Bemba Royal Council to pass decision on Sata on Dec 29th

THE Bemba Royal Council (BRC) is expected to convene a court on Dec 29th to deliver judgement in a case in which Patriotic Front (PF) president Michael Sata is alleged to have uttered derogatory remarks against Paramount Chief Chitimukulu of the Bemba people.

The council recently summoned Mr Sata to appear before it on December 29, 2009, to exculpate himself of derogatory remarks attributed to him in the media against Chief Chitimukulu.

But the opposition leader said he sees no reason to appear before the council because it has neither power nor jurisdiction over individuals like him.
But BRC spokesperson Bwalya Chiti said the court will be convened and judgement will be passed, whether or not Mr Sata and other individuals summoned appear before the council.

Mr Chiti said in an interview in Lusaka on Dec 27th that the council will sit because Mr Sata was issued with the letter of summons.

He said the BRC had also summoned Chief Chikwanda of Mpika to appear before the Bashi Lubemba court.
“What I can tell you is the letters of summons were delivered to Mr Sata and Chief Chikwanda, the traditional leader whom he (Mr Sata) falls under, to appear before the court.

“My job as the spokesperson of the council ended at delivering those summons and what you need to understand is that the court will convene to decide on the matter, whether those summoned will be present or absent. So it is up to you to find out from the said persons if they will appear or not,” he said.
Mr Sata could not be reached for comment.

  1. Bwalya Chiti you are just embarassing the Royal establishment and if this is not handled properly you will render BRC useless. Do not use the BRC to impress Mr. Banda or to win political mileage, look at what is obtaining on the ground, its like people cannot listen to the Chitimukulu because of your careless and senseless utter

  2. Well, I do not know whether the Bemba Royal Concil has teeth to bite but if I were them, I will reveal the real identity of Sata’s father. He is one of the people who drafted the Parentage Clause and had it inserted into our constitution to block Kaunda knowing only too well that his own father, Sata-Mukulu, was Nwacusa from Mbeya in Tanganyika and Chiluba’s father from from Chibambo in Katanga. If he was really true blue Bemba, he would not embarass us in public like this, he would have found a way of ironing out his differences with Mwine LuBemba just like Aka recently did with his cousin the Litunga.

Would you please bring serious developmental issues before the people of Zambia than this case? These chiefs using you are waste political cadres in zambian politics.

  4. You people are fun. If RB were to say what Sata said on any of the Chiefs, you would be at the forefront condemning him. Who is SATA any way not to respect the Chiefs. We know they do not have jurisdiction but that does not mean that they should be insulted. What were you for example saying when there was that rumour with the MMD talking ill of the Litunga. Dont be comedians only to say and support things that suit. Look beyond tarnishing ones image. Look beyond the 2011 elections and see a Zambia of then. Lets tread softly and be careful

All Sata said was that the development which your chief claimed to have been brought to Kasama by one Rupiah Banda was not visible to to the ordinary Kasama residents. May be being given a Prado by MMD under RB was what this Chitimukulu calls development. As long as his pocket was full it is ok. On your assumption that Sata is mwachiusa, I dont think that will have any bearing on Mr Sata as a citizen of this country.

  7. This is very absurd. In the first place the chief erred when he publicly and without shame exposed his political alignment just coz he was offered a brown envelope by RB to woo support for the MMD kasama central parliamentary candidate. Later on when the PF won seat the chief was totally embarrassed especially that his subjects voted against his wish. This chief has totally embarrassed himself. You cannot compare the Litunga to chitimukulu. There has been several instances when things have really been hot in Western province but the Litunga has chosen to be silent. The same Bembas are the ones with the saying that goes ‘Infumu taibulwa kutukwa’. As long as our chiefs publicly align themselves with politicians they are bound to be the targets of the dirty that comes with politics.

The chief has no jurisdiction on a person who do not reside in his chiefdom..sata is right and the chief will end up being embarrassed..Even if he resided in Kasama, where margistrate courts are available, sata would still not be liable to appear under the chief..This is the setup of Chiefdoms and Local govts and also City and municipal governance..

    Fact 1: Chitimukulu openly sported MMD in the kasama by elections.
    Fact 2: Chitimukulu openly used rascist remarks against a citizen of this country during the kasama by elections.
    Fact 3: The litungu you are dragging into this debate does not openly get involved in politics so everyone respects him.
    Fact 4: Bwalya chiti is MMD so this is a ploy by MMD to fix PF.Some blogger a few months ago when this story came out aluded to the fact that the chief has a right to stop anyone going to his kingdom through this so called balubemba.

    To begin with, all these verbal attacks on the Bemba Chief ‘s integrity are ridiculous. It’s perfectly plausible to see that there is need for peace between political leaders and the Chiefs in Zambia. Unless we put aside all tribal prejudice and malicious talk against ANY Zambian tribe, everything that we have achieved in terms of national unity will be rendered worthless.

    As for Mr. Sata still refusing to appear before the BRC. I must say his stubbornness is rather embarrassing. There is an urgent need for a dialogue here – the hammer must be struck while the iron is hot and both parties are quite capable of solving this problem if only they could meet.

