Govt to change Zambia’s legal system

Vice President George Kunda has reiterated government’s commitment to ensure that justice and the rule of law prevail in the country.

Speaking on arrival at Livingstone Airport this morning to officially open the 2010 high court session, Mr. Kunda said government will this year change the legal system to make Zambia a better destination for doing business.

He said the year 2010 should be a year of hard work from all Zambians in order to make the country better and prosperous economically.

He said government has done its best to change the budget cycle adding that there should be no excuses for not using the budget fully this year by those tasked to implement the developmental projects.

Mr. Kunda said business houses, individuals and other stakeholders should take advantage of the attractive business environment prevailing in the country and focus of effective service delivery.

He thanked people of Livingstone for their hard work in 2009.

Mr. Kunda is expected to address a rally in Kazungula district later in the day.

And Mr. Kunda, who is also Minister of Justice, said 2010 is a year of strengthening MMD party structures, rejuvenate and mobilize more people in readiness for the 2011 general elections.

Mr. Kunda is accompanied by Local Government Minister, Eustarckio Kazonga, Justice Deputy Minister Todd Chilembo and Livestock and Fisheries Minister Bradford Machila.

On hand to receive the Vice President at was Southern Province Movement for Multiparty Democracy (MMD) Chairperson Solomon Muzyamba.

And Mr. Muzyamba commended President Rupiah Banda for performing well in the just ended 2009.

He said the party in the province would continue supporting President Banda’s leadership for continued economic development in the country.
On recent resignations of some members from MMD, Mr. Muzyamba said the party was not shaken at all.

He however said MMD will continue to mobilize people adding that those that resigned were rejects.

Mr. Muzyamba thanked the Vice President for visiting the people of Livingstone.

  1. NUTS, its not government to change the legal system, its the constitution that defines the legal system. What happening ku Z kanshi?

  2. What..No justice in Zambia now. We will be governed by the law of the jungle! Mnufactured by Kunda and RB and produced by MMD . GOD HELP US!

  3. So, the people of Livingstone worked hard, right? And how about RB’s administration? What did you do, sir? Speech after speech.

  4. We must continue to reduce the cost of doing business in this country. Service delivery must be enhanced. Civil servive must be rid of corrupt and thieving agents so that the playing field is leveled. Every Zambian today must ask what he can give the country. The legislatiom must include guidelines on the base rates offered by commercial banks. Force it down their throats that with inflation at 9.9% lending rates can come down to 12% +2.5%. Allow the banks to compete so that as Zambians we can gain from the the law od deman and supply. Govt must continue harping on these things until one day doing business in Zambia will be competitive, very competitive!

    I agree with you Mr. Kunda that Zambia’s legal system needs a fundamental change but please don’t just adjust the business laws and stop there.

    The constitutional basis of political parties in Zambia also is rather weak and requires major adjustments. For instance, it is only in the preamble to the country’s Constitution where
    by it is stated that “Zambia shall for ever remain a …multiparty and democratic sovereign state”.

    It only takes a despotic leader to repeal this law and bang!… here comes One Party rule again!

  7. What has elluded George Kunda all these years is that one day he will be out of power and the same instruments he is using will one come to haunt him. I sometimes wonder whether he knows he might not be around in 2011 and doing all this for laugh!

  10. Who decides what is law and what is not? It still pains me that some hungry villager in luapula was jailed for 2yrs for stealing a goat while crooks in lusaka who stole millions don’t even get a 2 day sentence

  11. Kunda and Nyama Soya will do anything to protect themselves even if it means killing they will do that just to protect themselves.These are the pipo that make us conclude that politics is a dirty game.

  12. This campaign is similar to past campaigns against the late Mr Mukelebai and recently the template used against Ms Siliya.
    This campaign is now in full swing against Mr Kunda and Mr Mchenga.
    It is strange how a limited and small pool of sources are used repeatedly against the Government and constantly enlisted to champion the same group’s cause.
    The private media’s strange mix of reward and punishment does help and seems to succeed to freeze out credible people from speaking out and helping to guide the nation.
    The portrayal is that every ‘’credible voice’’ is on their side and lends weight to their stated campaign.
    However, in the event that any friend speaks against them, the full weight of insulting articles is unleashed against such a person.
    Many have been cowed…

    If you look at the world bank ease of doing business rankings, Zambia ranks #16 (in sub-saharan Africa) when it comes to enforcing contracts. Contract enforcement is something that should be looked at with great importance if the business environment is to be improved.

    A change in the legal system would be a very good idea as it will improve on contract enforcement and will ease business transactions. Businesses (small, medium and large) must have faith and confidence that the legal system will protect them when they get into contracts with other businesses. If the legal system is strengthened, this will surely improve Zambia’s business environment.

Kunda is talking about changing the legaly system in regards to doing business so that Zambia becomes more competitive and not changing the whole legal system wholesale. Please read the article properly before you jump on the criticising and negativity bandwagon.

  18. And Mr Kunda has said the Government is committed to ensuring that the separation of powers between the three arms of Government remains distinct.
    Sometimes I wonder if the term “learned” applies to George “Red Lips Pelican” Kunda. This man is truly a bundle of contradictions. The media he is targeting is the Fourth Estate of the governance system. So, by trying to strangulate it, he is killing one arm of the governance system. He just wants to be “chewing” trough installation of lifts in one-storey buildings.

  19. Zambian lawyers. Changing the legal system without consulting the constitution. Wow, Does this man know what treason looks like? He needs to consult Gen Miyanda.
