Is Zambia headed towards Dictatorship?

Vice President George Kunda’s visit to Southern Province (reported in the Zambia Daily Mail article of November 16, 2009 by Wallen Simwaka entitled “UPND ‘Sold’ to PF) is worrisome, especially that it is designed to sensitize people in the province “about the evils of the pact between Mr. Sata and Mr. Hichilema.”

In the article, Kunda is quoted as having “urged [UPND MPs] … to join the ruling party.” In the same article, he is quoted as having accused some private media institutions as “promoting anarchy by their failure to observe professional ethics.” In other words, he seems to be suggesting that the private media should only cover stories which shower praises on the unseen accomplishments of the MMD like the Zambia daily Mail, Times of Zambia, ZNBC, and ZANIS. That, to him, is professionalism; any news media which engages in anything else is deemed to engage in “quack” journalism![quote]

It is now becoming clear that the MMD wants to take us back to 1972 when Zambia became a single-party system. This can be interpreted from the contemplated legislation of the independent media and NGOs to an overt attempt to swallow up major political parties!

If the MMD government cannot re-think the idea of limiting the operations of NGOs and the media, and the apparent swallowing up of major political parties, Zambia is clearly headed toward dictatorship! And there seems to be no way in which the government’s intentions can be thwarted, since the vibrant civil society and independent press which helped us secure a multi-party system are seemingly under the threat of rules and regulations designed to limit their operations.

There are a lot of important projects and programs which Kunda would have have gone to Southern Province to tell the residents how and when such projects would be started and/or completed—projects and programs which would improve the socio-economic well-being of residents. These projects and programs include the following:

(a) Hiring of more healthcare personnel, and ensuring that healthcare facilities throughout the province have adequate stocks of medicines and medical supplies and equipment. Healthcare facilities in the province are in dire need of personnel and supplies—including the Gwembe, Kalomo, Zimba Mission, Kafue Gorge, Mazabuka, Chikombola, Research Station Clinic, Riverside Farm Clinic, Chikuni Mission, Stage II, Namwala, Itezhi Tezhi, Mtendere, Siavonga, Maamba, Choma General, Macha Mission, Livingstone, Chikankata, and Monze Mission medical centers.

(b) Construction of more primary and secondary schools in the province (and rehabilitation of old ones) in order to make it possible for each and every child in the province to have access to education near their homes in all the districts—that is, in Choma, Gwembe, Itezhi-Tezhi, Kalomo, Kazungula, Livingstone, Mazabuka, Monze, Namwala, Siavonga, and Sinazongwe districts. Further, there is a need to address the problems facing educational and training institutions in the province, including the lack of teachers, instructors, housing, educational supplies and equipment, inadequate salaries and allowances, and sports and recreation. It is also important to ensure that salaries and allowances are timely disbursed to all parts of the province so that teachers and other civil servants will not have to trek to designated locations to pick up their money only to be told that their dues are not yet available.

(c) Planning adequately for both the prevention and the containment of diseases like the Contagious Bovine Pleuro-Pneumonia (CBPP) disease (which hit the border area between Kazungula district in Southern Province and Sesheke district in Western Province in recent years) and effective control of the tse-tse fly in order to reduce the incidence of sleeping sickness.

(d) Improvement of the availability of safe and clean water throughout the province through boreholes, dams, water pipes, and protected shallow wells, and also provide for modern sewage facilities and both public and private conveniences.

(e) Completion of the construction of irrigation schemes at Simupande, Nzenga and Sinazongwe, including the electrification of the three irrigation schemes. Moreover, there is a need to ensure that the dam at Buleya Malima irrigation scheme in Sinazongwe district is rehabilitated and maintained on a regular basis.

(f) Provision of incentives for the exploration of gas and oil deposits at Kanesiya stream near Sianeja in Senior Chief Mweemba’s kingdom in Sinazongwe district.

(g) Upgrading of resettlement schemes in the province by providing financial and material resources for constructing and/or rehabilitating boreholes, water wells, irrigation dams and canals, feeder roads, culverts, low-cost houses, clinics, basic schools, police posts, and other essential public services and facilities. Such schemes include the Masasabi scheme in Itezhi Tezhi district, the Kasiya scheme in Livingstone district, the Harmony scheme, and the Siamambo scheme in Choma district.

Funding for these kinds of projects and programs in Southern Province, and in other provinces as a matter of fact, can come from savings which can be realized from reducing the number of Cabinet portfolios by merging and/or abolishing some government ministries and agencies, abolishing the positions of Deputy Minister and District Commissioner, reducing the number of foreign missions by having single embassies to cover clusters of countries, and initiating many other cost-cutting measures.

