Give loans to Civil Servants-Dora Siliya

Government has challenged the Banking sector to take advantage of the large number of teachers by offering them long-term mortgages for house construction.

Education minister said banks and other financial institutions should expand their businesses by introducing mortgages targeting teachers.

During a consultation meeting with teachers drawn from all the schools in Mansa district yesterday, Ms. Siliya said Banks should initiate long term low interest loans for teachers and other government workers to help them construct accommodation and venture into economic activities.

“There is a wide clientele of teachers and other government workers out there for banks and other financial institution to exploit by initiating mortgages or low interest loans. This will help our teachers build houses and you will have your businesses grow,” the ministerr said.

She said many teachers in the country were lacking accommodation because of shortage of staff houses for them.

The Minister noted that initiating mortgages and low interest loans will help a large number of teachers without accommodation construct houses and in turn benefit the banks through the interests and proceeds on the loans.

She said she will soon engage with the banking sector in the country to look at possibilities for them to partners with the ministry of education to construct houses for teachers.

However, Ms Siliya said government will continue providing funding to the education sector for construction of teachers houses countrywide.

“This Ministry has 3.4 trillion in this year’s budget of which a chunk will go towards infrastructure construction among them staff houses and schools so government is committed to providing decent accommodation for teachers”, Ms. Siliya said.

She said last year the Ministry of Education (MoE) constructed over 280 housing units for teachers countrywide.

The minister disclosed that the country only has about 31,000 housing units for teachers which are not enough to accommodate the total establishment of 80,000 teachers in the country.

And Ms. Siliya has said there is need for continuous and sustainable investment in the education sector by training of more teachers and construction of infrastructure.

She said government will phase out the certificate teacher qualification as a minimum qualification and replace it with a diploma by 2013 to improve the teaching standards in the country.

Ms. Siliya called on all teachers currently holding certificates to upgrade their education to diploma level which will be the minimum qualification required for the teaching service.

In 2014 government will only engage teachers holding diploma or degree qualifications.

She also said starting this year government will upgrade 6000 diploma holders to degrees of which 3000 will be for Science and Mathematics.

The minister said government has realized that science and mathematics are crucial for development and economic growth. Noted we have built so many schools but not teacher’s houses.

    #1-3 Lady Dora is just fine the way she is… plus her suggestion is a good one. Zambian teachers have been putting up with loan defaults for a long time. However, the Bank’s accounting perspective also needs to be taken consideration: they will usually maintain a high interest rate for mortgage and loans because it helps them increase their earnings as they strive to streamline their institutes at the same time.

  5. Ba Teacher, please see through this no sense. All this years until now some one is saying you need to access loans. Its like you never exsisted until now just a year before elections. If the loans come, get as much as you can, you wont be asked to pay them back when the Pact comes in next year. Remember how you were played the last time by this Govt. and your Union Leaders.

  7. and start paying them on time not the 57th day of the month when the bank espects to get their money on 30th. imagining how things work in Zed, teacher bakesa mupoka imbaula ba bayliefs, did you also negotiate the interest rates with the bank? make sure there is a system all else the teachers will endup ukulala insala ka. remember they are ever in minus.

  8. you cant force banks to loan out money at low rates. thats why we tell you dont sell govt assets, this directive should have worked well if ZANACO was govt owned. why doesnt the ministry develop a fund which can be used to loan finances to teachers instead?

  9. She is either very dull or out of touch! The collapse of the world financial systems was because the banks gambled with people’s money on inflated property prices. And she wants our poor teachers to be left at the mercy of the same greedy bankers who at the moment are still wrestling Obama for cash. They wrestled ZANACO out of a foolish Magande for a song! Zambia operates on a cash economy basis and it out to be kept that way. People tend to spend their money and not borrowed funds like what happens in the West with credit cards. If Rupiah is too careless to go and borrow money from the World Bank, this does not reflect the thinking of ordinary Zambian. Madam Dora, you pulled that one right out of your A.S.S!!!

  20. if the govt reduces on borrowing extensively from banks then the banks will be forced to be creative in finding customers. as it is – all you are doing is blowing hot air because your government insists on crowding out the citizens.

  21. What goes around comes around! MMD housing empowerment policy: the policy which entailed empowering civil servants by selling all govt houses to the then sitting tenants is now taking its toll. While the houses were being sold to the lucky sitting tenants(teachers amongst them), there was no deliberate policy to take care of the future/unaccomodated teachers/civil servants then. Th resultant effect is what is obtaining now. Ms Siliya, why don’t you just start buliding new homes, while at the same time fund the loan revolving funds in the Ministries. I wonder, how you expect these poor teachers to survive on their meagre salaries when their is no budget line in the yellow book even for advances. Don’t send the teachers to the banks/loan sharks.

Noted we have built so many schools but not teacher’s houses.” This is good from Minister Dora Siliya as Zambia can not develop with a strong manufacturing industry which needs science and mathematics graduates. I hope JETS will equally be strengthened so that young people, especially, will be motivate to do sciences.

  24. Honourable, thats a very welcome initiative. These banks are just using our money. May be by giving loans/morgages, they will be paying back after all the loans are not free there will be interest.:((

  27. Dora is raising central issues that are capable of developing Zambia in the future. I am surprised that some people on this blog are demeaning the teaching profession. Take a look at the UK or USA, where the teaching profession is well respected and the teachers are paid decent wages. Even in an age of austerity both Labour and Conservatives parties in the UK have pledged not to cut any funding from the Education budget. Zambians used to despise the nursing profession until nurses left in droves for a better life. If that similar exodus occurs in the teaching profession, Zambia will be as bad as failed state in the next 20 years.

  29. It’s beter to build Houses for teachers than encouraging them to get loans. The little they are getting is not good enough to be deducted.:o
