Former First Lady Maureen Mwanawasa says the prerogative to hire and fire senior government officials lies in the Republican President.

Commenting on the reappointment of Former Communications and Transport Minister Dora Siliya as Education Minister, Mrs Mwanawasa said it was not up to the Zambian People to decide who should be appointed as Minister but the President.

Mrs. Mwanawasa in an Interview with ZANIS in Kitwe today that the most important thing was for Ms Siliya to humble herself and seek the forgiveness of the Zambian people.

She said Ms Siliya must stand up after falling and continue delivering to the Zambian people with honour and dignity.

“For me what is important when you fall is to stand up and continue to contribute to economic development.” said the former First Lady.

Sections of society had received the reappointment of Ms siliya as education Minister with mixed feelings .

Ms. Siliya was cleared of any wrong doing by the High Court following her decision to seek judicial review against the Dennis Chirwa tribunal that found her guilty of having breached the republican constitution.[quote]

This was over the awarding of a Contract to RP Capitals valuate Zambia Telecommunications Company Assets.

Mrs. Mwanawasa has challenged Government to remunerate the striking Zambian workers for what they are worth.

Mrs. Mwanawasa said the cries of the Zambian public workers were genuine hence the need for Government to hear to their cries.

Mrs Mwanawasa said their was need for a broad based policy that would provide for economic sustainable salary packages for the public workers.

She said the Nurses were not refusing to go back to work but what they wanted was some one to give them hope and assurances that their problems would be resolved as their case was an emergency.

“The civil servant wants dialogue with government, they want government to listen and provide answers to their plight” said Maureen.

The former first lady added that Government must look outside box and the profits being made by semi parastatal Companies to help cushion the challenges being faced by the economy at the moment.

She also called for the reorganisation of the ministry of finance to make it more relevant to the current economic needs being faced by the Country.

She observed that time has come for Government to create more wealth for its citizens currently wallowing in high poverty through adding value to the abundant natural resources.

Mrs. Mwanawasa has advised Politicians to concentrate on addressing the high Poverty levels in the Country instead of politicking over 2011 Presidential and Parliamentary Elections.

She said the Zambian people at the moment want to hear about solutions to the high poverty levels instead of who should stand or not in the 2011 elections.

The former First Lady was in Kitwe to grace the graduation ceremony of 11 women at the Baptist Church in Kwacha Township.

The issue is not on the powers of Shrek to appoint ministers.. the issue is the idea of re appointing a law breaker back into cabinet..Dora was found with 8 breaches by the tribunal..That puny judge musonda to borrow Sata’s words cleared her on only of one breach and leaving the 7 intact! Surely if you don’t like that the fact that the president has to choose why don’t you siphon your energy into changing the law. The president has the power to choose because he has been mandated that power and that won’t change with blog outcrys or mummerings. If you want to change the system tell your MP’s in the legislature to change the system to the Us system where the president nominates and the senate has to agree with the appointments before them being final. I don’t blame RB sometimes I think a nation never gets a leader they want they get a leader they deserve.

  22. Yes, the powers are vested in the president BUT don’t forget that the president is elected by THE PEOPLE and he should therefore act in the interest of the masses and not fulfill individual wishes.
    A president ought to use the powers vested in him responsibly, with mutual respect to the people, caring for them and showing genuine appreciation for their good deeds. Is our president doing this? I regret to confess that our president does not inspire me in any way at the momment.

The AG by nature of his capacity is under the executive powers and as such cant not be independent from the executive positions. If the AG was not convinced about Dora’s position, he should have made his misgivings known to his appointing Authourity, the Presdent. If even upon confering with the president his position was to to his principle position, his best option was to resign on ‘principle grounds, which grounds can be taken up by anybody so agrieved to pursue litigation agaisnt the govt. To put it simply and in terms of everyday life, if a lawyer decides to mistrust his client, he has the option of pulling out.

  58. But then, the AG, who is basically the the President’s lawyer decides to testify against his client. This is the essence of AG’s stance. He chose to misrepresent his client. The question is, whatwas the motivation to do so?
    Even without getting into the details as to whether a wrong was committed or not, the stance by the AG wa completly misleading to his client, in this case the Govt – Ulterior motives at play! How shocking it could be if lawyers had this habit concerning their clients! If a lawyer assesses that his client has committed a crim for which it would be irresponsible for him to be engaged, he has the option of pulling out. That is on principle. The AG stance to say the least was most misleading. Details will be most revealing to prove Dora’s innocence.

    Because, it would be just read the powers and implement anywhere, anytime and anyhow without reasoning.
    Wisdom and intelligence is measured by the capacity for a person to reason timely. That is why whoever disires the position of a leader has to sale his/her manifesto to the public before being elected.   75. I’m amazed by those on this blog suggesting that Rupiah should have sent Dora into the diplomatic service instead of sending her to the Ministry of Education. It is an insult to the few dedicated career diplomats we have left to have to suffer the indignity of criminals and the corrupt dumped on them. The Zambian Foreign Service is already chocked with criminals and party cadres as it is. And you are surprised why Zambia’s once highly respected international image has gone into the toilet! Criminals belong in prison; not in Zambian missions abroad. Which foreign country would respect Dora (or Rupiah for that matter), as a diplomat after what she has been through? May be Zimbabwe and Malawi; not The US.