It is high time the MMD and its leaders started considering criticism of this kind with an open mind. Otherwise our beloved country will continue to move backwards in huge steps.

Zambia is currently under an elected dictatorship.An example is where the president tell the police who to arrest like in the comedy of errors.He also controls the judiciary as they rubber stamp judgements made from state house. Kapoko is in jail but Miti is free as a bird.If the vote cannot save Zambia then try any means necessary.

A democracy cannot exist as a permanent form of government.It can only exist until the voter discover that they can vote themselves money from the public treasure.From that moment on, the majority always votes for the candidates promising the most money from the public treasure,with the result that democracy always collapses over loose fiscal policy,followed by a DICTATORSIP

  4. Worrisome yes. But do not despair. KK was of both Bigger Stature and Bigger Courage than these little men with red lips. God has a time for everyone of us. George never dreamed that one day he would be picked as VP. He should use the same thought that he can not tell what lies ahead of him.   7. Fear in the hearts of elderly leaders from pre-colonial Africa cause stalling in progression. Such a simple principle but it holds Zambia back. All goverment has to do is put moral guidelines in the constitution; leave private entities alone and the media so as we can criticise and the nation shall grow. Kaunda’s crew continue to miss this clue, this is not their land it belongs to God and we as Zambians are it’s custodians. Botswana found the fomula in years before their renaming to it’s current alias; fact Tswanas were never colonized. They were a protectorait, thus governing for them came naturally. Goverment media is the dumbest outlet ever, they shall never criticise even when they too as people are affected in the negative sense.

    Because there is a difference between fair reporting and bias reporting it is better to keep quite when you have nothing to say than trying to find something to say. In all honesty some media in Zambia have a hatred for government they will always find something bad and they rejoice. If they are helping the masses they should not try to poison there minds remove the hatred and all is well

Sometimes we need to open our eyes and look beyond our borders to see what true dictatorship is. Even Kaunda in his worst days was not like Mugabe, Kamuzu Banda or Amin to mention a few African examples. Zambia is not heading for a dictatorship at all. This is the kind of sensationalist journalism that has taken away the credibility of the Post. George Kunda is a MMD politician, what is wrong with him drumming up support for his party in Southern province? Does the writer of this article know the principles of democracy? Zambia has many problems it has to deal with but I would rather be in Zambia than in some other African countries which have had to deal with true dictatorship.

In the UK many people would rather use Polish plumbers because they are seen as giving a better service than the polish ones. Does that in itself make Britain a dictatorship? If Zambia was a dictatorship, Fred Mmember would not be free to publish the lies he does every day. Sata was a member of the Chiluba govt that killed more Zambians than RB has and yet people think he will save Zambia. MMD will be holding a convention, tell me when the next PF convention is going to be held.

  19. Zambia returned to dictatorship when Rupiah fraudulantly took over as president. KK was a ruthless dictator who crushed anyone who dared challenge him. Remember the evil ‘One party participatory dictatorship and the bogus ‘philosophy of humanism? This UNIPIST Rupiah and his George Kunda have done so much damage already by engaging in shady deals, taking over the Judiciary, tribalism, encouraging violence by MMD thugs, ..etc. These are the same trade marks during decades of UNIP in power. It is not surprising because the current president is a hard-core UNIP cadre and has turned the MMD into a ruthless dictatorship. He pretends that he has been adopted by the MMD as the sole presidential candidate in 2011. We have to rise once again and resist this evil as we did in the early 90’s.

I personally felt that the Kabwela trial was ridiculous but that does not mean we are living in a dictatorship. We also need to look at those who are standing in the sidelines seeking power and examine how democratic they are. Sata to me would be worse for Zambia than RB as his record speaks for itself. What I try to be is objective in my analysis and that is why I condemn MMD thuggery as well as that perpetrated by the opposition and that is why I wont swallow everything reported in the Post as the absolute truth. Regimes of the ilk of Amin are what to me are dictatorships and to try and say that RB’s administration is the same is simply insulting my intelligence.

  23. Mr Henry Kyambalesa is right about issues that need to be brought to the fore in the election campaigns. The problem is that he is telling the ruling MMD to tell what they have done in power while the opposition pact is riding on a wave of discontentment without telling the people what they will do when they get into power. I once wrote RB should concentrate on positive campaigning, but the agenda has been overtaken by the severe negative press. The Post newspaper is led by level headed people but I am afraid to say that their hatred of RB has caused them to steer away from any good news but concentrate on the bad. The opposition now have campaigning done for them without cost. There is a downgrading of politics in Zambia. We made 1 step forward and 3 steps back!

