The opposition United Party for National Development has accused government of deliberately poorly planning the Milanzi and Mufumbwe Parliamentary by-elections in order to manipulate the electoral process.
Party spokesperson, Charles Kakoma said preparations ahead of the forthcoming elections have been recklessly handled and that government is to blame.
Mr. Kakoma cited the controversy surrounding the printing of the ballot papers as one such indication of poor planning.
He said the ballot papers would have been printed within the country but government has deliberately decided to print them abroad so that it can easily manipulate the process.
Mr Kakoma said his party seriously suspects manipulation in the entire process leading to the by-elections. But AVAP executive director, Bonnie Tembo has defended the Electoral Commission of Zambia’s preparations ahead of the by-elections describing them as satisfactory and up to standard
He however says there are lessons to be learnt from every election process and that as the nation looks forward to the 2011 elections,it is imperative that everyone is open minded.
He also calls on stakeholders to play their part and not just leave it to government if the election process is to develop to the quality standards required.

#5 This is just what is very frustrating to work with a dull opposition in Zambia. If you go back in time and dig up archives, you will find that apart from Government Printers lack of capacity to print ballot papers at the time, the other reason on which the opposition where in the fore front of championing printing ballots abroad was because they thought MMD would easily rig elections because they controlled govt printers and printers ballots by an independent agency outside was a comprise we reached with them for the sake of sanity. We have been through this debate before and and it is shocking that they are using this again as a reason.

ctd from #7 .. As of fact MMD would love to give the jobs to Government printers. In fact Hon Mulogoti is on road of saying Government printers is now able to print ballot papers. Obviously ECZ does not agree with that and these are professionals and they have made their assessment and they fell SA is still their best option. SO let me set the record straight. MMD desire to have ballot papers printed by Government Printers. That is why we have improved the capacity of Government printers. ECZ is an independent body and they will make their own independent decisions.

What is important is that people will make a choice. Sad to say that the corrupt wicked, selfish and hypocritical politicians are ready to die just and do whatever it may take to get power. Hopefully the people will make a right choice on that day.
Government printers may have adquate equipment but it is still unsecure and totally untrusted. It is still directly controlled by MMD. Using govt printers would cause more confusion than going back to the usual. Let the PACT and other stakeholders visit govt printers and certify it, as a group. The same way they did the South African company being used now. Stakeholders travelled there to inspect it and authenticate. Before that happens, I think it is prudent to accept ECZ decision.

The best thing for deloping democracies is to allow all Parties to be equally involved in the elction process by using controls and measures which are satisfactory to all. We need to brainstorm how the electoral process can be transparent, credible and satisfactory to all parties. My suggestion is to have the printing of ballots under camera and recording with principled representatives from every party monitoring the whole process and being available throughout the whole process whether during transportation, printing, verification etc of which the whole process should still be under camera and recording. Access to the ballot papers should be through tightened security such as using combination locks where each party representative has a code. Others may have better solutions please feel
free to propose your solutions. Zambia is our country and we need to protect it and be passionate about our country more than the various political parties. we only have one Zambia and only us citizens can change our country by demanding accountability and for measures and systems to be put in place. The same controls and measures should be extended to polling stations everything should be in camera and recording with principled party representatives monitoring the whole process. The Ballot boxes in the polling station should be opened, counted and verified all under camera and recording and should match what was printed and the number of voters .
