are to be protected.

  30. Here we are talking about public funds, The media asked if the public was entitled to know how this difference between Chifungula and Dr Miti was to be resolved? Why should Kanganja be heard in camera when the issues he was clarifying were already in public domain?

    Why should this be the case when the Auditor General has said there is nothing personal or private and that her duty is to wash dirty linen in public in order to protect public resources? Where is the transparency? Remember the $24 Million dollar issue about some drugs?

Lusaka Times has been compromised by Jere from state ,” blogger haven’t you noticed that they are reporting more on government happenings and what the MMD are thinking about issues ,” when they started they were very objective and impartial . if you have noticed of late they are quick to release state house press statement and quick cover to Ronnie , Teta and Mike . I’m surprised LT has not even reported that the SCAM AT MOH is now standing at K27billion. Long live the post newspaper and Zambian watchdog. There are unprecedented huge sums of money that is riped off that country every minute. Remember, Mwanawasa, at one point revealed that some very high figures that disapeared at Ministry of Finance….