  16. Some advise to Bashi Chilufya Sata. Please know that political popularity is very fickle. It evaporates just like morning dew. The same people who are urging you to insult your traditions and culture will be insulting you like a d.o.g. This same people will be calling for your blood. You should ask Mr. Chiluba who was far more popular than you. When politics are finished, you will need your identity and culture to sit comfortably with you. Please go to Bashi Lubemba and settle what ever issues you have with them. Forget about the political parasites who pretend to support you. Go and see your Bemba chiefs. They represent your identity.

  17. Chiefs will bring about confusion. When Sata becomes President they will be asking him for favours forgetting that they passed judgement on him. it will be ineresesting if they say he is banned from Bemba land .

  19. Do these establishments have a constitution? Can someone opt out of the BRC on grounds of principles? I fear these kangaroo courts may soon start deciding Fatwas on people they don’t like. These tendencies must be kept in check by law, lest they start stoning people in the name of some weird beliefs they want imposed without any popular mandate.

  20. The Chitimukulu should realise that the people he leads are not agreeable with him after he exposed himself as being an MMD Cadre, Chiefs are not supposed to behave that way. let him learn from the Litunga’s way of handling issues.

    1. Campaigning for MMD in the Kasama violated atricle 129 of the Laws of the Republic of Zambia which states “A person shall not, while remaining a Chief, join or participate in
    partisan politics.”
    He can be summoned to any court in the country can cease to be a chief, but Zambians spared this disgraced chief.

    2. Racial remarks made against Guy Scott are also a violation of not only acticle 23 of the Laws of Zambia (part III), but also against inernational human rights.

    In the heart of his kingdom, his subjects defied him and vote for PF instead. He may be asking himself, who is the real chief here?

    Now he is being used by MMD to violate PF and Mr. Sata. He is the only paramount in Chief in Zed to ever sink so low.

  25. Sometimes there is dignity in being silent, how come some Royal Establishments still have their Royalty intact? I think it is because they do not put themselves in situations wherein they could be ridiculed, for example, the recent situation involving Aka and the Baroste Royal Establishment (BRE), the BRE never said anything, at least not in public, and Aka was left in an awkward position where he had to defend and clarify himself! The way the Litunga has been able to maintain some semblance Royalty could be instructive to other chiefs. For instance we never see or hear the Litunga praising any sitting President or is never seen receiving a Prado, or going to Mfuwe with the President! (by the way I am not Lozi myself, I am from Luapula, or is that now Congo?)

  30. I think the time has come for the nation to redefine the role of the Litunga, the Chitimukulu, the Mpezeni and the lot in our midst. Is it logical, for instance, to have hereditary titles? Should these guys play active roles in politics, if they were not elected, in a Republic? Should they be unifying factors or bootlickers?   36. The chiefs gave away real power to the european colonialists who later handed it over to the citizenry of the nation states that were created at independence. Their roles now are simply a token. They have no armies, no treasuries, no police they have basically been reduced to beggars of whatever government is in power in lusaka. Their freinds in Europe (monarchs by birth) have decided to play a ceremonial role and have given any pretence of having any real power.

  40. Sata, without Chitimukulu’s support, with the President and Ministers, not to mention govt machinery beat the MMD in Kasama Central By-elections! What more in a general election. This just shows one with reason the irrelevance of Chiefs, and how people have awakened to their own suffering and are yearning for change. It is no doubt to people with reason that he can weap thier a.sses again! it is because of mediocrity in govt starting with the President, his VP and Ministers that people are fed up!

  42. Fellow Zambians,Mr.Sata and the Paramount Chief are all Leaders but Paramount is Superio to Sata,Now both are wrong.
    Firstly the paromaunt made a mistake by commenting and supporting a paticular Party or person becoz all were his subjects.this in itself plus Chiti a political tool for RB/MMD drew the paramount chief in this dust.
    Secondly,Mr.Sata also as a Leader,he was supposed not to say anything after RB’s tool announced this summon,coming from a Royal family,I was not happy with Mr. Sata’s daring of the establishment.He should have remained Silent or gone to meet the Chief without people Knowing.If it were him in that position and his subject regardles of his National Status acts in that manner what can he do but all Loyal Establishments should avoid Inclining particular parties.

  44. Bwalya Chiti do not use this for your political milage. The truth is Chitimukulu is an embarrassement to the Bembas. He is an MMD cadres. Advise him to leave above politics, then he will be respected. Consider the Litunga; he has a strong voive because he is not a cadre and is King of influence. Chitimukulu has no influence on anyone. He is “one man one vote” I look foward to a time when we are going to have a bemba chief who will truthfully speak for his people. The present Chitimukulu is a shame. If he will behave the same in 2011 during the campagns, he will risk alot. That is why I have always believed that Chiefs are abusers ofn their own people. I’m yet to know the role Chitimukulu plays in fostering development in Bembaland. Can someone educate me on this; may Im lost.
