Government devises stringent measures to curb corruption

Government has put in place stringent mechanisms to curb corruption in the public service.

Secretary to Cabinet Joshua Kanganja said it has become necessary to put in such measures because government efforts to fight corruption were being frustrated by some unscrupulous public service workers who corruptly divert public resources for selfish personal gain.

Dr Kanganja was speaking in Lusaka today during a Zambia National Broadcasting Cooperation Television interview to mark the eve of the Africa Public Service Day, which falls tomorrow.

He said cabinet recently approved the Anti-Corruption Policy, which is aimed at enabling ministries and government departments to perform within the legal framework of government.

He said government was concerned with the way public resources were being mismanaged or misapplied, adding that it will soon put in place measures that scale up the formation of integrity committees in all parts of the country.

Dr. Kanganja disclosed that government was working out modalities that would establish a financial intelligence unit, with a view to addressing fraud and money laundering related activities.
He further disclosed that President Rupiah Banda would soon launch the Anti-Corruption Policy.

Meanwhile, Dr. Kanganja has urged civil servants in the country to be non-partisan in order for them to effectively implement government policies.

Dr. Kanganja said there is need for civil servants to be loyal to the government of the day as government can only propel development if it received maximum support from the workers.

He further called on the public service workers to exhibit the highest sense of discipline in order to ensure that the public service delivered to the people was enhanced.

Dr. Kanganja said there was need for public service workers to change their mindset and poor working attitudes if they are to deliver quality services to the public.

The Secretary to Cabinet has since urged public service employees to be selfless and remain focused in order for them to contribute meaningfully and effectively to the development of the country.

So does this mean that at the moment ministries are above the law? In addition to streamlining the law as it relates to GRZ, Joshua should not be speaking like a preacher (“civil servant, thou shalt not do this and that”) instead he should be telling us about Process improvements he is implementing to assure us of better service delivery and help nip corruption in the bud.

  2. It is amazing to see how illiterate our top civil servants are about systems and how systems work. The most unfortunate part of all this saga is how they have politicised the civil service. Most of these PSs and directors have no clue about civil srvice procedures on anything from management to procurement. They are mostly party acdres left over from the corrupt Chiluba regime and now they have ntrenched corruption as a way of life. I cant imagine entire ministries purchasing computers and printers, sstationery and other consumables from brief case companies. What has happened to our usual bulk purchases from manuufactureers? Who owns these brief case companies that are given business by Ministries? RB knows this and teta knows, Mulongoti knows it but they all pretend. Bwafya sana.

  3. WOW! Fellow countrymen, the intelligence of the Zambian people is being insulted. Our current leadership really takes the zambian people for granted. We want to see thorough implemention of these policies. This is ridiculous. In fact its sickening! We demand RESULTS!!! Is that too much to ask?

  4. Dr Joshua L Kanganja is not very intelligent. Sometimes PhD is just an opportunity and Dr Kanganja has had those opportunities. May be senior civil servants share the spoils with him.

    Bra bra bra, its not enough to have internal control in place only, positive control environment is essential too. It’s easy to devise excellent controls which are useless if those in authorite are able to override them at will. So ba Kanganja being Phd holder you are expected to have an some brains between your eyes, infact in a well run government the current policy is enough to safeguard public money. Spare us stop the nonsense.
