GOVERNMENT has warned politicians to refrain from inciting people to protest against former President Frederick Chiluba’s acquittal.

Minister of Home Affairs Lameck Mangani said in an interview in Lusaka yesterday that inciting people to protest against Dr Chiluba’s acquittal will bring chaos in the country.

“Such statements are the ones that bring anarchy and chaos in the country. As Government, we will not allow this,” he said.

Mr Mangani was commenting on veteran politician Simon Zukas’ statement that people will be mobilised to protest against Dr Chiluba’s acquittal because Government has decided not to appeal against the acquital.[quote]

Mr Mangani said Government allows people to exercise freedom of speech but that statements that border on inciting people to protest will not be accepted.

“It is like the case in which Post Newspaper managing director Fred Mmembe’s contempt proceedings were quashed by Judge Wood. Did you see us in Government going to the streets to protest? We didn’t mobilise anybody to protest over the issue because we respect the judiciary and we want it to operate independently,” he said.

Mr Mangani said in Dr Chiluba’s acquittal, Government cannot pressurise the Director for Public Prosecution (DPP) to appeal against the acquittal.

“Mr Zukas is a freedom fighter who lives in the past. He should know that there is need for everyone to respect arms of Government that make decisions.

“People who are fighting for an appeal against the acquittal of Dr Chiluba are fighting democracy. The best is to refrain from such talk because this can bring division in the country,” he said.
Mr Mangani urged politicians and members of the public to respect the rule of law.

“People are talking as if they are Judges. They wanted the case to go in their favour, but we cannot be judges ourselves, that’s not how we should think,” Mr Mangani said.

Looks like its ok to march and celebrate chiluba’s acquital but not to protest,fact is those who celebrated his acquital are a few poverty stricken indivuals who were paid,but those who want to protest against the aquital are numerous…zambians are peacefull people but that doesnt mean thye should be taken for rides all the time,enough is enough—- wina azalila

  4. Iwe chi Mangani, what about those cadres who protested in favour of the acquittal? If people want to protest, let them. What chaos are you talking about? Everytime people want to protest, you chaps claim they will bring confusion in the nation. How so? You chaps protest whenever you want and no one stops you. If you want, demonstrate against Judge Wood. You characters appealed against Kalaki’s case even though that was the most ridiculous court case, did anyone stop you? You are the same characters who didn’t want to appeal the Bulaya case saying there were no grounds of appeal. Where is Bulaya today? The DPP and then AG GK didn’t even bother to resign despite misleading the people. Now they are at it again. Shamuna!

  5. People’s interest in the chiluba case is not out of malice or political gain, its the feeling of injustice owing to what they went through under chiluba’s rule. Events preceeding judgement day foretold the vedict & were embarrassing to the judiciary. During Chiluba zambia became a black market, govt fiscal procedures were broken down. . what peace are u preserving by suppressing the masses who are currently harbouring thoughts that their right to justice has been tempered with? freedom of expresion is a key democratic indicator. Pple in power must learn to be accountable and sensitive to people’s wishes…leave opposition political leaders out of this its us zambians, yo employers, no one is insghting us, we will react wen the time is due to do so.

I tell you if to day RB succumbs to people’s demand that Chiluba release or so called acquit be appealed against, the same Mangani will suport the move without giving any reasons. If RB says “laugh” Mangani will laugh without asking why he should be laughing.

  9. We should not be pipo full of venegence. The courts operate independently but lets not forget that there is Govt of the day and they protect their own interests. These things happen even in Board Rooms. Contempt of court by Fred Mmembe and others has been quashed by Judgfe Dennis Wood and will it make sense to appeal against the judgement. The best way to resolve of our problems is thru legal channels but one cannot force an appeal. FTJ was lucky the judgement went his own way and 14 days period allowing for appeal has elapsed. Lets us forget about this man he messed up Zed but what are we going to gain from his being jailed as demanded by other quarters of the society. Let us move on and solve our various problems as a nation. There are many pipo who illigally eat national cake with FTJ

Also remember the story of the FOX and the WOOD CUTTER? Even Jesus in Mark tells us that its better to enter heaven with one eye or one leg or one arm if these body parts had sinned than to go to hell with your entire body when you will actually not enjoy these because of conditions in hell.   15. #14 the investigator, what do you investigate? If the country cannot gain anything from jailing Chiluba tell me what can we gain from imprisonong several former defence chiefs? In other words what is your prescription for peole of high standing who abuse their offices with impunity? From another angle, what does the country gain from jailing a common man for 2 years with hard labour for stealing a bag of maize? This is strange justice paZed with strange justifications at every corner……. I think for their own good, the judiciary and LAZ (lawyers in general) need to redeem themselves before prostitution ruins them all.

  17. JUst a minute #20 & 21. The poor man gets a jail sentence for 2yrs plus for stealing a bag of maize and selling 20grms of ganja. These are petty thieves who cant even afford legal services. Of course lawyer would waste his precious time urging in court for a thief of a bag of maize. Tthose service chiefs who are sentenced are themselves to blame that was pure greediness. How does one award a contract to his own coy in full view of junior officers? As for FTJ we are to blame, we gave him a blank cheque and there was nobody to protest his wrong doings. Whaever in he did wrong or right it was in national interest. Those who have been jailed should serve as a warning to others that it does not pay play blin loyalty. Those chaps deserve sentencing those are risks which go with such undertaking

Simon could have found himself covered at a higher level of authority and might have acted on this and that project with full knowledge of the authorities. In any dealing when things go wrong there is always a scape goat, Collateral Damage. Heads of states & Govts world over have their own ways of getting around things to suit themselves. How do you expect a judge appointed by a seating or former President to ment out punishment, that will have different interpretations. Where ever there is an action, there should naturally be an equal and opposite reaction, simple law of physics. Particulars of the offence are that Rathi, on dates unknown but between December 3 and 5, 2001, corruptly gave 15,000 British pounds cash gratification to a public officer namely Lieutenant General Wilford Funjika who was serving as Zambia National Service (ZNS) commander at the time….With Chiluba getting aquitted as the supplier to Regina who got convicted, I can see Rathi getting aquitted. Funjika even refunded the money as a sign of guilty after being ordered by Jones Chinyama to do so. So lets wait and see what happens in this seemingly similar case.   35. The judiciary system is meant to bring order in any society. People are not foolish they know their rights and how the judiciary system works. When people are allowed to appeal it avoids protests, division, confusion, discontent and misunderstanding. MMD have been ruling for 20 years and they need to be realistic. MMD’s favorite leader Chiluba was a very bitter pill for Zed to swallow as a leader. He unwisely sold loads of industries which were people’s livelihood in different provinces in Zed. He said he was a Christian leader but did not empower the people. Poverty in rural areas increased under his watch. Everyone including this MMD govt should Google and check… Who is advising RB?   37. Why should the mobilisation and protests not start with the wearing of the “GREEN RIBBON” and the honking of car horns say, everyday at 13:00 hrs and 17:00 hrs. This type of protest has done wonders in the past and can work even now.

This is supposed to be the govt for the people by the people… and the people want to protest against the acquittal of Chiluba. The case was The People Vs Chiluba. The govt took Chiluba to court and now Mangani doesn’t want to appeal or not even allowing anyone to protest or talk about it… Seriously I thought it is Chiluba himself who should be speaking like this. When did Chiluba hire the entire govt that took him to court in the first place to be on his side? These guys are a shame, they really lack basic reasoning!
