Govt can’t be spending 50% of local revenue on 1% of the population-RB

President Rupiah Banda has explained that the 15 per cent salary increment for public service workers would affect this year’s gross domestic product (GDP).

In this year’s K10.6 trillion budget, parliament approved K5.1 trillion, which translates into 47.6 per cent of the budget, for personal emoluments.

President Banda said government had only budgeted for an 11 per cent salary increment for public service workers this year.

He said the 15 per cent salary increment was therefore above the 11 per cent that was budgeted for salary increments for civil servants this year.

Recently, the country experienced a spate of industrial unrest when public service workers around the country, mainly in the health and education sectors, demanded a salary increment and an increase in other allowances.

“The unions rejected the programmed salary increment of 11 per cent and settled for a minimum of 15 per cent increment which translated to 48.9 per cent of the K10.6 trillion domestic revenues,” he said.

He said this has pushed up the expenditure on personal emoluments from K5.1 trillion (47.6%) to K5.2 trillion, resulting into an increase of K145.3 billion over the prepared total budget.[quote]

Mr. Banda said this additional amount would have to be sourced by reducing expenditure and by suspending other programmes.

“This will negatively affect the implementation of other government programmes,” he said.

He further explained that the current wage bill means that 50 per cent of government domestic revenues are spent on one per cent of the population. The one per cent of the Zambia’s population is 170,000 people.

“As Zambians, we must take the decision as to whether spending half of the budget on this small number of people is right or justified,” he said.

He added that “If 50 per cent of the domestic revenues is spent on personal emoluments, how then do we provide other necessities, the social and economic infrastructure including roads, hospitals, schools and energy, defence and security, which are critical to economic growth and poverty reduction”.

President Banda appealed to the striking nurses and other health sector workers to return to work.

Nurses have refused to return to work until their demands for an increase in their uniform and night duty allowances and an introduction of risk allowance are paid.

“May I appeal to our workers to be sensitive to the economic reality that this country is facing. You may want to learn from other countries, such as Ireland where workers are taking salary cuts as a result of the global economic crisis,” he said.

He also cited the British Airways employees who have agreed to forego a month’s salary to help the company, as one other example Zambians should take.

“That is the kind of attitude we need to inculcate in our people, including myself as President and ministers,” he emphasized.

Meanwhile, President Banda has constituted a salaries and wages commission that would look into the current structure of the wages and salaries in the public sector,” he said.

He has appointed Professor Muyunda Mwanalushi as Chairperson of the Commission, whose other members would be announced in due course.

How much does this add upto? Can he comapre the cost of maintaining the 90+ non-functional ministers to the salaries and allowances for civil servants? This man must be senile. Pay your ministers a fixed sum and let them choose what car to drive, where to live and send their children to School . That will save Zambians trillions of kwacha in a year. Think and learn old man!!!

Good, but seriously look into: stopping the sending of sick senior GRZ people to South African for treatment as this trend makes us Zambians look useless and as failures — even when our good doctors trained in Zed are among the best in the whole world. This sad trend of sending people for specialist treatment to South Africa must end as we are only enriching our South African friends with our small resource monies.

    Sadly, the Holy Bible records that, “those who have more, more will be given unto them while those with little even the little they have will be taken away” a principle which seems to be working in the case of Zambia. So let us seek more and stop being dependents.

    1. Cut down on your travel and how many chola boys you bring with you. No one can do anything to you, you are not worth zit! so if you need to travel just go by yourself with a travel bag.

They are a productive sector which we can actually measure their results. Do not forget the hand that feeds you in this case do not forget the people who look after Z people in hospital. Imported S African and Chineese doctors are expensive. We should avoid brain drain in the health sector. This 1% should be built houses which they can live in. Within Britain, the English are “racist” to say the Welsh and Irish-reason the Irish do not associate themselves with Britain. In Zambia the simple tribes come in.   45. A challenge to the president: let him give us a ratio of senior civil servants and politicians in govt vis-a-vis ordinary civil servants. His analysis was quite simplistic. 50% revenue is about K6 trillion. Basic maths tells me that the 170,000 ordinary civil servants earn on average K5m each. Clearly this is not the case since most are earning about K1.5m each. The question tht arises then is, where is the rest of the money going? And the analysis you gave about Zamtel is the same at Zesco. So why are we rushing to increase tarrifs when the solution is making Zesco more efficient.

    It is much more than a credit crunch. The housing and consumer goods markets in the US have collapsed. The waiting really is for other bubbles to burst – commercial realestate, the States themselves going bankrupt, the consumer credit bubble is still there.

    Zambia suffers because with significant inflation, donor aid is not going to be worth as much. And with Zambia not owning the mines because of privatisation, it will not be cushioned by a rise in the price of copper.

  120. STRIKING health workers in Lusaka are today expected to meet to discuss the way forward following President Rupiah Banda’s press conference yesterday. The health workers, who have been on strike for over a month, are demanding K1 million risk allowance, K1,925,000 night duty allowance, K1,500,000 uniform allowance and K500,000 overtime allowance.
    Currently the nurses do not have risk allowances, they get K30,000 per month as night duty allowance, K40,000 per month overtime allowance, K35,000 uniform up keep and K200,000 housing allowance.POST

    The issue of unnecessary serminars in government by civil servants is the greatest enemy of our economy. The other issue which the president forgot is that of ‘above-UN’ conditions of service for civil servants who priviledge themselves with projects. why should people form projects within ministries when they are already employees of of the same, then put themselves on astonomic conditions of service coupled with gross tours in the name of capacity building workshops and travels?
    This culture must be broken before Zambia can go forward.

    Compare the numbers, 150 (MPs) and 700,000.00 (Nurses). The hard facts are that not everyone can make it as an MP, it is scarce to such an extent that on 150 people can be MPs. On the other hand, almost anyone willing to be a nurse can be one. It is too simple and heavily frustrating, to put it lightly, to try and compare the salaries of nurses to the allowances of MPs. It is like saying, ‘Why is the MD getting so much compared to the cleaners’ Such a question is insulting to common sence. Dont you think it would be ludicrous if MPs were getting k1,500,000.00? We would have to throw away the concept of democracy and willingly embrace primitivty for who would be willing to be an MP.   164. The fact is that out of the 700,000 nurses, non of them are willing to stand as MPs. As for reforms to the budget, of course that is fine. But we cant just suddenly abandon the planned programme for the entire year just to meet some obligation. Yes adjustments, but dealing with an amount as 50% of the budget allocation cant be said to be an adjustment. To attempt to do so in the middle of a finacial year is just impossible. It heavily frustrating how ignorance of basic facts can be a source of so much misunderstanding. Ignorance, however, will never hold as an excuse.

The fact is that not only the nurses need a living wage. Think about the teachers, Doctors and the General civil service. Where is the extra income. They all need a decent wage! If the President is calling on nurses to sacrifice and die a little for zambia then he and his ministers and MPs should do the same. They want to give themselves a mid term gratuity of K250 million or so for every MP and they are just a handful of them which runs into billions, then let them forget that money and give it to nurses. But I am sure (and so is everyone) that they will refuse to give up this money because they can not sacrifice the way they want nurses to sacrifice.