  25. #25 you are very right. We are heading back in the old times of KK. We have seen the coming back of vigilantees terrorising inocent people. Fuel shortages and soon it will be mealie meal. When things starting going this way a ballot paper does not work. People have to rise up and stop the rot like the way it happend in the early 90s. KK had no ption but to bow down to what people wanted.

  28. Ba Kyambalesa – are you still at CBU lecturing Business Communication? I was your student in the late 1980s when it was Ndola Campus of the University of Zambia (UNZANDO)! Late time I heard you were in America reading for a doctorate. It would be good if the Lusaka Times editorial team says something about the authors of some of its articles, as the POST does, whenever Muna Ndulo contributes an article, it clearly states – the author is professor of law at Cornel University in New York. What about Henry Kyambalesa – what is he these days? I know him to be a lecturer in business communication. I don’t know ba Kyabalesa to be a journalist – maybe I am wrong, I stand corrected.

The next govenment will have to work very hard to put things in place. There has been so much damage and it will take hard men to put the economy of this country back on track.

  30. If a president abuses his power and stops an appeal against a thieving friend is that not dictatorship? If a president directs the police to arrest and charge a reporter is that not dictatorship? If a president reappoints a disgraced person to a ministerial position against the will of most sensible people is it not dictatorship? If a president sanctions the selling of state assets to a company with a dubious reputation against the will of most sensible and knowledgeable citizens is that not dictatorship? Definitely dictatorship has started to rear its ugly head in Zambia.

He is very good at outlining the obvious problems Zambia faces without the matching solutions.I mean if he were President ,how would he solve them.This is similar to Sata’s 90 day economic miracle that will put more money in every Jim and Jack sitting at home without telling us how he is going to do it.Mr.Kyambalesa if you are really a professor,you are NOT suppose to be on the complaining side but providing solutions which unfortunately have failed in your articles.Professors are suppose to be brainboxes and NOT chatterboxes.

    I personally see that HH with all his flaws has created his own crater he will never come out from politically. In the same vein, I see no elements of dictatorship in Zambia with all unparalleled democratic space. Political splinting is no sign for dictatorship a fact many of political science scholars or actors will vindicate me. I would love you to rebattle my article I placed on the ZWD yesterday titled “Status of PF/UPND pact and politics of Elias Chipimo .” Since you have space here, I ask you to respond line upon line and precept upon precept.

  35. Sata and his party are different from the UPND. The UPND under the late Anderson Kambela Mazoka presented itself as a party that would dwell on policy changes and promoting a development focused agenda. Mazoka attempted to abandon the culture of insults that had invaded political debates after the dawn of multi-partism. The UPND was founded as a social democratic party.

  36. Under Mazoka, the UPND became a platform for discussion of policies and national issues.The UPND even used to present a parallel national budget! This enforced the perception that Mazoka ran a shadow government with a skilled and competent team forming the core of his management committee!

  37. But when Hakainde Hichilema took over, the UPND turned into a sad state of affairs with the party losing key members such as Sakwiba Sikota, Bob Sichinga, Patrick Chisanga, Given Lubinda and others.The UPND also suffered a fatal blow when Sakwiba Sikota formed a breakaway from the party- the United Liberal Party (ULP). At this stage, the UPND lost key members especially those that hailed from Western Province such as Francis Simenda, Inonge Wina, Gladys Habulembe, Venus Kalimina, Kalumyana Simasiku, and Makumba Makumba.
    The party also lost its vibrancy when youthful and militant members were frustrated out of the party. The party lost Frank Tayali, Kelvin Ndila, Ngande Mwanajiti, Amos Nakalonga, Douglas Shingandu and Edwin Simusamba.

  38. Besides some like Bob Sichinga, Patrick Chisanga and many other former UPND members now with Elias Chipimo Jnr’s newly formed party. Hakainde’s attempt to stamp his authority as new leader on the party, using authoritarian methods was disastrous. He continued to lose senior members such as Tiyens Kahenya and Patrick Chisanga. He recently expelled a member many feel he cannot afford to lose in Major Robby Chizyuka describing him as a ‘plant from the MMD!’

  39. Chisanga and Kahenya were special members of the UPND as they were the link between UPND and Liberal Democrat Party of UK and Liberal International. The UPND has since lost its financial and policy support from the party which views the leadership of Hichilema as steering the UPND away from the principles that allowed the mutual relationship to exist. The UPND has also lost its international affiliation with Liberal International, an association of liberal democratic parties.

