The Alliance for Democracy and Development (ADD) has called for campaign funding ceilings. The party has also demanded that political parties should disclose their sources of funding.
ADD president Charles Milupi said the system would help curb suspicious sources of funding for political parties to avoid distorting democracy and the economy while credible leadership would be voted into office.
Mr Milupi said political parties must be compelled to disclose their sources of funding to protect the country from being run under foreign influences.
He said the current situation allows foreign entities to finance campaign teams of political parties who would auction the country when they emerge victorious in an election.
Mr Milupi said all registered political parties should have their books of accounts checked by an independent body to stem illegal activities in the country, which could also distort the economy.
On the economy, Mr Milupi said agriculture had gone down and would reactivate it when he assumes office while job-creation would be his priority.
He said the Government was wrong to waive the windfall taxes and has also failed to improve agriculture, which would be his first assignment.

Mr Milupi also urged President Rupiah Banda to continue making appointments to leadership positions on the basis of credibility and not tribal preferences.
He said calls for tribal balancing were unjustified because the Zambian economy could sustain the 73 tribes and dialects that existed in the country.
He said people peddling the concept of tribal balancing were promoting divisions instead of unity and were also perpetuating the death of the rich concept of One Zambia One Nation.
Mr Milupi supported Forum for Democracy and Development vice-president Chifumu Banda’s position that the Cabinet should be considered as balanced as long as all provinces have representation.
He, however, encouraged President Banda to make efforts to balance the Cabinet in terms of provincial representation, citing Southern Province which he said only has two Cabinet ministers and its equivalent— Bradford Machila and Vernon Mwaanga.
Mr Milupi said his national management committee was balanced in terms of provincial representation, which was similar to the system that had been used by President Banda.
Mr Milupi said his government would turn Southern Province into a maizebelt and ensure more investment was put in cattle rearing to compete with Botswana in beef exports to Europe.
He said the Bottom Road would be opened up to promote tourism while feeder roads would be improved to encourage crop marketing.

Sorry, but isn’t this what the govt is doing? The Roads needed K3 trillion but parliament only allocated K1.2 trill. Party manifestos can have lofty ideas but Mr Milupi tell us HOW you will fund these ambitions. What I would like to see is a party that can make a parallel budget to that of MMD, marching Ngwee for Ngwee.

#10 Kulima Tower Kabova Out of 12 400 votes cast in 2006 in Luena UPND got 200 votes. Sata has never even bothered to contest for seats in Western Province. Milupi defeated both MMD and UPND in 2006! But for some warped reason you think MMD and PACT are heavyweights! UPND only did well in Western Province in 2001 under Mazoka while MMD did well under Mwanawasa. Presently RB is hated while there is nothing that HH has done in Luena to engender him to the people there. He booted out a lot lot of Lozi’s from UPND when his kith and kin categorically stated that they only wanted a Tonga President. Do you think the people in Luena have forgotten this? There is nothing new in Milupi’s song. Campaign funds ceiling, sources of funding, dead agriculture in the country, all these are clearly highlighted in the UPND manifesto. Name it, free education and health services it is what UPND and PF have said they will do, PF has even gone to suggest that there should be a hospital every 10 kilometres, whether attainable or not, so people are not strangers to Milupi’s grandiose ideas. His real test is coming when a by-election is declared in Mongu Central. He was better off joining forces with UPND. This is the trouble with wanting power. Even young Chipimo would have been of great use to UPND or PF than standing on his own. Wrong move Milupi. Even if MMD is behind the formation of these parties, they won’t achieve their purposes of disorienting…

He is certainly not in a hurry just like Sata in 2001 just few months before thr general elections.No one(FDD,UPND or HP) complained that Sata will split the vote of which he did.His aim was to participate and get the much needed experience and exposure involved in presidential elections which occurs once in 5 yrs and it did help Sata to where he is today.Why should it be an issue to Milupi who has launched his much earlier than did Sata?He has offered a good option to us cos HH became to pompous with his ‘achievement’ and education and lost humility which is a very important virtue in every leader and here we are,Milupi,his right if NOT a better match in terms of acheivements and education.

whether anybody likes it or not, ADD is a reality. the groudwork has been done, the launch was well atended- it had representatives from all provinces, diplomats attended, representatives of various foreign consulates attended (a friend of mine, who was invited by a friend, told me. plus it was on the news for all to see.) so for you to say that ADD is going nowhere is more of a wish than a fact. all politicians are different, and if other failed to play their cards rights, doesn’t mean everybody else is destined for the same failure. you say its a failure barely one week after it was born. i bet you are just another UPND fanatic who HH has convinced the launch of ADD was a “still born birth.” if u don’t want to show UPND are scared of this guy, you’re better off not saying anything…

Milupi has the right to do whatever he want in politics. But as for character and humilty, these qualities he did not exhibit in ZCCM. I doubt whether he would make a good President. But people change as they grow older, who knows! The selfishness that his management peers in ZCCM exhibited is frightening if he was President!
