Hearses will improve council revenues – ZACA

The Zambia Consumers Association (ZACA) says the acquisition of Hearses by government for all Local Authorities in the country, will go a long way in enhancing the work of the councils.

Association President Muyunda Ililonga says Hearses if properly utilized can be useful in improving current income levels for the councils.

Mr. Ililonga, however, said the K300, 000 charge for hiring one hearse set by the government should not be a final rate.

He told ZANIS in an interview in Lusaka today, that the proposed charge should not be final but rather a sealing that can be changed according to the operations of the respective councils.

He advised that people through their councilors in different areas should sit and decide on the cost that they can afford and how best they can help in sustaining the life span of the hearses.

Mr. Ililonga noted that the actual cost of hiring one hearse should mainly be arrived at after considering the costs of effectively running the equipment.

He said there was also need for people to understand that the usage of Hearses can not be free due to the high cost of maintenance.

He pointed out that Hearses are just like any other vehicles that would need to be maintained if they are to be used for a long time.

The ZACA chief further cited distant burial sites as some of the factors that will lead to charges on the Hearses being high in some places.

Government finally distributed the 100 Hearses to all the 72 districts through out the country and will attract a minimal fee of not more than K300, 000 for their usage.

  1. If the councils decide that 3zale is what they will charge, then there will be no improvement to the supposed decent burial of our dead. After all, we already pay 3zale to hire hearses from funeral homes and we pay about 100 to 200 to hire a canter lite truck from the market that can also accommodate mourners and grave diggers. The cost of these Chinese hearses better make sense to the local person on the street

  2. Right on bo Muyunda. It should not be a money spinning venture for councils, else average Zambianz will be disadvantaged. A much lower fee of not more than 300,000 should be mutually and economically arrived at, if the hearsez are to survive.

  3. Muyunda dont be naive. Councils collect millions per day from car parks and bus stations. Have you seen any improvements in the councils as a result of these millions. For those outside Zambia, say Kitwe has a population of 10,000 mini buses and each one is levied K8000 per day that makes K80m by 30 days = K2.4billion. This does not include parking of personal vehicles. If this has failed to bring development how does a miserabe manda manda do it?

  7. For people in the urban areas the cost is fair but consider a fairly low cost for people in rural areas say K100,000 just to cover for fuel expenses.

    Let me tell you that a charge of K300,000 will prove to be very expensive for the rural community and therefore its either the hearses are used by relatives of the local government officials with no charge or they rot. Communities in rural areas are too poor to afford.

    Those hearses will end up being abused big time.
    In communities, Zambians have learnt to take care of themselves. Neighbours and friends will always find cheaper ways out. They manage to go through funeral proceedings without the help of local govts.
    ZACA please talk about real consumer issues not business slapped on Hearses. Put your priorities first.

  14. Recently Homeland Security arrested some people who were importing scooters from China. These scooters had name brands like Honda, Kawasaki but they were fakes and were not even safe. Its the same thing with those Manda Manda’s, has any body bothered to find out if those things are even safe to be on the Zambian roads?

  15. if i were president for my Zambia i would not have bought this stupid vehicles. i would rather buy tractors and ploughs so that we can cultivate a much larger piece of land;
    now that we have these stupid vehicles………how do you think about the operating and maintance cost they will incur……i totally disagree with this kind of thinking these guys in government are exhibiting. this is totally stupid kind of thought.
    hearses could not be a good public good….better of if they went to the villagers who voted and gave them bore hole water instead of encouraging death.

Rethink your decision councils becuase people talked about the cost of running these manda mandas including the nonstarter mobile hospitals.One can anticipate the cost of accesssing treatment from mobile hospitals to be further than the 3zale. ililonga behave. Even if councils were given to run ZESCO and Shoprite Checkers, service delivery can not improve because of corruption.

  20. ZACA look at real issues. Un fair competion and poor services from these service providers and also utility companies. Not issues of revenue for councils. They cant even account for rates they collect. Look at the council markets, bus stations???? And in rural communities who would afford that kind of money. Funerals in the village are not an issue of pomp and splendor…

This is a waste of taxpayers money . you first buy incubatters for babies in hospitals, who must grow up and may be even develope Zambia ;;also make hospitals clean stoke them with proper equipment that we shouldnt send any one to south africa for treatment ;;and you will reduce deaths in hospitals

  31. It is very Sad that Death is business opportunity in Zambia….I will always stand to my point the funds spent on These ‘mortal’ vans could ve been used on productive tasks..Only a foolish state would let its nationals draged on Zambulaces, and rushed the the grave in a 4×4. it is just silly.