  40. The Executive Committee of the Liberal International recently recommended for the disaffiliation of the UPND from the Liberal International through its 2009 Congress held in Cairo, Egypt.In his letter to the UPND, Emil Kirjas from Liberal International secretariat in UK, informed the UPND that after numerous reminders to the party for it to pay affiliation fees (USD900 per year) for more than two years, ‘’ the Secretariat had no choice but to disaffiliate the UPND which was a great loss to the Liberal International (LI) and its disaffiliation from the world-wide Liberal family was very regrettable.’’

  41. How could a party ran by a self professed millionaire fail to pay subscription fees which are as low as USD900.00?! And this was missed for more than two years! Clearly HH has diminished the standing and influence of the UPND in the country. After the 2006 General Elections, the UPND under Hichilema lost Lusaka, North-Western and Western Province to the MMD and the PF, consigning its influence to Southern Province.

  42. After the 2006 Elections, the UPND had its parliamentary presence reduced to 22 MPs from 47 MPs. The PF increased its presence from 2 MPs to 43 MPs.The UPND was a shell and a shadow of its former self by 2008. Hichilema made attempts to rejuvenate the party and embarked upon a membership renewal and recruitment. However against all advice, HH proceeded to participate in the 2008 Presidential By – Elections.

  43. Sata, who appears content to exist even without the Northwestern voters he insulted and vowed never to visit, has welcomed the UPND to his fold, treating it as his mere appendage that gives him the necessary and natural advantage he needs he hopes to use to deliver a electoral victory against the national wide structured MMD.Of course the pact has numerous weaknesses and its foundation is weak. It’s not driven by ideology. It has not been sustained by any policy direction. It is held together by a thin thread that binds the two parties together by their hope that they will surely wrestle power from the MMD!

  44. In the process, something must give away.
    And it’s Hakainde’s image that has been sacrificed. HH as Hichilema is popularly known has shed his smooth and soft image for a thuggish and militant image. The tabloid continues to picture HH in unflattering circumstances while Sata a natural thug is being portrayed as a popular statesman (addressing large crowds, greeting children, or conducting a ‘tour’ with a horde of foreign journalists in tow).

  45. In the face of Hichilema, the tabloid has covered political developments in the PF with interest such events are trumpeted with a verve that attempts to shows that the PF as a single party continues to grow. When HH visited Western Province and held a mammoth rally, this success took a blackout in the tabloid. HH announced that the UPND party had returned to the fold former member Francis Simenda. HH further announced that the party had adopted simenda as Vice-President (joining Richard Kapita, and the current vacant position usually held by a woman/Northerner).

  46. The move was designed to satisfy demands (on the MMD) by key persons in western province that it needed its leaders to participate at higher levels such as Vice-President.The appointment of Simenda as party Vice-President was met with silence from The tabloid even when it counted more for UPND.Yet the PF’s announcement that it had adopted former Nalolo Member of Parliament, Inonge Wina as its National Chairman was graced with a loud and bold lead story in the tabloid.

  47. Clearly, the significance of Wina who comes from Western Province where PF is weak joining it brings political confusion. The Pact is based on the understanding that the individual parties would strengthen their strongholds and rely upon each other where the other is weak. The UPND has been courting and pursuing Inonge Wina for a while and her refusal to rejoin the party she helped found speaks volume of strange activities happening in the background.

  48. The PF is supposed to consolidate its hold in Northern, Luapula and Copperbelt provinces. The UPND is supposed build its strength in Southern, Western and North-Western provinces.
    Sata celebrated Wina’s gender and her political strength stating that:‘’Wina had been a good mobiliser in the UPND where she served between 2001 and 2006.Our members have informed us that Wina was instrumental in campaigning for me in Western Province’’. The Post (8th November 2009).

  49. Some media houses continue to promote Sata as leader of the Pact while HH is presented as a mere potential successor. HH was supposed to compliment Sata by providing a credible team that might help form government if the Pact was to win the election. However HH in the current state of the UPND, is no different in leadership capacity from Sata who is surrounded by the likes of Willie Nsanda, GB Mwamba, Given Lubinda and Guy Scot. The UPND has lost key persons to the extent that it cannot bring to the table a dignified team that can help form government. The PF is worse!

  50. Some media is facelessly trying its best of ethical compromise attempting to transform Sata from a natural thug that he is to rebuilding him as a strong but principled leader. Ask yourself not foregoing his vigilante life until today, principled in what? HH is facing an internal revolt as many senior members are at a loss of how to treat Michael Sata. They wonder if the electorate will accept their new turn around!

