Executive has not taken over DPP’s powers – Shikapwasha

Government has denied allegations that the powers of the Director of Public Prosecutions (DPP) have been taken over by the Executive.

Chief Government Spokesperson Lt. Gen. Ronnie Shikapwasha says the media statement attributed to Law Association of Zambia (LAZ) president Steven Lungu, in yesterday’s Post Newspaper, must be dismissed as it adds no value to enhancing the integrity of the judiciary and other arms governance.

Lt. Gen Shikapwasha says as far as government is concerned, the office of the DPP is a constitutional office that is independent from the executive and shall continue operating as such.

Lt. Gen. Shikapwasha, who is also Minister of Information and Broadcasting Services, said this in a statement released to ZANIS in Lusaka last evening.

He said the impression created by Mr. Lungu’s statement is that the DPP can only show his independence from the Executive by making decisions that are against the government.

“We as government are saddened that LAZ, which is a key institution in legal matters, is issuing misleading statements” he said.

Lt. Gen Shikapwasha said there was no logic in LAZ making outrageous allegations, before getting feedback from the Attorney General.

He noted that the move was only aimed at intimidating the DPP into passing anti-government opinions, even when government is right.

Lt. Gen Shikapwasha added that it was regrettable that LAZ, which initially seemed to be giving a good example in approaching national issues, is being discredited by people issuing careless statements in its name.

He said Government believes that the right approach to the matter was for LAZ to write to the Attorney General high lighting their observations concerning the office of the DPP, which he said they had done, as opposed to rushing to the media.

  1. Anybody and everybody is wrong except the government officials. This is just disgusting. Anyone who speaks out against the government has to be discredited. This speaks volumes about how insecure they are. They should instead be responding with action and facts if they want to be taken serious. I am travelling to Zambia and campaign against Rupiah. I would encourage people outside Zambia to consider volunteering time to go back home and help remove Rupiah through the ballot. If anything we should start a website against this incompetent and tribalist moron.

Shikapwashas job must be the most difficult and agonizing of all,i can only imagine him everytime opening up a newspaper,reading negative stuff about his gvnt,then try to find a way to counteract them,how stressfull,the problem with lies is that you always have to tell another lie to cover up the 1st one and then the lies keep on building up,they dont vanish…and the most unfortunate part is that he’s covering up someone else’s lies: “If you once forfeit the confidence of your fellow citizens, you can never regain their respect and esteem.   3. Shikapwasha is not a General, he is a Lt. General. Means he is a Grade 12 with a bit of Military training. A Reverand? I wonder what his church thinks when he is there speaking in tongues and later lying on TV. What makes a man stoop this low, I would rather CREEP LOW. I have respect for every man that stands up to something, and that includes him, but we all have limits… Straighten up, and you may have another job where you do not have to lie.

    When is this man going to stop defending this inept and incompentant regime. We are can all see through lies and the writting-graffiti! is on the wall! Stop barking like a stray and rabbid dog! Muchenge is highly compromised, legally and you have no moral right to insult the intelligence of the Zambian people, by telling blue faced lies! This R’n’B, spells dome for your regime. Especially this line: “thank Mr Rupiah Bwezani Banda for appointing me Minister of Local Government and Housing, which position has entitled me to the state funeral, especially that no other President ever appointed me to this important position” – it tells a lot about the hopeless and opportunistic nature of the creepy creatures that litter the political landscape of Zambia. Just how can one think the president for according them a state funeral, in a WILL? No wonder the man had been dying for months in Zambia and South Africa and Banda would not remove him from cabinet because they had a pact for him to die in office, get a state funeral, all at our expence.

    Akulu Mpuno when the government ,or rightly put the executive, is wrong, it is wrong. Every zambian from whatever angle of life has a right to critisize what’s wrong. I see an animal with no morals in you shikapwasha because you ‘re set to defend your government come rain or sunshine. You have no faintest idea of how much your stance and rubbing against fair critics has dented your image. Zambian leaders must learn what leadership means. We reckon with sadness that this regime has taken over control of all arms of government. There is no doubt about it. They are shutting up everybody. Donors included.

This part is clearly null and void because to begin with, the man was not in his right frame of mind, I mean, who would knowing that you are about to kick the bucket? But even if he were, what were the circumstances that compeled him to Santa Clause Bwezani-Nyana with these awesome Toyota Hilux ABF 7014 wheels? MMD sure, the drama continues, you should not be suprised to read in Bwezani’s WILL bequeathing his wife Thandiwe to Mulongoti and Shikapwasha.

    We have a bunch of low life’s managing huge govt resources without a clue as to what to do exactly. This tendency to persistently defend govt at all costs, even when in the wrong is very annoying! Even if its your job, you are better off shutting your trap. No wonder this country is full of crap! This character has either very low intelligence or low self esteem. Govt this, govt that!. My foot.. Even at the height of the fuel crisis, it was shika defending “We have enough fuel stocks- dont not panick buy” So annoying!, i could raise a finger! As for Teta, like shika, these are just loud mouth’s with empty brains! Empty tins make the loudest noise, so the saying goes!

  15. Here we go again criticizing without thinking. Unfortunately, i’ll have to agree with shikapwasha. the manner in which laz has handled this matter. being a legal institution of its standard, they should know better!

  16. #20 – Its very clear now that the decision not to appeal was made not by Mchenga in his capacity as DPP but Bwezani as president. I mean, any person with the slightest idea of law would tell you the case had damn good grounds for appeal. Now, Bwezani was quoted in broad day light saying this: “the lawyers just want to enrich themselves over this case so I decided nit to appeal.” If you cannot figure out who is pulling strings here, it could be because the Queen’s language eludes you, you are plain s.t.u.p.i.d, your are like Bwezani a wannabe Ngoni, or all the above three.

  19. # 1 CHINONDO, Your idea for all of us in the Diaspora (Abroad) to play an active part in ensuring that Rupiah and his accomplices are kicked out is brilliant. I know that it will not be possible for all of us to be in Zambia during the elections and we should start now to press for arrangements to be made for us to cast our votes where we are. #1 I am very much with you and we must do something to reclaim our country from these vultures.

    A govt is there to serve the people, and not vice versa. In leadership, esp. in a democratic dispensation, leaders should not be self righteous. Such opportunistic entities like shika are highly toxic to a democratic dispensation. shika should know or be told that he’s not of the god’s, as it were! I wonder who ordained such an arrogant and senseless character to Reverendhood. The bible requires church leadership and the masses to seek first the kingdom or word, and requires humility and truthfullness in all our dealings, but alas!

It is the common Zambian’s insatiable appetite to applaud plain s.t.u.p.i.d.i.t.y, as long as its displayed by one of their own tribal kinsmen or principal, that has prevented this country from developing. The decision not to appeal against Chiluba’s verdict was clearly onchestrated by Banda and he together with Mulongoti are on record confirming this fact. I appreciate you right of expression but to display such lack of ability to figure out things as they play out before your eyes is tantamount to an act of unforgivable blasphemy to thy creator.
