
President Rupiah Banda has directed the Ministry of Education to come up with legislation that will enforce adherence to required standards of the education sector.
President Banda also urged Zambians home and abroad to consider investing in the country using their gained professional skills if Zambia is to become a middle income nation by the year 2030.
President Banda issued the directive in Lusaka when he officiated at the first ever graduation ceremony of 201 students at the Zambia Open University (ZOU).
President Banda says such legislation framework enforced by the MoE should strive to see higher learning institutions become excellent.
Mr Banda says the piece of legislation would provide a platform for Zambians to be proud of as they excel in education.
During the same function, President Banda installed Professor Francis Yamba as the First Chancellor for the ZOU.
ZOU becomes the First private and indigenous university in the country. It has a total enrollment of 5064 students.
Mr Banda congratulated Prof. Yamba on his immense contribution towards uplifting the education standards in the country.
He said government welcomes initiatives coming from people adding that government stands ready to come in when citizens have shown willingness to contribute to their country.
Mr Banda expressed optimism that Zambian universities and colleges would now be able to produce large numbers of grandaunts provided the education policy directions are instituted by university and college authorities.
And speaking earlier, ZOU Vice Chancellor Professor Dickson Mwansa said the institution is faced with financial problems such as students failing to pay their education fees in full among other problems.
Prof. Mwansa further said the infrastructure was a problem as the institution is renting a building.
He appealed to government to assist scout for land for the construction of a new university.
First republican president Dr. Kenneth Kaunda, Senior Chief Mumena and Lusaka Province Minister Charles Shawa were some the people who witnessed the 2009 ZOU 1st graduation ceremony.

First things 1st Mr President. Regulate the opening of new Universities so that Degrees can be hard earned unlike now…if I through a stone right now it will land on the head of a Degree holder from some University in Cairo or chachacha roads.

One problem with our education system is that it is not focused on solving local problems. We need close ties between the country needs and higher education. Our immense resources eg water, energy sources, good soil and climate remain untapped. It is important to train people to the point where they can start a business immediately after completing studies with a little support.

good move and welcome comments from the President, there is indeed need to improve the standards so that we can have world class economists. I admit there is a shortage of jobs but that does not mean that we should not get educated. Maybe the educated should find ways of making these jobs as the people who have oppeened this university have done. As for tha asking for land my take is there are in order and gove should priotise the allocation of land to sectors that they believe will make the economy grow.

As concerning my comment on #9, I should confess that the story given above by LT is incomplete and can be very misleading for any decision maker.
After listening to the full speech given by RB at ZOU, on ZNBC TV, I have decided to withdraw this comment # 9. RB foresaw the potential of being misunderstood hence he stressed out strongly that the legislation he was referring to was purely the academic one and nothing to do with student conduct. When he made this pronouncement, he posed for a moment to further clarify that very point.
I am therefore satisfied beyond any reasonable doubt that he was not trying to infringe on student’s rights. For that, I salute RB!
My advice to LT and its sources is that, please give us complete stories. Don’t give us bits and pieces.

Musele and Mujimanzovu. ZOU is really providong higher education to those who fail to make it to UNZA & CBU due to limited places. I have met ZOU students despite limiting factors they chaps are determined to learn. To Prof. Dickson Mwansa cry over land what has happened to piece after Garden House Motel along Mumbwa Road. That building in E/Villa is not condusive for a University status. It looks like a Kantemba. Start constructing own campus not just pocketing fees and stop making it personal item.

Rupiah, instead of just kubwata bwata, use your common sense and see that for standards to rise you need capital. How you can talk of of raising the standard of education hen the ministry of education is the lowest ministry in the country. Firstly get that ex Folotiya hore out of office then we can move forward.