  51. Henry Kyambalesa is not Prof, not yet anyway. He did not finish his doctrate in the States but did a Masters instead. He was in Agenda for Zambia with Akashambatwa Lewanika, who is now back in MMD. Like most Zambians, we all know what is wrong with Zambia but no one says exactly how to fix it. We may be cynical, but most people enter politics in order to make a difference to their country. I just hope that everyone could get along with everyone and work together. We may differ in ‘hows’ but surely the government and The Post all want the same thing for the people. NO ONE person has the answers to the problems. If there was, he would be The Messiah. We should be humble enough to accept our limitations.

Others are so fearful of the Pact floating Sata as a presidential candidate that they predict that the UPND would lose the voters in Southern Province to the MMD.Further the position of Southern Province Chiefs on the Pact is a dangerous factor to its survival. The Chiefs have promised to support the Pact only if HH is allowed to be the Pact’s presidential candidate!

However in the event that Sata is made as the Presidential Candidate, the Chiefs have threatened to shift their support to the MMD as memories of the North – South Alliance are still fresh where Harry Mwaanga Nkumbula (a Southerner)was persuaded to support the Presidency of Kenneth Kaunda (a Northerner) in 1964 and in 1973. They Chiefs insist that the Pact presents an opportunity for Bembas to return the favour and allow them to provide Zambia with a Tonga Presidency!

    I am not an advocate of dictatorship but, I must say a progressive dictatorship is really better than a failed democracy. If a dictatorship has enough resources to enforce laws and provide basic services (education, infrastructure and perhaps some little economical aid to the poor) then its citizens are better off than the citizens of a poverty-striken democratic state. The freedom that Kyambalesa is advocating for both NGOs and the press will not put food on the table of hungry Zambians, educate illiterate children or boost our GDP.

    DEC Nabs NGO Officials

    THE Drug Enforcement Commission (DEC) has arrested two non-governmental organisation (NGO) officials who allegedly transferred K200 million from the organisation’s account to their personal favour, Home Affairs Minister Lameck Mangani has said.

    The commission has also closed in on officials from four other NGOs for similar activities and will soon effect the arrests.

    Mr Mangani said in Lusaka yesterday that the DEC arrested Family Health Trust (FHT) executive director John Munsanje and Harrison Chibale, who is the finance and administration manager at the same organisation.

  56. Mr Mangani said the funds from donors were intended to provide support to the various vulnerable children and other humanitarian activities.

    He said it was unfortunate that, instead of the NGOs using the money for the intended purpose, some of them were busy siphoning it into their personal bank accounts, which was illegal.

    A fortnight ago, Mr Mangani said the Government had unearthed a scam in which some NGOs in Lusaka had received about K148 million on the pretext that it was for the underprivileged as well as good governance activities.

    He said the four NGOs who were part of the 17 opposed to the acquittal of former President Frederick Chiluba were allegedly using the diverted funds to fund political activities.

    Mr Mangani said he had instructed the DEC to professionally handle all the cases so that the potential suspects did not cry foul when they would be prosecuted.

  63. Throughout the world, NGOs have been used and continue to be used as a conduit to launder dirty money. DAPP was used for this once upon a time and so are media institutions. Regulating them is a matter of national security but we have become so paranoid about government intentions that we suspect dictatorship even when laws are for the common good.     I have just been watching ‘Rwanda Rising.’ Presented by Andrew Young. I feel ashamed for Zambians. We sit on our backsides and blame everyone else for our woes! The Rwandans have gone through a terrible time but year on year their economy has grown an average of 10%. The women are the backbone of this development. We need more women to be empowered to run the economy because women are better at setting the right priorities than men.

  78. The short answer to Kyambalesa’s question, is ‘YES.’ Why do I say so? The simple reason is because of the irresponsibility with which many are handling their new found freedom. Whether deliberately or not, many of the key players on the Zambian scene (both in politics and the media) are seriously endangering the security of the nation. Dr Kaunda led us into dictatorship through ‘The preservation of public security ACT.’ That act gave him unprecedented powers to deal with his foes in the name of protecting Zambia against the hostile regimes to the south of our borders. In 1963, a state of emergency was declared to deal with the Lumpa sect of Alice Bwalya (alias Lenshina). The freedom we have is being abused and this is endangering the security of the country.

  79. In the western countries today, many personal freedoms have been curbed because of the ‘war against terror.’ In UK there are laws against incitement to hatred. Transfer of money is under the keen eye of the government and so are sermons the Imams preach in their mosques or madrasas. The world has come to this pretty pass because of the abuse of freedom by those who spew hatred from their mouths and in print. Freedom of expression should be allowed but it should never ever be used in the way that The Post newspaper has used it.
