State has not paid for the purchase of VIP Escort vehicles- Mangani

Home affairs minister Lameck Mangani has dismissed media reports suggesting that government has agreed to pay 9 million rands, equivalent to about K5.4 billion, to a South African traffic equipment and car dealer despite the ongoing investigations into the Zambia Police Service’s irregular purchase of VIP escort vehicles and bulletproof BMW X5 presidential vehicles from the same firm.

Yesterday it was reported in one of the daily tabloids that Mr Mangani, his permanent secretary Ndiyoyi Mutiti, and an officer from the Office of the President special branch, identified as Muzongwe, had traveled to South Africa to agree with Instrumentation for Traffic Law Enforcement (Pty) Limited that the Zambian government pay the firm 9 million rands to end the standoff over the purchase and withholding of vehicles purchased by the Zambia Police Service.

But in an interview with QFM, Mr Mangani said while it is true that he traveled to South Africa, his mission was to see ailing commissioner of Prisons Gibby Nawa who is admitted to hospital.

He dismissed as fabricated reports that he went to pay K5.4 billion to the South African company.

Mr Mangani further explains that there is no way he would pay the money because he is not the controlling officer in his ministry.

After reading about these VIP cars i googled the company and today i went to midrand( where the offices are) i am shocked that our Government would have stooped so low to enter into a multi million deal with this company. even on their website no where does it say that they do bullet proof cars. These guys do instrumentation and sirens for police, emmergency cars that sort of thing. Yes they do sirens and paint police cars in RSA, but that is as far as they go. Bullet proof? nay

  10. What puzzles me is, when did Zambia Police start procuring things for state house? Ministry of home affairs procures for Zambia Police ,Cabinet Office procures for State House, so I fail to understand how a department of ministry of home affairs became a controlling department to start buying vehicles that are beyond their budget. Something is seriously wrong here

This is so embarrassing on the part of RB, Mangani, & Inspector General of police and reminds me of the time the South African Police Commissioner Jackie Selebi was being shielded by the then Mbeki Govt for corruption and protecting drug dealers. We all know what happened to Mbeki in SA he was unceremoniously removed from office & Selebi is facing criminal charges. This I hope happens in Zambia one day & let these people in the MMD know we are tired with their blatant lies. The worst thing to happen to our country is that we are being protected by rotten policemen who are so corrupt and full of malice they will not hide it.
