Sata dares Bemba Royal Council

PATRIOTIC Front (PF) president Michael Sata says he sees no reason to appear before the Bemba Royal Council (BRC).

However, BRC spokesperson Bwalya Chiti has asked Mr Sata not to politicise the summon from his

organisation, but comply with the council’s decision.
Mr Sata said he will, however, decide what to do when he receives a letter of summons from the BRC.
“How can I appear before the council when I have not seen any formal paper summoning me? In fact, I have not even seen any reason for going there.

“The only thing I said was that Chitimukulu talks of development in Bembaland which people don’t see. I only said that probably the development is in his pockets,” he said.

Mr Sata said when President Banda visited Kasama during campaigns for elections, the chief was quoted as having said that there is development in Northern Province.

“If the chief talks about politics, we will reply. How come we don’t have any complaints from chiefs in other provinces? The only chief I differed with was Chief Chitambo of Central Province because he was campaigning for the MMD when there was a by-election in that area,” he said.

Mr Sata accused the BRC spokesperson of trying to use the council to attack him.

“Mr Stanley Bwalya Chiti, who is spokesperson for the Bemba Royal Establishment, is also chairman of legal affairs in the MMD, so he is trying to use the Bemba Royal Establishment to have a go at me. Mr Stanley Chiti is a lawyer by profession and he knows that the Bemba Royal Council has neither power nor jurisdiction over individuals like me,” he said.
Mr Sata said the BRC should charge him first before he can exculpate himself.

“They called a meeting behind my back, they did not care whether it was incited by Stanley Chiti or otherwise, but under normal circumstances, as natural justice demands, they should have charged me and asked me to exculpate myself, rather than deciding in my absence,” he said.

He said if he made any derogatory remarks against Chief Chitiinukulu, the chief himself should buy him a writ of summons for him to appear either in a local, magistrate or high court.

He said the Chitimukulu should also appear in person. Mr Sata demanded that BRC produces a written charge.

“They should also tell me what their jurisdiction is because I don’t fall under them but under Chief Chikwanda. So, they can’t summon me through the newspaper or television and they expect me to go. They must write and let me know what I am supposed to go and do,” he said

And Mr Chiti confirmed that a letter of summons has been written and will be delivered to Mr Sata soon.[quote]
He said the BRC is aware that Mr Sata is from Mpika and falls under Chief Chikwanda.

Mr Chiti said, however, that Chief Chitimukulu is the overall chief and that Mr Sata’s traditional leader reports to him.

He said the BRC will also summon Chief Chikwanda to appear before the Bashi Lubemba court on December 29, 2009.

“If Chief Chikwanda has not summoned him (Sata) to his palace for one reason or another, nothing stops the headquarters of the Bembas at Chitimukulu from summoning him to their court,” he said.

Mr Chiti said the charges Mr Sata is facing are contained in the letter of summons and cannot be disclosed to members of the public.

“We don’t want to politicise this issue. There are 27 members of the council whose political affiliations have nothing to do with tradition. They do not want to be brought into the political arena.

“I wasn’t even in Kasama when the council met. I was only informed of the outcome of the meeting, and my job was to pass on the information,” he said.

Mr Chiti said Mr Sata has been summoned by the Bashi Lubemba court and not Paramount Chief Chitimukulu.
“The council expects him to respond to the letter that has been written to him and appear before the court on December 29, 2009,” he said.

Just wondering what punishment will be meted out to him if found guilty…these chiefs have brought this shame and ridicule on themselves, wish they could take a leaf from the Barotse Royal Establishment,the litunga is respected so much,just mentioning his name in public debates is considered a taboo,RB was made to apologies on behalf of mmd for mentioning litungs name,he had to make an official appointment just to go and visit the Kuta(whatever they call it, for crying out loud),no journalist was present,now these bemba jokers will grovel at the feet of RB, they are made to line up at the gates of state house to be cleared to get in state hse for brown envelopes, this chief was embarassed by the voters,he’s just trying to save face

    This man was in the forefront during the Kasama central bye-elections supporting MMD and he expects members of other political parties to respect him. Chitimukulu was bribed and sent to India so development is only in his pocket.
    Sata is a national leader and as head of the Patriotic Front leads people from all parts of Zambia and not on tribal lines. MC Sata is free to engage in politics throughout the country with no hinderance from anyone including this disgressed Chief.
    The Chitimukulu has recourse to the courts of law if he was offended by the PF leader’s remarks.

  20. I am very uncomfortable about this situation! We all have roots and whatever differences Sata and Chitimukulu have, I do not want this dirty linen washed in public because at the end of the day, it is our culture that will suffer. We all know Aka and Lubosi Litunga do not see eye to eye but I am as yet to hear one of them tearing the other in the media. It’s Sata who ought to be careful here, we all know he is right and the Bemba Royal Establishment is wrong but as a true Bemba, he should have just ignored the summons silently, like Tiger did ignore press querries after his wife clubbed him unconcious for infidelity. Daring the BRE in the press like this is being insurbodinate and insulting to my roots and I am not impressed, not at all.

  29. #29 Sorry for the omission, I thought there was one paramout chief in a province. in this case I thought Mpezeni was the paramount chief for Eastern Province. Besides, my tribe has no paramount chief, in fact the whole tribal has less than 20 000 people. This is why chief Mukuni of Livingstone wants Southern province to be cut into two provinces. As long as it is one province, the name of chief Monze will be on the lips of people.

That is why Musosha won. To me a chief is a father of all POLITICAL PARTIES and as such he must keep his choice of the party he prefers to himself. Imagine if SATA becomes President how is this man Chitimukulu going to work with Sata’s GRZ? MMD has made chiefs think that when a chief is paid on time the MMD are doing him a favour when in actual fact it their right to receive their stipends on time.   59. If I were Sata I would not go to this kangaroo court which has shown biase toward RB and MMD. What Sata said was very correct, only Paramount chief Chiti Mukulu has seen development in Northern province since his pockets are full with MMD money.   61. We want HH to be Prime Minister who will be in charge of the day to day operations of government, i.e. being in charge of Cabinet while Sata as Presido will be in charge of matters of state. This then will be the spring board for HH becoming presido in 2016. It will all depend on how he will marshall government. A vice president is basically in charge of relief food, that is the more reason why GK spends more time at the Ministry of Justice.

Ba Chitimukulu is a disappointment and in all fairness does not qualify to be in that position. Positions of inheritance sometimes fall on ifipuba. If Bembas had a choice, the current chief will not be sitting on that throne. Should Sata have mentioned the chief in his statement, yes, the chief commented and in all fairness, he, the chief indulged in the political arena and at that point he became political and it calls for fair play. Probably the next question we would need to ask is, who is in this Bashi Lubemba gang?

  73. I’m sure I’m not alone finding it difficult to chew the ridicules that chief Chiti Mukulu is receiving. The problem is, it is the chieftainship which will end up being severely damaged. There is need for positive thinking that we restore the integrity of chieftainship in our country. Chiefs such as Chiti Mukulu must know that they cease to exist as individuals but custodians who should not discriminate.
    Ba Sata will do better to humble himself and help in restoring the integrity of chief Chiti Mukulu. It will be disastrous to let this scenario go on without proper attention.
